Layton Bedsole Jr., REM TELEPHONE (910) 798-7139 Shore Protection Coordinator FAX ` (910) 798-7051 6 June 2018 Agencies: New Hanover County (NHC) and the US Army Corps of Engineers (USACE) Navigation Branch had planned to use the sidecast dredge Merritt in the upcoming June, Carolina Beach Inlet (CBI) maintenance dredging event. As of 4June2018, the USACE's sidecast dredge Merritt has been delayed twice since March and will not be out of the Memphis shipyard and in North Carolina (NC) until late July possibly August. In an effort to retain the CBI quarterly maintenance events, the USACE and NHC are now targeting the Murden to begin work the first week of July. The Murden is completing a Florida inlet maintenance event and will be traveling through the area in late June early July. NHC's tentative goal is a seven-day event making use of the inshore dredge material management site (IDMMS) as the deposition location (NCDCM Permit 50-16, expiration date 12/2020). Based on the inlet's shoaling and the availability of a USACE special purpose dredge, the proposed seven-day July maintenance need would fall outside NHC's environmental window. NHC is providing supplemental documentation as requested by the National Marine Fisheries Service (NMFS) from a similar August 2017 scheduling challenge. Supplemental Documentation Statement of purpose and need specific to this event: • Maintaining CBI as an ocean accessible route from Myrtle Grove Sound and adjacent NHC estuarine areas; • Responding to the ongoing 33% reduction in the available USACE shallow draft dredge fleet; • Implementing a resource conservation and adaptive management alternative. Dredge and disposal schedule for proposed work: • Subject to Florida demobilization and travel time, the Murden is scheduled to arrive in Carolina Beach Inlet on or about the first of July for seven days of work. Current depth and bathvmetry of IDMMS/Carolina Beach Borrow Area: • Attached is a 23May2018 survey with potential inlet dredge volumes and the deposition location and capacity in the IDMMS; • A pre -construction survey will be taken one week before initiating work, the pre - construction survey schedule would not have allowed timely agency coordination; • The post -construction summary will reflect the most recent pre -construction survey volumes. Volume estimate of material to be placed in IDMMS/Carolina Beach Borrow Area: • CBI's IDMMS deposition authorization is 75,000 cubic yards within CB's three-year coastal storm damage reduction (CSDR) project cycles. To date (FY 2017-2019), the IDMMS has received 38,760 cubic yards of inlet maintenance material; • 36,240 cubic yards of deposition capability remain in the current three-year cycle; • The Murden is tentatively scheduled to dredge seven 12-hour days. IF the Murden were to maximizes 84 hours of dredging at —200 cubic yards/hour, the total volume deposited Would be approximately 16,800 cy leaving an available deposition balance of 19,440 cy. Forecast of next disposal event planned for IDMMS/Carolina Beach Borrow Area: As per the USACE and during the Merritt's current shipyard visit and the upcoming Currituck shipyard visit, the USACE's special purpose dredge fleet continue abbreviated and repetitive visits within NC's shallow draft inlets. The US East Coast scheduling of the USACE's special purpose dredge fleet is completely a USACE responsibility. The CB CSDR project is in the 3`d year of its current three-year maintenance cycle (FY 2017- 2019). The IDMMS's in -filled sand is scheduled for recycling back within the CSDR template this FYI 9. The CSDR's new three-year cycle (FY2020-2023) will reset fhe IDMMS potential deposition volume. Record of most recent mining of sand from IDMMS/Carolina Beach Borrow Area: • The last recyclingtreuse of beach quality sand from within the CSDR's engineered borrow site/IDMMS occurred in FYI and is scheduled again for FYI9. NHC recognizes the regulatory scheduling challenge but considers the IDMMS as a viable alternative to potential resource impacts during nearshore ocean placements. REGAN Srcrerarn BRAXTON DAVIS - Dimaor A North Carolina Division of Coastal Management (DCM) Fisheries Resource Specialist has reviewed the moratorium relief request for proposed actions that impact fish and fish habitats. New Hanover County is seeking relief from a Moratorium conditioned on CAMA major permit #50-16, prohibiting dredge activities from occurring from April 1 to November 15 of any year. The County is seeking to remove 16,800 cubic yards (cy) of sandy material from the outer reaches of Carolina Beach Inlet and place the dredge spoil into a pre -approved inshore dredge material management site (IDMMS), located within the inlet complex. The dredging is expected to occur for 12 hours per day for seven (7) days of work. Last year, a similar request was received from New Hanover county, seeking to dredge and dispose 10,800 cy of material and dispose of it inside the IDMMS within the prohibited moratorium period. This office has no objection to allowing moratorium relief for a period of seven (7) consecutive days which will begin once the project has started, but not to extend past July 31, 2018. Red drum and other sciaenid fish are known to usethe inlet complex for spawning and seasonal migrations particularly during the months of August and September. Additionally, this office would also encourage the project to make all efforts to perform maintenance dredging within the permitted dredge window in the future.
