The permit authorizes construction of a retaining wall and bridge at 7227 Masonboro Sound Rd. Once we obtained the minor permit there were several delays in starting construction on the bridge and retaining wall for different reasons. I first applied for a building permit and was sent over to city planning. City Planning informed us that in reference to No Name Road, we might have to pave road, install sidewalk and a gutter system. Therefore, City Planning sent me over to City Engineer, Bill Penny. The conclusion was made that improvements were to be made to satisfy the city, but the road could remain gravel. The road just had to be widened (cut back) slightly and some new gravel installed. Once we obtained the city approval, the county inspection department decided that since there was no house on the property and a building permit had been issued, they could not issue us a building permit for an accessory structure —even though access to build a house on the property is impossible without the bridge and retaining wall being constructed first. Mr. Wright immediately began working on his home plans and once completed, applied for a building permit for the house, which created our next delay; the moratorium for connecting to the sewer system. When it is lifted, Mr. Wright's building permit for his residence can be obtained.
