PROJECT ADDRESS — Public Beach Access Walkway #21, Silerside Trail
AREA OF ENVIRONMENTAL CONCERN — Ocean Hazard
Dear Ms. O'Brien:
I have reviewed the information submitted to this office in your inquiry concerning the necessary filing of
an application for a minor development permit under the Coastal Area Management Act. After making a
site inspection on May 11,2005, I have determined that the activity you propose is exempt from needing a
minor development permit as long as it remains consistent with your site drawing and materials list
submitted on May 6, 2005, and meets the conditions specified below. If your plans should change and
your project will no longer meet these conditions, please contact me before proceeding.
MAINTENANCE AND REPAIR - (G.S. 113-103(5)(B)(5) and 7K.0209) - Structures may be repaired
in a similar manner, size and location as the original structure. No expansions or additions are
permissible. The repairs are limited to 50% of the physical value of the existing structure and the
following specific conditions.
1. The project consists of the repair of Beach Access 921, 16 LF of walkway and associated stairs
on the beach side of the walkway, as shown on the attached drawing and materials list.
2. The proposed repairs shall be consistent with all other applicable local ordinances and North
Carolina Building Code standards.
This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any
other State, Federal or Local authorization and N.C. Building Permits. This exemption expires 90 days
from the date of the letter.

Dear Ms. O'Brien:
I have reviewed the information submitted to this office in your inquiry concerning the necessary filing of
an application for a minor development permit under the Coastal Area Management Act. After making a
site inspection on May 11,2005, I have determined that the activity you propose is exempt from needing a
minor development permit as long as it remains consistent with your site drawings submitted on May 6,
2005, and meet the conditions specified below. If you plans should change and your project will no
longer meet these conditions, please contact me before proceeding.
STRUCTURAL ACCESSWAY EXEMPTED
1. The accessway must not exceed six feet in width and shall provide only pedestrian access to
the ocean beach.
2. The accessway must be constructed so as to make negligible alterations to the frontal dunes.
This means that the accessway must be constructed on raised posts or pilings of five feet or
less in depth, so that wherever possible only the posts or pilings touch the frontal dunes
without any alteration to the dunes. In no case shall the frontal dune be altered so as to
significantly diminish its capacity as a protective barrier against flooding and erosion.
3. Construction of the accessway shall be consistent with all other applicable local ordinances
and N. C. Building Code standards.
This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any other

After assessing the total value of the Village Beach Accesses numbers 13, 21, 23,
and 18, I have found that the total value of repairs is less than 50% of the total value of

the next 51 feet. There is a 21.5" rise in the dune from the
end of the good 7 feet to the crest of the dune. this will
take 7 steps up to get the required 18" Clarence at
around the 35' point. The dune then drops down in the
next 16' , 36.5 inches which will take 10 steps down.

grade up at a 1 to 12 slope to get the 18 " clearance under
the walkway at about 25". Theh put in 50' level with the
last 25' sloping down at a 1 to 12 grade. Railing will be
installed on both sides of this walkway using the standard
2" by 4" railing. If special; round railing or other special
requirements are needed we will need to refigure this
portion for added cost.
#17 The existing grade slopes up 4.5 inches in the first

and then drops down 4" at 125' and over the next 17'
drops down to the reaurished beach with a 19" drop. To
get the 18" clearance we need to go up 12 steps then back
down 9 steps. and will have around 121 feet of walkway.

All steps shall have railing on both sides. Walkways will
be built with 4" X 4" post 8' on center 30 to 36" in the
ground with a 2 X 6 anchor board 12" plus in the ground
connecting the sets of 4X4. Each set of 4 x 4 will have a2
2" x 8" stringers nailed to them to receive the 2" x 6"
joist, 16" on centers. The decking shall be 2" x 6" with
3/8" spacing. The 4 X 4 post shall extend up above the
deck to form the main brace for the railing. All nails
shall be Stainless Steel.
