As authorized by the State of North Carolina, Department of Environment,
and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statues,"Coastal Area Management'
Issued to Melinda Bera , authorizing development in the ocean hazard AEC at 1 506 Carolina Beach Avenue
North as requested in the permittee's application, dated November 29, 2004 . This permit, issued on
December 28, 2004 is subject to compliance with the application and site drawing (where consistent with the
permit), all applicable regulations and special conditions and notes set forth below. Any violation of these
terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and
void.
This permit authorizes construction of a 2-unit structure at 1506 Carolina Beach Avenue North
(1) All proposed development and associated construction must be done in accordance with the pemiltted
work plat drawings(s) dated received 11/29/2004.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and
Federal regulations, applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-
evaluation and modification of this permit.
(4) Pursuant to NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, or otherwise
disposed of to a third party.
(5) All disturbed areas shall be vegetatively planted and mulched within 30 days of construction
completion.
This permit action may be appealed by the permiltee or other.
qualified persons within twenty (20) days of the issuing date. From
the date of an appeal, any work conducted under this permit must
cease until the appeal is resolved.
This permit must be on the project site and accessible to the permit
officer when the project is inspected for compliance.
Any maintenance work or project modification not covered under
this permit, require further written permit approval.
All work must cease when this permit expires on December 31,
2007
In issuing this permit it is agreed that this project is consistent with
the local Land Use Plan and all applicable ordinances.
This permit may not be transfened to another party without the
written approval of the Division of Coastal Management.

This letter is to inform you of the planned moving/demolition of the existing structure and the
construction of a new structure at 1506 Carolina Beach Avenue North in Carolina Beach, North
Carolina. Our firm has been retained by a contractor to notify the adjacent property owner(s) and
to apply for a Coastal Area Management Act (CAMA) permit for the proposed construction.

Pursuant to NCGS 113A-119(b), the Town of Carolina Beach, a locality authorized to issue
CAMA Permits in areas of environmental concern, hereby gives notice that on 11/29/2004 ,
Melinda Berg applied for a CAMA Permit to move a single family home and erect a two -unit

Here is a copy of the letter from Plantation Inc., regarding the surrendering of the CAMA permit for 1506
Carolina Beach Avenue North. I will forward you a copy of Carolina Beach's response as soon as I receive a
COPY.
Plantation is in the process of redesigning the house to meed local and state rules and will be reapplying for a
CAMA permit when they have finished that process. I did pass along the message regarding the height of the
proposed structure, and Plantation indicated they would review that aspect of the application. Please call with any
comments and/or questions.

devel)pment is adjacent to my mother's beach house at 1508 Carolina Beach Ave. North. It
has en most gratifying to work with all involved, who have helped me understand far more
about( CAMA than I ever thought I would.

Land Use Plan. Without going into the details (with which we all are familiar), suffice it
that it appears that the same considerations apply to the proposed activities at 1506
to Beach Ave. North.
Consruction of the proposed large, multifamily, 50 ft high structure will in my view significantly
alter he character of the ocean front and neighborhood. Many opportunities for public imput on
propc sed Land Use Plan revisions remain, such that it seems prudent for the Town to stay
