This permit, issued on March_ 6, 1991 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may be
subject to a fine, imprisonment or civil action; or may cause the permit to be null and void.
This renewal must be attached to the permit issued on February
15, 1988, and subsequent renewals and be available on site
when Division personnel inspect the project for compliance.
All conditions and stipulations of permit #131-83 apply tc
the project under this renewal. as applicable.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the
issuing date. An appeal requires resolution prior to work
initiation or continuance, as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not
covered hereunder requires further Departmental approval.
All work must cease when the permit expires on
March 31. 1992
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina
Coastal Management Program.

Thank you for taking time to talk with me today about our permit.
I would like to request a renewal of the permit and have enclosed
a check for $25.00 to cover the cost of this.
During the past year we had a modification approved by James Herstine
to add a fork lift ramp, floating dock and exchange a 3-story pole
build for permission to build a dry stack storage area. I have
enclosed a copy of this aurhorization.
As we discussed, I will go through the permit and write to you with
an update of the work left to do.

find your
request
consistent with existing State rules and guidelines and in
keeping
with the
intended
use and practice of the project.
I hereby submit this letter of refinement authorizing the requested changes as
shown on your sketches dated September 27, 1990 with the following stipulations:
1. The dry stack storage area must be restricted to the same dimension as the
originally approved building and the stormwater must be collected and
directed by gutters to a subsurface area.
2. Before construction of the proposed new office building you must provide
this office documentation that the necessary calculations were performed to
determine that the new structure does not cause the project impervious area
to exceed the 30% coverage regulation. if the 30% coverage regulation will
be exceeded, you must provide evidence that an innovative stormwater
collection system has been designed for the project which will meet the 30%
coverage regulation.
This authorization is contingent upon approval by the U. S. Army Corps of
Engineers. Please contact Bob Stroud if you have any questions.

Dear Mr. Lowe:
The enclosed permit constitutes authorization under the Coastal Area Management Pc, and where
applicable, the State Dredge and Fill Law, for you to proceed with your project proposal. The original
(buff colored form) is retained by you and it must be available on -site when the project is inspected
for carpliance. Please sign both the original and the copy and return the copy to this office in the
enclosed envelope. Signing the permit and proceeding means you have waived your right of appeal described
below.
If you object to the pernlit or arty of the conditions, you ray request a hearing pursuant'to wm
113*121.1 or 113-229. Your petition for a hearing must be filed in accordance with N,C.G.S. Chapter
150E with the Office of Administrative Hearings, P. 0. Drawer 11666, Raleigh, hC 27611 (919) 733-2698
within 20 days of this decision on your permit. You should also be aware that if anotlier qualified
party submits a valid objection to the issuance of this permit within twenty (20) days, the matter
rust be resolved prior to work initiation. The Coastal Resources Camdssion makes the final decision
on arty appeal.
The project plan is subject to those conditions appearing on the permit .form. Otherwise,' all
work must be carried out in accordance with your application. Modifications, time extensions and future
maintenance require additional approval. Please read your permit carefully .prior to starting work
and review all project plans, as approved. If you are having the work done by a contractor, it would
be to your benefit to be sure that he fully understands all permit requirements.
- Fran time to time, Department personnel will visit the project site. To facilitate this review,
to request that you carplete and mail the enclosed hbtice Card just prior to Cork initiation. Hanauer,
if questions arise concerning. permit conditions, environmental safeguards, or problgn areas, you -may
