(DC) has evaluated the fiberglass one-piece swimming pool installation by San Juan Pools of Eloy, Arizona and Lakeland, Florida (SJP) against flotation. The pools can very from a small pool of approximately 2,650 gallons to a large pool of 22,000 gallons. Of concern is the bouyancy of the pools and their anchorage to prevent floating during flood conditions and becoming an obstruction that would result in damage to nearby buildings. This letter is to explain the anchorage of the pool against flotation. See the attachments. This evaluation is with respect to the requirements of the North Carolina Department of Crime Control and Public Safety Division of Emergency Management Floodplain Management Branch specifically, Swimming Pcols in VE Zones. The pools are to be installed per ES Report ER-2417 by ICSO Evaluation Services, Inc. The edge beam and walkway section in Figure 1 provided the dead weight to resist flotation and shows the extent of the concrete placed around the pool as a recommended minimum. As evaluated by DC, the each pool installation has a balanced bouyancy when the pool water level is below the adjacent ground water level. The allowable level difference against buoyancy depends upon the size of the pool in area and in capacity in gallons. If this difference is greater than the allowable the pool has the potential of becoming buoyant and floating. It is reported that the Able Installations method of installing pools uses the recommended section in Figure 1, often an additional 3.5-inch of concrete on the top of the coping. The additional dead weight increases the level difference. For this evaluation, Figure 1 will be used as Detail "A" as the basis of all edge beams and dead weight. As indicated in ER-2417 for the fiberglass one-piece swimming pool, the pool design RECEIVED DCM WILMINGTON, NC February 10, 2005 3 2016 Page 1 of 3 76MS05B JUN 2 r1 rT DUDEK CONSULTING, psca PO Box 2882 WILMINGTON, NC 28402 (910) 762-ISIS iris (910) 762.5850 FX NEv4 HAiJOYcR :;':2 i s f` PL.ANNINv & ZOtii requires tnti pool to remain full of water at all times. The pool shell may be damaged if the water level is allowed to drop below the pool skimmer. As shown above, the dead weight associated with the recommended Figure 1 will bring the water level DOW,! iha ,,ocl skimmer if the ground water lever were at the surface or grade. The mpiication is that the pool liner will crack and allow ground water to enter the poet from below and raise the pool level to the level of the ground water. 0 was reported by San Juan Products that their pool liner would fail in tension when the modulus of rupture is exceeded and thereby crack the bottom of the pool liner ralievin5 ti a uplifting pressure and preventing flotation. The modulus of rupture is a Nexural ter pile stress that is comparable to the real axial tension strength of th.: tnateriai. With the perimeter of the pool weighted down by the concrete liner at the center of ice pool begins to experience membrane tensile forces. The bending and stretching in the liner at the center of pool creates a tensile stress that, by the manttiacturar, will cause failure before beginning to lift the entire pool liner. For this evzivation. three sizes of pools were used to determine the acceptable level d"Iferarce c,etween the pool water ievel and the ground water Level. As shown in the atiashmenta, the level differences are as follows: Small pool difference 2,650 gallons 45.3 inches Detail "A Middla poo? difference 6,500 gallons 12.5 inches Detail 'A" 17.3 inches Detail "B" Large pool difference 22,000 gallons 7.5 inches Detail `A' 10.4 inches Detail `B 1 t.5 inches Detail "C t a wa' _r ievci imbalance €esa than any of the above depths for the respective ,1--AV, t:-5 ;)ooi installation is not in jeopardy of flotation, It is noted that the water svel usuali+r is kept near the skimmer level and this is usually within 12-inches of the too: deck Ivvei. In the situation when the ground water level is at the surface of the ,un'oundinp grade, when the water is at the skimmer level there is no potential for notation: excepi for the larger pools. When the ground water level is below the surface of tote surrounding grade, the safety factor against flotation is increased.
