After making a site inspection on December 15, 2016, i have determined that the activity you propose is exempt from needing a minor development permit as long as it is installed in accordance with your site drawing, submitted on December 14, 2016, and meets the conditions specified below. If you plans should change and your project will no longer meet these conditions, please contact me before proceeding. SAND FENCE CONDITIONS: (1) Sand fencing may only be installed for the purpose of: building sand dunes by trapping wind blown sand; the protection of the dune(s) and vegetation (planted or existing). I (1) Sand fencing shall not impede existing public access to the beach, recreational use of the beach or emergency vehicle access. (2) Sand fencing shall not be installed in a manner that impedes or restricts established common law and statutory rights of public access and use of public trust lands and waters. (3) Sand fencing shall not be installed in a manner that impedes, traps or otherwise endangers sea turtles, sea turtle nests or sea turtle hatchlings. P.O. Shoals Club South Beach Dear Stephen: Bald Head Island Limited respectfully requests a permit be issued to install sand fence along the south beach, adjacent to Shoals Club property, and Lot 3210, also, owned by BHIL. The purpose of this fence is to help retain` the beach sand recently pushed up to the escarpment of previously existing frontal dune. The sand push and proposed sand fence are intended to rebuild and reinforce the :frontal dune that suffered continued erosion,_and was seriously damaged by the recent Hurricane Matthew. Our plan is to install one row of sand fence sections at the "Toe" of the newly built up dune, and one row of sand fence sections along the first line of stable vegetation. During her post - hurricane visit to south beach, CAMA representative Tara McPherson, suggested that we install these two separate rows of sand fence sections to help protect the frontal dune, and indicated that a permit could be granted by the LPO.
