Dear Mr. Lewis:
I have reviewed the information submitted to this office in your inquiry concerning the necessary
filing of an application for a minor development permit under the Coastal Area Management
Act. After making a site inspection on January 12, 2017, I have determined that the activity you
propose is exempt from needing a minor development permit as long as it remains consistent with
your site drawing and materials list submitted on January 12, 2017, and meets the conditions
specified below. If your plans should change and your project will no longer meet these
conditions, please contact me before proceeding.
MAINTENANCE AND REPAIR — [G.S. 113-103(5)(B)(5) and 15A NCAC
7K.0103(a)] Maintenance and repairs (excluding replacement) necessary to repair damage to
structures caused by the elements are specifically excluded from the definition of development
under the conditions and in the circumstances set out in G.S. 113A-103(5)(b)(5). Individuals
required to take such measures within an AEC shall contact the local CAMA representative for
consultation and advice before beginning work.
Structures may be repaired in a similar manner, size and location as the original structure. No
expansions or additions are permissible. The repairs are limited to 50% of the market value of the
existing structure and the following specific conditions.
1. The project consists of the repair of 50 feet guardrail at bulkhead and replacing decking at on
grade deck on grade at tennis court and walkway to tennis courts, as shown on the attached
drawing and materials list. ri E C E i V E D

2. The proposed repairs shall be consistent with all other applicable local ordinances and North
Carolina Building Code standards.
This exemption to CAMA permit requirements does not alleviate the necessity of your
obtaining any other State, Federal or Local authorization and N.C. Building Permits. This
exemption expires 90 days from the date of the letter.

Linda,
I have attached the two pictures with some labeling that is to be used with the descriptions below to further
explain the scope of work for this project.
At the Tennis Center, "A" indicates a shed roof that is currently attached to the Tennis Center building to cover
lawn equipment. That roof will be removed completely.
"13" indicates an existing area of deck on grade that consists of treated decking on treated joists. It is to -be
removed entirely; including the joists.- This area is to become lawn/ landscaping.
"C" points to a covered structure -that is no longer there.
The L shaped area that I have outlined in red that abuts the Tennis Center building is to have the existing treated
deck boards removed, to be replaced with new Ipe decking boards. Although it is minimal (about 130 SF), there
is a net reduction of impervious surfaces resulting from the change -of the lawn equipment storage to open
deck.
On the North side of the pool, "D" indicates a 160 foot long walkway on grade that currently consists of treated
decking on top of treated joists. It is generally 4' wide. There is a bulkhead that is adjacent to the deck, but is
not connected. We plan to replace the existing decking with new. Ipe decking. We plan to extend the total
width of the deck ,about 10" or so, in order to connect to the bulkhead and continue the new width for the entire
length of the walkway. There is an existing guard rail that consists of treated lumber and treated lattice that is to
be replaced with new cable railing, consistent with all of the railing we have been installing at the club over the
last few years. The railing, both existing and proposed, only serves the potential fall area at the bulkhead
(roughly 50 lineal feet). There is no change; to impervious area associated with this scope of work.
Regarding a materials list, do you mean the type and quantity of materials that are to be ordered from the
lumber yard, or simply what type of materials? I do not have a final takeoff yet for the extent of the -order, but
the materials to be used are new treated joists for about 110 lineal feet to account for_the new width of the
walkway on grade. For clarity, the joists I describe are running in the 160' dimension, so there will be a single
treated 2 x 6 joist, running about 110 lineal feet, installed about 10" to the north of the existing walkway. The
extended area at the bulkhead (generally 50. LF) will connect to the bulkhead and will not need new
supports. Aside from that, other joists will be replaced on an as needed basis, based on their condition, with -
now treated lumber. All new decking will be Ipe, installed with stainless steel screws. The rail system is made
of treated newel posts with stainless steel cable and stainless steel rails at the top.

The interior work at the Yacht Club doesn't require any CAMA permits. However, the work outside does. It
can be done with a Maintenance and Repair Exemption. I need some additional information. Can you show
where on the site the repairs are to be made and include a materials list. I have attached some aerials of the site
which you may use to mark areas where work will occur. An exemption has a quick tum-around so this won't
cause to much of a delay.
