This permit, issued on August 5, 2019 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to tines, imprisonment or crvu action; or may cause me permit to oe nmt ana voia.
Docking Facility Reconfiguration
1) This minor modification authorizes only the fishing pier, kayak launch, and floating dock, and other
structures and uses located in or over the water that are expressly and specifically set forth in the
permit application. No other structure, whether floating or stationary, shall become a permanent part
of this docking facility reconfiguration without permit modification. No non -water dependent uses of
structures shall be conducted on, in or over Public Trust waters without permit modification.
2) This permit authorizes the removal of the 10 previously authorized formalized boat slips.
(See attached sheet for additional conditions)
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2019
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
Shoreline Stabilization — Bulkhead Extension
3) The bulkhead extension shall be constructed in accordance with the alignment depicted on the attached
workplan drawings.
Upland Development Reconfrauration
4) Unless specifically altered herein, this permit authorizes the grading and other land disturbing activities
associated with the development of the above referenced property, including the modified parking lot
alignment and concrete sidewalk alignment, all as expressly and specifically set forth in the attached
permit application and workplan drawings.
General
5) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
6) This Minor Modification shall be attached to the original Permit No. 57-16, which was issued on 6/2/16,
as well as all subsequent modifications, refinements, and renewals, and copies of all documents must be
readily available on site when Division personnel inspect the project for compliance.
7) All conditions and stipulations of the active permit remain in force unless specifically altered herein.
NOTE: The U.S. Army Corps of Engineers assigned the proposed project COE Action Id. No. SAW-
2016-00868.
NOTE: The Division of Water Resources assigned the proposed project DWR Project No. 16-0336 V2.

The enclosed permit constitutes authorization under the Coastal Area Management Act,
and where applicable, the State Dredge and Fill Law, for you to proceed with your project
proposal. The original (buff -colored form) is retained by you and it must be available on site
when the project is inspected for compliance. Please sign both the original and the copy and
return the copy to this office in the enclosed envelope. Signing the permit and proceeding
means you have waived your right of appeal described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant
to NCGS 113A-121.1 or 113-229. Your petition for a hearing must be filed in accordance with
NCGS Chapter 150B with the Office of Administrative Hearings, 6714 Mail Service Center,
Raleigh, NC 27611-6714, (919) 733-2698 within twenty (20) days of this decision on your
permit. You should also be aware that another qualified party may submit an objection to the
issuance of this permit within twenty (20) days.
The project plan is subject to those conditions appearing on the permit form. Otherwise,
all work must be carried out in accordance with your application. Modifications, time extensions,
and future maintenance requires additional approval. Please read your permit carefully prior to
starting work and review all project plans, as approved. If you are having the work done by a
contractor, it would be to your benefit to be sure that he fully understands all permit
requirements.
From time to time, Department personnel will visit the project site. To facilitate this
review, we request that you complete and mail the enclosed Notice Card just prior to work
initiation. However, if questions arise concerning permit conditions, environmental safeguards,
or problem areas, you may contact Department personnel at any time for assistance. By
working in accordance with the permit, you will be helping to protect our vitally important coastal
resources.

Please accept this for a minor modification to the previously approved CAMA Major Permit 57-
16 as approved on June 2, 2016. Attached is a check from Eastern Carolina Engineering, PC in
the amount of $100 as the permit modification fee.
This minor modification is being requested on behalf of the City of Elizabeth City to align the.
previously approved major permit with the current desired project scope: The modifications are
separated into the following scopes of work: Floating dock/scull launch, kayak/canoe launch,
fishing pier, steel sheet pile bulkhead, and change in site Improvements.
FLOATING DOCK / SCULL LAUNCH
The floating dock is requested to be changed from 6' wide x 50' long to 6' wide x 62' long to
accommodate rowing sculls. This is an increase in 72 SF.
KAYAK/CANOE LAUNCH
The kayak/canoe launch is requested to be changed from 12' wide x 22' long to 12' wide x 25'
long. This is an increase of 36 SF.
FISHING PIER
The fishing pier is requested to be changed from an 8' wide x 78' long pier (624 SF) to an 8'
wide x 30' long pier with a 16' x 16' square platform at the end (494 SF). This represents a
decrease of 130 SF, which more than compensates for the increase in the floating dock/scull
launch and the kayak/canoe launch.
BULKHEAD
We are requesting that the bulkhead be extended from the original permitted length of 132 LF to
the new length of 166 LF. (Plans show 165 LF, we are asking for 1 additional foot for
construction tolerance.) This additional length is requested so the floating dock may be tied to a
solid shoreline instead of the existing bulkhead. At this time the proposed boat dock is not being
constructed due to funding. The boat dock as proposed was 1705 SF. Additionally the W�v� VED

boardwalk from Point A to Point B to Point C is no longer a portion of the project. This results in
a reduction of 921 SF of coverage.
SITE IMPROVEMENTS
Per the original permit several building were demolished on -site totaling 4097 SF with 424 SF
being in the 30' AEC. 3714 SF of the building demolition was located within the 75' AEC. We
are requesting a change in the concrete sidewalk within the 30' AEC. This change is requested
to maintain adequate ADA slopes and turning platforms. The previous design was non- ADA
conforming. We also added concrete landing pads for the boardwalk accesses at the step
locations. The original amount of sidewalk and parking within the 30' AEC was 404 SF. The
requested amount of sidewalk within the AEC is 423 SF. This is approximately the same as the
existing buildings (424 SF) that were removed from the property as mentioned in the original
major permit application.
The original plan reflected a pre -permit existing impervious area of 8989 SF and a new
impervious area of 10,132 SF (including the building). The original plan reflected 5638 SF of
new asphalt and 382 SF of new concrete for a total of 6320 SF. The total original permit
coverage within the 75' AEC is 9967 SF.
This modification request is for 3723 SF of new asphalt, 3001 SF of new porous pavement,
1477 SF of new concrete sidewalk resulting in 8201 SF of new impervious. Of the 8201 SF only
4509 SF is within the 75' AEC. Including the existing building, the total coverage in the 75' AEC
is 8321 SF, resulting in a reduction of 1646 SF of coverage within the 75' AEC.
STORMWATER RUNOFF
Stormwater routing is maintained In accordance with the original engineered plan. Stormwater
is routed to an underground piped drainage system in Roanoke Avenue.

The City of Elizabeth City was issued CAMA Major Permit #57-16 on June 2, 2016, and expires on
December 31, 2019. The original permit authorized the following development:
a. Parking lot and concrete: Construction of an asphalt parking lot and drive, and a concrete walkway
accessing the existing building and boardwalk ramp from a mandatory handicap parking space. The
total area of impervious surface on the property is 10,132sf (including an existing 3,812sf metal
building).
b. Light voles: A total of four light poles are proposed, three within the 30' buffer and one within the 75'
AEC, The pedestal for each is approximately 1' x 1'.
c. Elevated wooden boardwalk: Elevated wooden boardwalk along 328' of shoreline, and will include
two stairs and a ramp. Total area of high ground shading proposed = 2,026sf.
d. Ten slip dock with finger piers and a "T" head platform: The total area of open water shading
proposed = 1,710sf.

e. Floating Dock: Located on the north side of the property adjacent to an existing metal building. A 6'
x 50' floating dock for a canoe and small sailboat launching area, Total area of open water shading
proposed = 300sf.
I. Kayak Launch: A 12' x 22' Kayak launch and access ramp from the proposed boardwalk. Total area
of open water shading proposed = 264sf
g. Fishing Pier: To be located on the northeast side of the shoreline is a proposed 8' x 78' public fishing
pier. Total area of open water shading proposed = 624sf.
h. RtM: Place riprap along two sections of shoreline for a total of 100' for an average distance water
ward of 5.5' (Max. 8'). Total area of shallow bottom fill proposed = 550sf
i. Bulkhead: Construct 132' of bulkhead an average of 3.63' waterward of NWL (Max.12'). Total area
of shallow bottom fill = 480sf
2. The current request to modify the permit includes:
a. Increase the size of the floating dock (noted in e. above) from 6' x 50' to 6' x 62' for an increase of
72sf.
b. Increase the size of the kayak launch (noted in f. above) from 12' x 22' to 12' x 25' for an increase of
36sf.
c. Reduce the length if the fishing pier (noted in g. above) from 8' x 78' (624sf) to 8' x 30' with a 16' x
16' platform (464sf), resulting in a decrease in area by 130sf.
d. Change the wooden accesses to the walkway (noted on the previous page under c.) at two locations
from wood to concrete for ADA conforming access. This will increase impervious lot cover within the
75' AEC by 23sf.
e. Add 34' of bulkhead (noted in I. above) 3' waterward of NWL. This will increase fill of the water bottom
by 102sf.
I. Impervious Cover (walkways and parking): Changes to location of parking and concrete walkways
