Dear Mr. Willson:
This is with reference to your Hatteras Inlet Channel Event Notification submittal for State Permit
No.129-16, acting as agent for Dare County. The permit was issued on December 20, 2016 and
expires on December 31, 2019. The permit was modified on March 14, 2018 to allow for the
expansion of the connector channel to 200 feet in width, and the use of a one-time temporary
disposal site for a maximum volume of 500 cubic yards of material. The action proposed in your
submittal is to dredge the Hatteras Inlet Connector Channel with use of the previously authorized
temporary disposal site, and with final disposal of material going to the permitted offshore disposal
site once the shoal is to an acceptable depth for safe dredge operation.
In reviewing the information provided, the Division of Coastal Management has determined that the
proposed action is consistent with existing State rules and regulations and is in keeping with the
original purpose and intent of the permit This Letter of Authorization serves as approval of the
activities described in your event notification dated October 23, 2018, email received November 28,
2018 and plans labeled Sheets 1-4 dated revised November 26, 2018. All permit conditions remain
in effect.
Please note this letter does not authorize any work not expressly described above, nor does it
eliminate the need to obtain any other additional state, federal or local permits, approvals or
authorizations that maybe required. By copy of this letter we are also notifying the U. S. Army
Corps of Engineers of our action. If you have any questions concerning the above or if I can be of
any other assistance, please advise.

I had sent the plans that were provided to you all on Monday to the USACE for approval of the temporary bottom
disposal area prior to finalizing them'and distributing. I received verbal confirmation that the USACE Navigation Branch
was comfortable with the location that was shown on the plans dated 11-26-18. However, based on updated
conditions, the dredge operator has requested the area be moved approximately 300 feet to the west to better align
with deep water. The attached pdf from the USACE"RC_05_HST_20181025_CS_QTY_3.pdf" shows the updated location
recommended by the dredge operator.

Please see attached updated drawings for the upcoming Hatteras Inlet dredge project. The drawings include updated
bathymetric data and a slightly modified channel location from the one provided to you as part of the written notice
dated 10/23/2018 (DCM) and 10/24/18 (USACE).
At present, the USACE is scheduled to begin dredging sometime Thursday. They have informed us that in fact they
anticipate using the temporary bottom disposal area previously approved but not used. The temporary bottom disposal
area is shown on Sheet 3 of the attached drawings.
Please let us know if you have any questions about the plan for the upcoming Hatteras Inlet dredging.

All,
I spoke with Heather Coats this morning about updates on the Hatteras Inlet Project. There have been some delays
associated with the process to transfer funds between the project partners. At present, the earliest we believe the
dredging might occur would be November 28`h; however, that may be a long shot.
We are working on updating the drawings we provided prior to the October 30 pre -con meeting given the new survey
conducted by the USACE on October 25. We should have those drawings to you early next week.
Also, during the meeting there was discussion about a 1 time in -water temporary disposal of dredge material to allow
for more efficient dredging. This method was authorized for a one time use by the modified CAMA Permit issued March
14, 2018. 1 believe a similar allowance was granted by the USACE. The CAMA Permit Language reads:
This permit modification authorizes the one time use of an in -water temporary disposal site as depicted in the attached
email correspondence dated 2/28/18 and work plan drawing dated 2/15/18. This one time in -water temporary disposal
is authorized for a maximum volume of 500 cy. Spoil must be transported to the authorized offshore disposal site once
the shoal is to an acceptable depth for safe dredge operations.
Please note that after discussing the proposed operations with USACE Navigation Branch staff, we do anticipate that this
method may be needed for the upcoming maintenance event. Please also note that the one time authorization to use
in -water temporary disposal was not used during the last event as it was not needed. We are requesting that if such a
method is needed during this upcoming event, that we can use the previous authorization to cover the action. We will
indicate the temporary disposal area in the drawings we provide next week.

the week for Thanksgiving.

disposal with the requested area being moved approximately 300 to the west of the'previous disposal site. Please

Thank you for your October 10, 2018, letter transmitting the Final Phase I Remote Sensing Archaeological Survey of
the Proposed ChannellmprovementArea, Inside Hatteras Inlet. We have reviewed the report from Tidewater Atlantic
Research and we offer the following comments.
• We concur with the report's findings and recommendations that no further archaeological
investigations be undertaken in the areas surveyed that will'be impacted by the proposed dredging
operations.
• We concur with the report and recommend that dredging operations are conducted with awareness of
the extant conditions delineated within the report.

Subject: Hatteras Inlet Channel Maintenance Project – Written Notice of Project Initiation
Dear Mr. Trowell:
The Division of Coastal Management (DCM) issued a CAMA Major Permit for the proposed Hatteras Inlet Channel
Maintenance Project on December 22, 2016 (#129-16). This letter serves as written notice of project initiation as
required in Condition 7 of the permit. Please find attached to this letter revised permit drawings dated October 17,
2018, which provide the location of the proposed channel for the upcoming event.
At present, the project is anticipated to be conducted between November 1, 2018 and November 30, 2018. The
actual dredging of the channel is anticipated to last approximately 20 days. The project includes maintenance
dredging within a portion of the Hatteras Inlet Connector Channel, which runs between the inlet gorge and the ferry
channel in proximity to Ocracoke Island. This channel is locally referred to as the “South Ferry Channel”. The
attached plan view drawing shows the location of the proposed channel, the disposal area, and previously mapped
SAV in the vicinity. The channel will be dredged by the US Army Corps of Engineers (USACE) special purpose
dredge Currituck. Material dredged from the channel will be transported out Hatteras Inlet and disposed of within the
nearshore disposal areas located offshore of the north end of Ocracoke Island.
We have contacted Don Field with NOAA to determine if any updated imagery is available for this area that has been
used to delineate SAV habitat. Mr. Field responded that they do not have any update aerial imagery, but that there is a
possibility of funding for new imagery to be acquired in the spring of 2019. In the CAMA Major Permit, DCM
indicated that DMF staff may perform SAV surveys in proximity to the proposed dredge location to provide an
updated determination of the presence or absence of SAV resources.
The original permit allowed for maintenance of a 100 ft. wide channel to a depth of -12 ft. MLW. After a request
from the project sponsor in February 2018, the DCM issued a Modification to Permit 129-16 on March 14, 2018,
which authorized the expansion of the channel width from 100 feet to 200 feet. Based on the October 2, 2018 survey,
removal of approximately 19,000 cy of material would be required to achieve a channel depth of -8 ft. MLW within
the proposed channel shown on the attached drawings. Based on the number of days available to conduct
maintenance dredging, it is not expected that the channel will be dredged to the full permitted depth of -12 ft. MLW.

All,
I had sent the plans that were provided to you all on Monday to the USACE for approval of the
temporary bottom disposal area prior to finalizing them and distributing. I received verbal
confirmation that the USACE Navigation Branch was comfortable with the location that was shown
on the plans dated 11-26-18. However, based on updated conditions, the dredge operator has
requested the area be moved approximately 300 feet to the west to better align with deep water.
The attached pdf from the USACE “RC_05_HST_20181025_CS_QTY_3.pdf” shows the updated
location recommended by the dredge operator.

Please see attached updated drawings for the upcoming Hatteras Inlet dredge project. The drawings
include updated bathymetric data and a slightly modified channel location from the one provided to
you as part of the written notice dated 10/23/2018 (DCM) and 10/24/18 (USACE).
At present, the USACE is scheduled to begin dredging sometime Thursday. They have informed us
that in fact they anticipate using the temporary bottom disposal area previously approved but not
used. The temporary bottom disposal area is shown on Sheet 3 of the attached drawings.
Please let us know if you have any questions about the plan for the upcoming Hatteras Inlet
dredging.

All,
I spoke with Heather Coats this morning about updates on the Hatteras Inlet Project. There have
been some delays associated with the process to transfer funds between the project partners. At
present, the earliest we believe the dredging might occur would be November 28th; however, that
may be a long shot.
We are working on updating the drawings we provided prior to the October 30 pre-con meeting
given the new survey conducted by the USACE on October 25. We should have those drawings to
you early next week.
Also, during the meeting there was discussion about a 1 time in-water temporary disposal of dredge
material to allow for more efficient dredging. This method was authorized for a one time use by the
modified CAMA Permit issued March 14, 2018. I believe a similar allowance was granted by the
USACE. The CAMA Permit Language reads:
This permit modification authorizes the one time use of an in-water temporary disposal site as
depicted in the attached email correspondence dated 2/28/18 and work plan drawing dated
2/15/18. This one time in-water temporary disposal is authorized for a maximum volume of 500 cy.
Spoil must be transported to the authorized offshore disposal site once the shoal is to an acceptable
depth for safe dredge operations.
Please note that after discussing the proposed operations with USACE Navigation Branch staff, we
do anticipate that this method may be needed for the upcoming maintenance event. Please also
note that the one time authorization to use in-water temporary disposal was not used during the
last event as it was not needed. We are requesting that if such a method is needed during this
upcoming event, that we can use the previous authorization to cover the action. We will indicate
the temporary disposal area in the drawings we provide next week.
If you have any questions, please feel free to reach out to me. I’ll be in the office all day on Tuesday,
but out the rest of the week for Thanksgiving.
