MINOR DEVELOPMENT
PERMIT
as authorized by the State of North Carolina, DepartmentofEnvironment,
and Natural Resources and the Coastal Resources Commission for development'
in an area of environment concern pursuant to. Section. 113A-118of the
General Statutes, "Coastal Area Management'
Issued to N.C. Department of Transportation, authorizing development in the Coastal Shoreline (AEC) within
the Right -of -Way of US 17 Business, in Wilmington. New Hanover Courity as requested in the permittee's
application, dated received on March 1, 2017. This permit, issued on April 19, 2017, is subject to
compliance with .the application and site drawing (where -consistent with the permit), all applicable
regulations and special conditions and notes set forth below.. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes the construction of 5377imar feet of chain link fence along the Right -of -Way of US 17
Business adjacent to the Cape Fear Memorial Bridge and the Cape Fear River within the City of Wilmington.
(1) All proposed development and associated construction must be done in accordance with the permitted
work plat drawing dated February 1, 2017.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and
Federal regulations, applicable local ordinances, and FEMA Flood Regulations..
(3) Any change or changes in the plans for development, construction, or land use activities will require a
re-evaluation and modification of this permit.
(4) A. copy of this permit shall be posted or available on site. Contact DCM Transportation
Representative at (252) 808-2808 for a final inspection at completion of work.

This .permit action, may be appealed by the permillee or other
qualified persons within twenty (20) days of the issuing date. From
the date of an appeal,. any work conducted under this permit must
cease until the appeal is resolved.
This permit must be on the project site and accessible to the permit
officer when the project is inspected for compliance.
Any maintenance work or project modification not covered under
this permit, require further written permit approval.
All work must cease when this permit expires on
December 31.2020
In issuing this permit it is agreed that this project is consistent with
the loci Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without the
written approval of the Division of Coastal Management.

AT US 17 BUSINESS ADJACENT TO CAPE FEAR MEMORIAL BRIDGE
Dear Mr. Giles:
Pursuant to NCGS 113A•121(c), the undersigned hereby gives notice to applicant that for a
good cause, and in order to properly consider all information necessary to malting a
decision on this permit application, the time period within which a final decision shall be
made has been extended an additional twenty-five (25) days.

Hi Shaun,
Here you go. I should note that I accidentally listed the mailing address as Wilmington instead of Castle Hayne, when I
originally sent the notice extension out in the snail mail, so when it came back tome as undeliverable, I corrected the
address and sent it back to DOT. I can scan that corrected version today and send that to you as well if you would like?

Hi Jon,
As per our phone conversation today, I have issued an extension letter to allow for a 25 day extension on DCM's review
of your Minor Permit application for a proposed fence along the Right -of -Way of the Cape Fear Memorial Bridge. Please
find attached a scanned copy of the extension letter. I will also put a hard copy of the letter in the mail to you today.
