HomeMy WebLinkAboutSB_17-10_MooreTown of Sunset Beach SB-17.10 Local Government Permit Number CAMA MINOR DEVELOPMENT PERMIT as authorized by the State of North Carolina, Department of Environment, and Natural Resources and the Coastal Resources Commission for development in an area of environment concern pursuant to Section 113A-116 of the General Statutes, "Coastal Area Management" Issued to Michael E. Moore, authorizing development in the Estuarine Shoreline at 1218 Riverside Drive, in Sunset Beach, NC, as requested in the permittee's application, dated May 11, 2017. This permit, issued on May 25, 2017, is subject to compliance with the application and site drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void. This permit authorizes: New Two -Story, Elevated Single Family Residence (1) All proposed development and associated construction must be done in accordance with the permitted work plat drawings dated received May 11, 2017(with revisions dated May 16, 2017. (2) All construction must conform to the N.C. Building Code requirements and all other local. State and Federal regulations, applicable local ordinances and FEMA Flood Regulations. (3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and modification of this permit. Moore Minor Permit # SB-17-10 Date: May 25, 2017 Page 2 (5) The applicant has effectively demonstrated, through innovative construction design, that the amount of impervious surface areas may be exceeded in a way that runoff water will be managed and the AEC protected, so as to allow 44.7% percent of impervious areas within the 75' Coastal Shoreline AEC. All proposed development and associated construction must be done in accordance with the design specifications of the permitted innovative design, sealed by the design professional, Robert E. Tucker, PE, on April 27, 2017. (6) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all development/construction shalt be located a distance of 30 feet landward of Normal High Water Mark. No portion of the roof overhang shall encroach into the 30 ft. buffer. (7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of filter cloth must be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area has been propedy stabilized with a vegetative cover. (8) Any proposed for grading within the 30' buffer from the Normal High Water Mark must be contoured to prevent additional stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized, and must remain in a vegetated state. (9) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of construction completion. (10) Projects shall not increase stormwater runoff to adjacent estuarine and public trust waters. (11) Prior to any development, silt fence shall be properly installed between all planned land disturbance and the adjacent marsh and open water areas; the silt fence shall be properly maintained throughout the construction period. On the plans you show an elevated deck to be constructed on the rear of the home of 456 square feet, with 423 square feet being within the 30' CAMA setback. Unfortunately, you may only have a total of 200 square feet of open decking in this setback. Per 1SA NCAC 07H.0209(d)(30)(F) relating to development within the 30' setback: "Decks/ Observation Decks limited to slatted, wooden, elevated and unroofed decks that shall not singularly or collectively exceed 200 square feet."
