Dear Mr. Henry Boon
I have reviewed the information submitted to this office in your inquiry concerning the necessary
filing of an application for a minor development permit under the Coastal Area Management Act.
After making a site inspection on January 05, 2016, 1 have determined that the activity you
propose is exempt from needing a minor development permit as long as it remains consistent
with your site drawing and materials list submitted on January 6, 2016, and meets the conditions
specified below. If your plans should change and your project will no longer meet these
conditions, please contact me before proceeding.
MAINTENANCE AND REPAIR — [G.S. 113-103(5)(B)(5) and 16A NCAC 7K.0103(a)] -
Maintenance and repairs (excluding replacement) necessary to repair damage to structures
caused by the elements are specifically excluded from the definition of development under
the conditions and in the circumstances set out in G.S. 113A-103(5)(bx5). Individuals
required to take such measures within an AEC shall contact the local CAMA representative
for consultation and advice before beginning work.
Structures may be repaired in a similar manner, size and location as the original structure. No
expansions or additions are permissible. The repairs are limited to 50% of the market value of
the existing structure and the following specific conditions.
1. The project consists of the repair of Foundation, as shown on the attached drawing and
materials list.
2. The proposed repairs shall be consistent with all other applicable local ordinances and
North Carolina Building Code standards.
3. All Development must not disturb land area greater than 200 sq It or slope greater than
10%, and must not involve removal, damage or destruction of threatened or endangered
animal or plant species.
4. All development shall be located at least 40 ft of mean high water mark or normal water
level and no ground disturbance shall occur within 40 It of mean high water. R EC E i V E D

This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining
any other State, Federal or Local authorization and N.C. Building Permits. This exemption
expires 90 days from the date of the letter.

The structure is a two story wood framed residence supported on a CMU crawl space foundation. For
the purpose of this document all directions listed are from the perspective of an observer facing the
structure from Gazebo Ct.
James Sutton, P.E. (JSPE) visited the above referenced site on 12129t15 in regards the following issues:
1. Evaluation of current condition of the foundation.
Based on my analysis of the above issues the follow solutions are required.
1. The structure was visually observed from the interior, exterior, and the crawl space below.
The interior of the structure was found to be in generally good condition. Minor drywall cracking
was noted in the ceiling of the Living Room. The Master bathroom was noted to have several
drywall cracks throughout. The Master Closet door was found to be out of square. The rear
counter in the Kitchen was noted to have pulled away from the wall slightly. Elevation readings
were taken on the interior of the structure. The structure was found to be generally level with a few
minor elevation changes. The Living room was found to have an approximately 112" slope to the
left from 13' to 20' from the right side wall. The adjacent Dining room was found to be level. The
room on the right rear of the structure was also found to have an approximately 1/2' slope from 13'
from the right wall to the front left comer of the room. The main hallway running left to right was
found to have an approximately -1' slope from the right end to the left end. The Master Bathroom
was found to have an approximately -1140 slope from the front to the rear. The remainder of the
structure was found to be level within +1-118" of level.
The foundation walls on the exterior of the structure were found to be in good condition with no
signs of structural distress. The foundation walls on the main structure were observed to be free of
cracks. The foundation wall on the rear porch was found to have vertical cracks located at the
foundation vents. No differential or out of plane movement was noted at the cracks. The cracks
are consistent with normal thermal shrinkage and expansion cracks in masonry foundations. The
cracks are cosmetic in nature only. RECEIVED

The crawl space was visually evaluated and found to be in good condition, The CMU piers were
found to be plumb and in contact with the girders above. The interior of the foundation walls were
found to be free of cracks. No signs of structural defects or damage were noted In the CMU piers
or foundation walls. (3) piers In the right rear of the structure were noted to not have the girder
bearing on the middle third of the pier.
The minor elevation changes throughout the structure are most likely the result of an out of level
initial construction or minor settlement of the CMU piers. The lack of foundation cracks indicate if
any settlement has occurred It is minimal. The lack of drywall cracks throughout the majority of the
structure indicate the structure to be stable at this time.
The following options are available to repair the unlevel conditions:
a. Do nothing. The extent of the out of level conditions throughout the structure are minor.
The drywall damage in the Master Bathroom should be repaired and monitored for any
future signs of movement. The (3) CMU piers not bearing in the middle third should be
removed and replaced.
b. Adjust the shims. The shims between the CMU piers and girders may be adjusted to correct
any out of level conditions. Returning the structure to level will most likely result in cracking
of the drywall in the area the shims are adjusted. Any existing and new drywall cracks
should be repaired and monitored for any future signs of movement. The (3) CMU piers not
bearing in the middle third should be removed and replaced.
c. Replace affected CMU piers with helical piers. The areas showing signs of movement may
have the CMU piers and footings removed and replaced with helical piers. After the helical
piers are installed the out of level conditions may be corrected. Returning the affected areas
to level will most likely result in cracking of the drywall. Any existing and new drywall cracks
should be repaired and monitored for any future signs of movement. The (3) CMU piers not
bearing in the middle third should be removed and replaced.

JSPE's scope of services was limited to a visual evaluation of the structure and did not include subsurface
exploration or exposing any concealed elements of the structure. Please contact JSPE immediately it
conditions are different than those indicated or encountered during future observation or implementation
