General Statutes, "Coastal Area ManagemenC
Issued to Joseph and Christal Lexa , authorizing development in the Estuarine Shoreline (AEC) at 196 Yacht Watch,
Holden Beach in Holden Beach Brunswick County as requested in the permittee's application, dated November 13, 2105.
This permit, issued on December 9 2015 is subject to compliance with the application and site drawing (where consistent
with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms
may subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permitauthoruRs: CONSTRUCT SINGLE FAMILY RESIDENCE, GRAVEL DRIVEWAY
AND RETENTION DITCHES.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat drawings(s)
dated 12-2-15 and signed by Everett Graham.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or charges in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.

This permit action may be appealed by the pemMlee or other qualified persons
wthin !warty (20) days of the issuing date. Any maintenance work or project
modification not covered under this permit, require further written permit
approval. All work must cease when this permit expires on:

(5) The amount of impervious surface shall not exceed 30% of the lot area within 75 feet of (Estuarine
Shoreline Area of Environmental Concern), in this case, 0 square feet is authorized.
(6) No development is allowed within the 30 foot buffer.
(7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by
effective sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of
flRer cloth must be installed between the land disturbing activity and the adjacent marsh or water area
until such time as the area has been properly stabilized with a vegetative cover.
(8) Any proposed for grading within the 30' buffer from the normal high water must be contoured to prevent
additional stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized, and
must remain in a vegetated state.
(9) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of
construction completion.
(10) No stonnwater plan has been submitted or approved to add additional height to the existing grade on the
property.
(11) NO STRUCTURES ARE BEING PERMITTED WITHIN THE INTRACOASTAL WATERWAY RIGHT OF
WAY.
(12) No land disturbance has been proposed or approved.
(13) AREAS BELOW THE STRUCUTRE WHICH ARE BELOW THE LOWEST FLOOR SHALL NOT BE
DESIGNED OR USED FOR HUMAN HABITATION, BUT SHALL ONLY BE USED FOR PARKING OF VEHICLES,
BUILDING ACCESS, OR LIMITED STORAGE OF MAINTENANCE EQUIPEMNET USED IN CONNECTION
WITH THE PREMISES.

NOTICE TO PUT APPLICATION ON HOLD
CAMA Application #2015-040
Please be advised that the Minor CAMA Application has been placed on hold. On
subsequent review I have found that the information on the stormwater plan / site plan
and application are inconsistent and cannot be accepted as complete. The application
States that the driveway will be concrete which is impervious and is not consistent
with town of Holden Beach Code of Ordinance 157.060 (D)(7)(b). The stormwater
plan states that their will be a gravel pervious driveway. Be advised that pervious
concrete is an approved pervious product on Holden Beach if installed according to
installation instructions.
Also a to scale survey is required. The survey that was submitted was not to scale and
cannot be used for the review.
Pursuant to NCGS 113A-121(b), the undersigned hereby gives notice to the applicant
that for good cause, and in order to properly consider all information necessary to
making a decision on this permit application, the time period within which a final
decision shall be made has been extended an additional twenty-five (25) days.

This notice is intended to make you, the apphca ill, ants arc ut r;m
special risks and conditions associated with development in thi;
area, which is subject to natural hazards such as storms, erosion:
and currents. The rules of the Coastal Resources Commission
require that you receive an AEC Hazard Notice and acknowledge
that notice in writing before a permit for development car be
issued.
The Commission's rules on building standards, oceanfront
setbacks and dune alterations arc designed to minimize, but not
eliminate, properly loss from hazards. By granting permits, ill --
Coastal Resources Commission does not guarantee the safety of
the development and assumes no liability for future damage to
the development. Permits issued in the Ocean I lazard Area of
Environmental Concern include the condition that structures be
relocated or dismantled if they become imminently thmatenrd by
changes in shoreline configuration. The structure(s) mu,a he
relocated or dismantled within two (?) years of bcconune
imminently threatened, and in any case upon its collan;e or
subsidence.
The best available information, to accepted by the Coastal
Resources Commission, indicates that the annual long-term

of the coastline taken over the past 50 years

Shortly before work begins on the project site, the Local Per
Officer must be contacted to determine the vegetation line:
setback distance at your site. If the property has seen little chain
since the time of permit issuance, and the proposed developm
can still meet the setback requirement, the LPO will inform

graded with the existing dirt on the lot. The house will be three stories with the ground level on a
Superior Wall Foundation. The house will be 2700 square feet with a one level front door porch and a
two level back deck with screened in porch on the upper level. After construction of the house sod,
shrubs and trees will be planted on the lot. The driveway will be concrete. We plan to begin
construction as soon as permits are issued. Construction should be completed by July 1, 2016.
