Rd, in Wilmington, NC, as requested in the permittee's application, dated application received June 26, 2015. This
permit, issued on July 17, 2015 is subject to Compliance with the application and site drawing (where consistent with the
permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may
subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: An addition to the existing house per plans and site plans submitted.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received on June 26,2015
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at 910-798.7348 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. This permit must be on the project
site and woessible to the permit officer when the project is inspected for
compliance. Any maintenance work or project modification not covered under
this permit, require further written permit approval, All work must cease when this
permit expires on:
DECEMBER 31, 2018
In issuing this permit it is agreed that this project is consistent with the local Land
Use Man and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management.

(5) The amount of impervious surface shall not exceed 25% the lot area within 575 feet of Normal High Water
(Estuarine Shoreline Area of Environmental Concern), in this case, the new addition is 1953 sq ft square feet is
authorized ( the existing drive is 7174 sq ft) and the (existing house /drip line is 1369 sq ft) ,(The allowable
stormwater allowance is 10873 and they will be at a total of 10496 sq ft)
(6) Unless specifically allowed in 15A NCAC 07H. 0209(d) (10), and shown on the permitted plan drawing, all
developmenttconstruction shall be located a distance of 30 feet landward of Normal High Water. No portion of the
roof overhang shall encroach into the 30 ft. buffer.
(7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of filter cloth must
be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area
has been properly stabilized with a vegetative cover.
(8) Any proposed for grading within the 30' buffer from the NORMAL HIGH WATER must be contoured to prevent
additional stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized, and must
remain in a vegetated state.
(9) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of construction
completion.

Good morning Robb. On December 1, 2008, DCM issued a CAMA Major Permit for the construction of an access road
and Mr. Parsley's house on the t5 acre lot located at 7621 Masonboro Sound Road in Wilmington, New Hanover
County. The lot is located entirely within the 575' AEC of Masonboro Sound, and a CAMA Major was required because a
404/401 permits were required for the wetland and stream impacts associated with construction of the access
road. The access road was constructed before the CAMA Major Permit expired on December 11, 2011, but the house
was never constructed.
Mr. Parsley is ready to begin construction on the house, and obviously will need a CAMA permit. Since the previously
approved stream and wetland impacts have been completed, 404/401 permits will not be required for construction of
the house. The project was issued a State Stormwater Permit for a single family residence, which I don't believe would
be a trigger for requiring a CAMA Major Permit for anew project. So my question is that since there are no state or
federal permits currently required for construction of the house, can the construction of the house within the 575' AEC
be permitted as a CAMA Minor? Or since the project was originally approved under a CAMA Major, do we have to apply
for a CAMA Major Permit again? I just need to know to let the client know what the permitting process will be.

Enclosed with this letter is the CAMA Minor Permit application for the construction of a single
family residence on the t5.11 acre parcel (PID 06700-002-056-000) located at 7621 Masonboro
Sound Road in New Hanover County.
You met me at this site to review the NHW line, and determined that it was still the same as
previously flagged by Robb Main in 2008 as part of the previous CAMA permitting for this
property.
The entire property is located within the 575' AEC associated with the AIWW at Masonboro
Sound. The project was previously permitted under a CAMA Major Development Permit (189-
08) as a result of the need for a Corps 404 permit for wetland impacts associated with the
driveway. Prior to the expiration of the previous CAMA Major Permit on December 31, 2011,
the driveway, parking area, garage and guest house were constructed, as noted on the enclosed
plans. However, the main house was never constructed. Mr. Parsley wishes to move forward
with the construction of the main house now.
Through coordination with Robb Mairs with NCDCM, it was determined that the construction of
the main house could be permitted under a CAMA Minor Permit through you, rather than through
a CAMA Major Permit. A copy of the email from Robb Mairs documenting this have been
enclosed with this letter.

In 1974, the North Carolina General Assembly passed the Coastal Area Management Act
(CAMA) and set the stage for guiding development in fragile and productive areas that
border the state's sounds and oceanfront. Along with requiring special care by those who
build and develop, the General Assembly directed the Coastal Resources Commission
(CRC) to implement clear regulations that minimize the burden on the applicant.
This application for a minor development permit under CAMA is part of the
Commission's effort to meet the spirit and intent of the General Assembly. It has been
designed to be straightforward and require no more time or effort than necessary from
the applicant. Please go over this folder with the Local Permit Officer (LPO) for the
locality in which you plan to build to be certain that you understand what information he
or she needs before you apply.
Under CAMA regulations, the minor permit is to be issued within 25 days once a
complete application is in hand. Often less time is needed if the project is simple. The
process generally takes about 18 days. You can speed the approval process by making
certain that your application is complete and signed, that ,your drawing meets the
specifications given inside and that your application fee is attached.
Other permits are sometimes required for development in the coastal area. While these
are not CAMA-related, we urge you to check with the Local Permit Officer to determine
which of these you may need. A list is included on page two of this folder,
