Atlantic, NC Date Prepared: 07/21/22 Mapping Source: Google Earth 07/21/22 NC OneMap 07/21/22 Project Description An offshore sill is proposed to be constructed at 312 Morris Marina Rd in Atlantic, NC as shown to the left and below. The total length of the offshore sill will be approximately 290 linear feet. The offshore sill will be constructed by layering QuickReefTm units and/or oyster shell bags parallel to the shoreline as shown on Figure 2. Coir fiber matting or equivalent will be placed underneath the material to reduce settling. The distance of the landward edge of the sill will be no more than 30 feet waterward of normal high water or no more than 5 feet waterward of existing coastal wetlands, whichever distance is greater. Baffled gaps at least 5 feet in width will be placed at least every 100 feet in the sill to allow water circulation and fish passage per permit requirements. All other applicable specific and general conditions outlined at 15A NCAC 07H.2700 will be met. A seagrass (SAV) survey finding no SAV present near the proposed project is attached to this permit request. Comprised primarily of native coastal materials, QuickReef' provides an ideal substrate for oyster recruitment and aquatic environment enhancement. The structure can also be bound together with stainless steel cable to create an articulating system if conditions warrant. Over time, QuickReef' living shorelines can naturally grow with sea level rise to provide resilient shoreline protection. Presence or absence of seagrass was documented every 50' along the footprint of the proposed sill (approximately 30 feet from MHW) moving from the northernmost end of the property to the southernmost end of the property (Figure 1). No evidence of seagrass was found at the site. At each point along the transect, we encountered either bare sand substrate, woody debris, or macroalgae. Extensive growth of macroalgae, Gracilaria spp. and Codium spp., can be seen (Figures 2 and 3). The Codium was so dense in places that it resembled established seagrass beds when submerged. If seagrass becomes established along the proposed sill alignment prior to construction, we will adjust the structure to be no closer than 10' to the seagrass bed to ensure that conditions outlined at 15A NCAC 07H.2700 are met.
