In an area of environment concern pursuant to Section 113A-118 of the
General Statutes,'Coastal Area Management
Issued to Mr. and Mrs. Jeff Carter authorizing development in the Estuarine Shoreline — ORW (AEC) at 7667 Myrtle
Grove Road, in Wilmington, NC, as requested in the permittee's application, dated November 18, 2013 issued and
modification 1st on July 15, 2014 and 2nd modification March 18, 2015 . This permit issued on December 3,2013 is
subject to compliance with the application and site drawing submitted November 18, 2013 with this permit and the 19t
modification with drawings to change location of outside stairs per drawing submitted 7/15/2014 and this 2nd
modification on March 18,2015 to bring in non-structural fill to level grade to level of lot next door under 1 ft. of
no structural fill dirt on the area that is around the lot area and the dirt will not be placed in the coastal wetland
area.
This permit authorizes removal of existing slab foundation damaged by fire and rebuilding of existing house and drip through
porches to same footprint and repair to existing retaining wall damaged by the fire and the 1st modification change in the outside
stairs location per drawings submitted 7/15/2014, And this 2nd MODE March 18, 2015 for non- structural fills dirt.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received on November 18,2013 and the 1st modification 7/15/2014 and this 2nd MODE March 18,2015.
(2) All construction must conform to the N.C.Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood and the New Hanover County Zoning and flood Ordinance for VE Flood Zone.
And following all NHC Building and zoning permit requirements.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted in permit box or available on site. Contact this office at 910-798-7348 for a final
inspection at completion of work.

The amount of impervious surface shall not exceed 25% of the lot area within 575 feet of Normal High Water (Area
of Environmental Shoreline-ORW Area of Environmental Concern) in this case. They will be allowed to rebuild at
same footprint. (The existing concrete slab for the house is 38 ft. length and 32 ft, wide=1216 sq. ft. and the
existing drip through decks is 32 ft. X 12 ft. and 32 ft. wide and 16 ft This is the dimensions of the existing footprint
of the house prior to the house fire. The repair to the existing retaining wall top portion damaged by the fire. (To
Include 1st Modification 7/1512014 per drawing submitted.
(5) Unless specifically allowed in 15A NCAC 07H. 0209(d) (10), and shown on the permitted plan drawing, all
developmenticonstruction shall be located a distance of 30 feet landward of Normal High Water. No portion of
the roof overhang shall encroach into the 30 ft. buffer.
(6) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by
effective sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of
filter cloth must be installed between the land disturbing activity and the adjacent marsh or water areas, until
such time as the area has been property stabilized with a vegetative cover. All other disturbed areas shall be
vegetative stabilized planed and mulched within 14 days of construction completion.
(7) Prior to any development sift fence shall; be property installed between all planted land disturbances and the
adjacent marsh and the open water areas, the silt fence shall be properly maintained throughout the
construction period. Sift Fence shall be installed such that it is property toed into the soil.
(8) This permit does not authorize development within any wetlands or open water areas or 30 ft. buffer areas.
