terminus of Great Oak Drive , as requested in the permittee's application letter dated 10/11/18 including the
attached workplan drawing (1) Sheet I of 1 dated 10/11/18.
This permit, issued on December 19, 2018 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
oe subject to tines, imprisonment or civil action; or may cause the permit to be null and void.
1) Unless specifically altered herein, this Minor Modification authorizes the reconfiguration of the
docking facility, all as expressly and specifically set forth in the attached letter and workplan
drawings. Any additional land disturbing activities and/or construction may require a modification of
this permit. Contact a Division of Coastal Management representative at (910) 796-7215 for this
determination.
2) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
(See attached sheet for Additional Conditions)
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2021
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
3) This Minor Modification shall be attached to the Original of Permit No. 33-17, which was issued by
CRC Variance on 3/6/17, and the Major Modification issued on 4/9/18, and copies of all documents
shall be readily available on site when Division personnel inspect the project for compliance.
4) All conditions and stipulations of the active permit remain in force under this Minor Modification unless
specifically altered herein.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (910) 796-7215 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal high water level.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers assigned the proposed project Action ID No. SAW-2003-
00506.
NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General
Certification 4144 (DWR Project No. 2004-0337v4), which was issued on 2/7/18.
NOTE: A minor modification application processing fee of $100 was received by DCM for this project.

Hi Courtney. The documents submitted for this modification request indicate no plans for additional slips, nor an
expansion of the marina footprint. As proposed, this modification should not result in a shellfish closure. Would the

Dear Mr. Skeen:
Through coordination with the North Carolina Division of Coastal Management, we have
learned of your request to modify the work associated with your Department of the Army (DA)
permit issued on July 3, 2018, which authorized the reconfiguration of an existing docking
facility and to perform maintenance dredging, adjacent to the AIWW (Topsail Sound), at the
terminus of Great Oak Drive, in Hampstead, Pender County, North Carolina. The requested
modifications include requests to modify the existing permit by reconfiguring the previously
approved docking facility (see attached plans).
Your proposal continues to be consistent with the provisions and objectives of general
permit No. 19800291 (copy enclosed). The permit is hereby modified. It is understood that all
other conditions of your permit remain applicable. The expiration date of your DA permit is
December 31, 2021.

Mr. Todd Skeen, on behalf of Water's Edge HOA, has submitted a request to modify CAMA Major
Permit No. 33-17. CAMA Major Permit No. 33-17 was originally issued by way of CRC Variance, and
later modified (Major) on April 9, 2018. The permit is scheduled to expire on December 31, 2021.
The permittee is requesting approval to re -configure the previously approved docking facility. The
proposal for the re -configuration is in response to damages sustained because of Hurricane Florence
(Sept. 2018), which destroyed the southern access pier, and significantly damaged the remaining portions
of the docking facility.
The current proposal includes eliminating both access piers and the northern platform (what is left of
those structures) and replacing them with a single access pier and observation platform. As designed, the
new proposal would include construction of a fixed 6' x 205' walkway that would originate along the
property's shoreline, extending waterward (perpendicular) from the edge of the existing bulkhead, within
the Water's Edge access easement. At the terminus of the walkway, the permittee is requesting approval
to install a 20' x 20' gazebo along the southern side. An aluminum ramp would extend from the end of
the proposed walkway (toward the south) and would provide access to the 9-slip docking facility. As
designed, the docking facility (slips 1-4 and slips 5-9) would be adjoined by the creation/installation of a
new 8' x 50' section of floating dock. According to the permittee's request, this section of dockage would
not be used for mooring vessels but is necessary for safe separation of space between slips No. 4 and No.
5. As described, the purpose and need for this separation is due to the off -set required between the two
docking components as a result of the 100' federal channel setback.
Based on the information provided, there does not appear to be any additional impacts to shallow bottom
areas or existing Submerged Aquatic Vegetation beds. Additionally, the proposed changes would occur
within the existing docking facility's footprint, outside of the Corp's 100' Channel Setback and within the
authorized dredge footprint. Waivers have been obtained from both adjacent riparian property owners
allowing the described work. RECEIVED

Our community seeks to modify Permit #33-17 due to damages sustained from Hurricane Florence on
9/14/18. Dredging began in August and was about 75% complete when the storm decimated our 9 slip
community marina along the ICWW. Our fixed piers and floating docks are either gone or damaged
beyond repair. We wish to rebuild with a slightly different design that would significantly reduce our
environmental footprint and build costs.
As Appendix 9A illustrates (see attached), we wish to build a fixed pier of 220' that terminates in a 400
square foot gazebo and gangway to our floating docks. Please note the location of our floating docks and
slips is precisely the same as before. The only change is how we access them. By building a fixed pier that
goes straight out, ratherthan bending to the south like before, we save 115' lineal feet/690 square feet/28
pilings. This is a win -win modification in our eyes.
The pier and floating docks will be of traditional wood construction with modern engineering utilized to
resist future storm surges. All work will be completed by a marine contractor licensed in the state of North
Carolina.
