Authorizing development in Brunswick County adj. to the Lockwoods Folly River, at
Fisherman Road, Varnamtown , as requested in the permittee's application letter dated 10/16/18 including attached
workplan drawing (1) C-102 dated revised by email 12112/18.
This permit, issued on December 19, 2018 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
)e subject to nnes, imprisonment or crvu action; or may cause me permit to oe nuu arm voia.
1) Unless specifically altered herein, this Minor Modification authorizes the reconstruction of the boat
ramp including the filling of an approximately 5'x8' hole at the end of the ramp, all as expressly and
specifically set forth in the attached letter and workplan drawings. Any additional land disturbing
activities and/or construction may require a modification of this permit. Contact a Division of Coastal
Management representative at (910) 796-7215 for this determination.
2) The boat ramp shall either be poured at an upland location and pushed into place once hardened, or
poured entirely within a watertight containment structure. Live concrete shall not be allowed to
contact waters of the State or waters that will enter waters of the State.

This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2020
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
3) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
4) This Minor Modification shall be attached to the original of Permit 141-17, which was issued on
12/12/17 and amended on 1/23/18, and copies of all documents shall be readily available on site when
Division personnel inspect the project for compliance.
5) All conditions and stipulations of the active permit remain in force under this Minor Modification unless
specifically altered herein.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (910) 796-7215 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal high water level.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers authorized the proposed project by way of General Permits
197800056 & 197800080 (Action ID No. SAW-2016-02407), which was issued on 10/24/17.
NOTE: The N.C. Division of Water Resources assigned the proposed project DWR Project No. 1993-
053lv3.
NOTE: A minor modification application processing fee of $100 was received by DCM for this project.

As for the hole at the end of the Boat Ramp it is hard to equate the size, I estimate it at 5' deep
and 8' wide and to be filled with stone.

We are close to being ready to issue the modification for the Town of Varnamtown to do work at their boat ramp
facility. I just need a little clarification on the drawing if you wouldn't mind helping with that. In the request you mention
repairing some holes at the end of the ramp, could you identify on the drawing the approximate size and location of
these holes? Also, I'm having trouble determining the location of the 68' knee wall they want to replace —could you
show that on the drawing too?

I was going through some minor mods we have out there and noticed we have two that are just replacement of
structures in existing footprints.
1. Town of Varnamtown, Bruns Co., (141-17, SAW-2016-02407) replacement of existing boat ramp (16'x68') in same
footprint and replacement of 68 linear feet of existing knee wall. Sent out 11/1/18.
2. Masonboro Harbour HOA, NH Co., (23-01, SAW-2001-00324) replacement of existing floating docks in same
footprint. Send out 11/9/18.

I also received a call from Greg Finch about some proposed mods at River Bluffs on the NE Cape Fear. They're proposing
1) two new living shorelines with riprap, fill, and planting; 2) two new three piling dolphins near the boat ramp at the
northernmost end of the property; and 3) upland walkways and path. I understand you may not have gotten to this one
as it was only sent out 10/31/18, but I told Greg I would check with all the commenting agencies.

Town of Vamamtown, Brunswick County
Mr. Toby Tetterton of T. J.'s Marine, acting as agent for the Town of Varnamtown, is requesting
a modification of State Permit No. 141-17. State Permit No. 141-17 was issued to the Town of
Varnamtown on December 12, 2017 and amended on January 23, 2018 for the renovation of an
existing public boat ramp facility which included the installation of a new pier, floating platform
and vinyl sheetpiles. The permit is set to expire on December 31, 2020.
Mr. Tetterton is requesting that the permit be modified to replace the existing failing concrete
boat ramp. The original permit also included maintenance to the smaller existing oyster shell
ramp located on the southeast side of the 6' by 68' pier. No improvements were proposed for the
existing concrete ramp.
As proposed, the new ramp would measure approximately 16' in width by 68' in length below
mean high water (MHW). The applicant states that the proposed replacement would be within
the existing footprint. The request also states, that there are several large holes at the base of the
ramp that they would like to fill with stone. The applicant is also requesting to replace 68 linear
feet of the existing knee wall.

3. THIS PROJECT 15 INTENDED TO MODIFY THE EXISTING
BOAT RAMP AND DOCKING FACILITIES TO IMPROVE THE
CAPACITY FOR USE BY THE COMMUNITY. THE EXISTING
FLOATING DOCK PROVIDE5 LIMITED USE, AND THE
CONCRETE RAMP SECTION IS NARROW. THE PROPOSED
PIER/DOCK AND CONCRETE RAMP EXTENSION ARE
INTENDED TO MAKE THE USE OF THIS FACILITY MORE SAFE
AND EFFICIENT. THE fM5TING NARROW PIER AND SMALL
FLOATING DOCK ARE PROPOSED TO BE REMOVED. A
WIDER PIER AND LARGER FLOATING DOCK ARE PROPOSED
TO BE LOCATED TO THE EAST OF THE E05TING CONCRETE
RAMP. THI5 RAMP 15 PROPOSED TO WIDEN ACROSS THE
AREA OCCUPIED BY THE ORIGINAL PIER
4. IF CHANNEL DREDGING OF THE LOCKWOOD FOLLY RIVER
BECOMES NECESSARY IN THE VICINITY OF THE PROPOSED
STRUCTURE, THE TOWN WILL BE RESPONSIBLE FOR
REMOVING THE PIUNG5 WITHIN THE SETBACK AND MOVING
THE FLOATING DOCK OUT OF THE WAY WHILE DREDGE
ACTIVITIES OCCUR. IT WILL THEN AI50 BE THE TOWN
RESPONSIBILITY TO REPLACE THE DOCK AND PILES ONCE
DREDGE ACTIVITIES CONCLUDE TO RE-ESTABU511 USE OF
THE STRUCTURE.
