17. DIRECTIONS TO THE SITE
Project site directions, from Nags Head, NC:
Follow NC-12 S/Cape Hatteras National Park Hwy South.
Continue to follow NC-12 S for approximately 40 miles to Avon.
Proposed project limits are from the southern borders of Avon Village, extending 2.5 miles north to Due East Road ocean -front.
18. Nature of Activity (Description of project, include all features)
The proposed project is to protect NC Highway 12 via beach nourishment along the 13,200 linear feet (-2.5 miles) of shoreline
at Cape Hatteras National Seashore in front of the Village of Avon. It will involve excavation of up to 1,000,000 cubic yards of
beach -quality sand from an offshore borrow area via hydraulic and/or hopper dredge. Typical fill section will add from ~40 to
100 cubic yards per linear foot of beach and advance the berm crest of the shoreline an average of ~75 feet after natural profile
adjustment. The low -profile dune will be constructed to improve storm protection along �9,200 feet of the project area south of
Avon Pier. Vegetation will be planted on the newly -constructed dune after nourishment. The borrow area (-250 acres) is —2
miles offshore of Avon within state waters.
19, Project Purpose (Describe the reason or purpose of the project, see Instructions)
NC Highway 12 (NC Hwy 12) is the main artery for access and emergency vehicles to communities of Avon and Hatteras Village, as
well as National Seashore facilities. The southernmost mile of the Village of Avon (south of the Avon Pier) has experienced
accelerated erosion in recent years. The dunes along this highly eroding section of the beach have been washed away, and the
ocean water has frequently washed over and flooded NC Hwy 12 during inclement weather events. The overwash on NC Hwy 12
has impeded and prevented first responders from responding to emergencies, sanitation workers from picking up trash, and citizens
from performing normal daily tasks. In addition to the safety issues, there has been flood damage to infrastructures and negative
effects on the tourism economy. The proposed project is to restore the critically eroded oceanfront and to protect NC Highway 12
from future flooding and overwash. It is intended to widen the beach, improve storm protection, and provide an erosion buffer to
reduce chronic damage to NC Hwy 12 and federal, state, and county infrastructures.
