Dear Riggings HOA:
I have reviewed the information submitted to this office in your inquiry cconceming the necessary
filing of an application for a minor development, permit under the Coastal Area Management Act. After
making a site inspection on 06-1-11,1 have determined that the activity you propose is exempt from needing
a minor development permit as long as it remains consistent with what was described in application
submitted on 06-1-11, and meets the conditions specified below. If your plans should change and your
project will no longer meet these conditions, please contact me before proceeding.
MAINTENANCE AND REPAIR - (G.S.113-103(5)(B)(5) and 7K.0209) - Structures may be repaired in a
similar manner, size and location as the original structure. No expansions or additions are permissible. The
repairs are limited to 50% of the physical value of the existing structure and the following specific conditions.
1. The project consists of rot repair on existing structure, extent unknown. The proposed repairs shall
be consistent with all other applicable local ordinances and North Carolina Building Code
standards.
This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any
other State, Federal or local authorization and N.C. Building Permits. This exemption expires 90 days from
the date of the letter.

This permit conveys no rights to occupy any street, alley or sidewalk or any part thereof, either temporarily or permanently. Street
or alley grades as Well as depth and location of public sewers may be obtained from the Town of Kure Beach Public Works. The
issuance of this permit does not release the applicant from the conditions of any applicable subdivision restrictions. Work shall not
proceed until the Inspector has approved the various stages of construction. Inspections may be arranged by telephone or by
mitten notification. All Inspections must be scheduled 24 hours it advance. THIS PERMIT WILL BECOME NULL AND VOID IF
CONSTRUCTION WORK IS NOT STARTED WITHILNJ MONTHS OF DATE OF ISSUANCE.

You asked us to provide guidance on replacing the decks at the Riggings Condominiums. All of
the decks are accessed from individual dwelling units, so the minimum design live load that can
be used is 40 pounds per square foot. You wanted guidance on how to connect the deck to the
building; otherwise, the deck is going to be replaced using the same size material that was
already in place. The decks extend out from the building 8'-0" and are supported by posts away
from the building . The two main options for connecting the deck to the building are as follows:
1. The decks serve individual units, so the residential Appendix M requirements can be used.
The Appendix M creates a connection that can support a live load in excess of 60 pounds per
square foot. The requirements for decks up to 8'-0" are one 5/8' diameter through bolt at 31-
6" on center and two 12d nails at eight inches on center. All connector material should be
hot dipped galvanized.
2. As an alternative to installing through bolts, screws can be used to connect the deck, we
recommend using FastenMaster LedgerLok screws to connect the band to the building. If the
floor joists of the building are perpendicular to the wall and band, we recommend installing
two screws into each floor member. In between the floor members we recommend installing
one screw if the joists are spaced 16" on center and two screws if the joists are spaced 24" on
center. If the floor framing is parallel to the wall, we recommend installing screws at six
inches on center staggered. These connections will support a live load of 60 pounds per
square foot or more.
If existing through bolts are present and can be re -used, we encourage you to use them. One ''/z"
diameter or larger bolt can be counted as two LedgerLok screws. Proper flashing and other
requirements are not covered in this letter and are your responsibility,
