and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statutes, "Coastal Area Management"
Issued to Jonathan B. Costa authorizing development in the Estuarine Shoreline-ORW (AEC) at 1520 Marsh Hen
Lane in Wilmington, N.C. as requested in the permittee's application dated November 25, 2009. This permit issued on
December 9, 2009, is subject to compliance with the application and site drawing (where consistent with the permit),
all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permiftee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: Construction of a Timber Bddge (36 ft X 10 ft) and driveway (200 It X 10 ft) as per drawings submitted.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received on November 25, 2009.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations., Contact New Hanover County Inspections department
(Building Division) for any questions pertaining to this. You may call the New Hanover County Development Service
Center staff on798-7304 with questions pertaining to needed permits.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at ((910) 798-7118 for a final inspection at
completion of work.

This permit action may be appealed by the permiftee or other qualified persons
within twenty (20) days of the issuing date. From the date of an appeal, any
work conducted under this permit must cease until the appeal is resolved. This
permit must be on the project site and accessible to the permit officer when the
project is inspected for compliance. Any maintenance work or project
modification not covered under this permit, require further written permit
approval. All work must cease when this permit expires on:

In issuing this permit it is agreed that this project is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management.

(5) The amount of impervious surface shall not exceed 25% of the lot area within 575 feet of Normal High Water
(Estuarine Shoreline-ORW Area of Environmental Concern), in this case, 2000 square feet of new impervious is
authorized. This is for a concrete driveway 200 it X 10 ft. The 36 ft X 10 ft timber bridge is not included in the
impervious.
(6) Unless specifically allowed in 15A NCAC 07H. 0209(d) (10), and shown on the permitted plan drawing, all
development/construction shall be located a distance of 30 feet landward of Normal High Water. No portion of work
shall encroach into the 30 ft. buffer.
(7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective
sedimentation and erosion control measures. Prior to any land -disturbing activities; a barrier line of filter cloth must
be installed between the land disturbing activity and the adjacent marsh or water areas, until such time as the area
has been properly stabilized with a vegetative cover.
(8) This permit does not authorize development within any wetlands or open water area.''No development and or
materials will be allowed in 404 wetlands or coastal wetlands. Please follow the guidelines per Emily Hughes
directions with the U.S. Army Corps of Engineers Wilmington Regulatory Office, Wilmington, NC pertaining to the
404 wetlands and according to the drawings and scope of work she reviewed as it states in her Email December 1,
2009.
(9) All other disturbed areas shall be vegetative stabilized (planted and mulched) within 14 days of construction
completion.
(10) Once project is complete please call (910)798-7118 New Hanover County Zoning Department to schedule a
CAMA Final with a CAMA Local Permit Officer.

I acknowledge that the land owner is aware that the proposed development is planned for an area which may be susceptible
to erosion and/or flooding. I acknowledge that the local permit officer has explained to me the particular hazard problems
associated with this lot. This explanation was accompanied by recommendations concerning stabilization and floodproofing
techniques.

According to the plans signed by Arnold W. Carson, PLS on 11/24/09 and email statement from
John Costa below, it has been determined that the proposed bridge crossing at 1520 Marsh Cove
Landing will have no temporary or permanent impacts to Section 404 wetlands or Waters of the
U.S., therefore construction of the bridge does not require a permit from the Corps of
Engineers.
If plans should change please contact the Corps immediately.

Project Narrative
for
"Bridge and Driveway over lands
of Jonathan Costa"
A new driveway is proposed for the serving of 1520
Marsh Cove Lane and up to two other properties.
The driveway will cross a coastal wetlands using a
wooden bridge.
The bridge will be built on pilings using a "top down"
" method. Pilings -will be driven from on the bridge as the
bridge.is built alleviating and necessity to place
equipment in the wetlands. The bridge will have timber
abutments at each end to prevent fill material from
entering the wetlands
Driveway will be concrete formed and poured in place. It
will be ten feet wide and approximately 250 feet long.
When arl construction is finished all trash shall be
removed. Any disturbed areas will be regraded and
seeded with native grasses.
