This correspondence is in response to your request to Modify State Permit No. 38-17, which was issued to
you on March 28, 2017. The permit authorized construction of a public boat ramp and docking facility
adjacent to the AIW W and Stump Sound, at 656 Island Drive, in North Topsail Beach, NC. The permit is
scheduled to expire on December 31, 2020.
Based on the information provided, you are requesting a permit modification to place rip -rap along
approximately 40 linear feet of shoreline, on either side of the existing boat ramp abutment. According to
the site plan, received on May 25, 2018, your proposal depicts this material being placed above the normal
high water line, outside of any areas Coastal Wetlands, next to the "no parking/tie down area" and along
the western shoreline.
Upon review of the submitted request, dated received on May 25, 2018, the Division of Coastal
Management has determined that the proposed action continues to be consistent with existing State Rules
and regulations and is in keeping with the original purpose and intent of the permit. This Letter of
Refinement authorizes the modification of State Permit #38-17, as described in your transmittal email
dated May 25, 2018. Please note that this Letter of Refinement does not authorize any additional
development. This permit modification does not authorize any fill material to be placed in any open water
areas or wetlands.

Attached is the layout plan for West Onslow showing some additional rip -rap at the location of the old ramp. We would
like to add this rip -rap in this location for bank stabilization as well as a means to keep people from backing down the old
ramp location. Let me know if you have any questions.
