Dear Ms. Sherman:
This letter is in response to your request dated June 4, 2019, that Major Permit #43-17
be refined to undertake short term erosion maintenance along 75' of shoreline at
Gatlington Landing, located off of Sandbank Road, adjacent to the Chowan River, in
Gates County.
Major Permit #43-17 was issued to the Wildlife Resources Commission on April 3, 2017,
authorizing the development of a "Boat Access Area", more specifically the construction
of a boat ramp, fishing pier and parking lot. Your current request as described will include
repairs 75' x 50' (as shown on the attached site plan), and will involve the leveling the
bank with a bulldozer, seeding and covering with area with coconut matting.
The request is hereby authorized as a refinement and all existing conditions remain in
effect, including the expiration date. This letter is provided to you as a record of the
authorization, and should be included with the Permit file. This permit refinement is
subject to the following conditions:
1) Development is consistent with original permit issued, all subsequent modifications,
and the current refinement plan submitted and dated as received on June 5, 2019.
2) This authorization is subject to all other federal, state and local regulations.
3) An erosion control structure shall be maintained between the work area and normal
water level along the Chowan River, and remain in place until the area has
revegetated.
4) Any changes to the proposed work may require additional authorization.

Gatlington Landing, CAMA Major Permit #43-17
Dear Ms. Mathis,
NCWRC requests to refine the CAMA Major Permit at the Gatlington Landing project site to
include an area of short-term erosion maintenance. The area is approximately 75' x 50' and is
located entirely within the CAMA AEC and above NWL. The erosion maintenance will consist of
leveling the area by bulldozer, seeding, and stabilization with coir "coconut" matting. This is a
short-term maintenance activity to take place prior to the boat ramp and parking lot construction.
I have included 2 versions of site plan with an overlay showing the proposed maintenance
area: 1 in black and white and 1 in color.

Re: Archaeological Evaluation of Site 31 GA4 at Gatlington Landing, Gates County,
North Carolina, GS 17-0248
Dear Mr. Huggett:
We have reviewed the above -referenced archaeological report by James River Institute for
Archaeology, Inc. (JRIA) and offer the following comments.
Archaeological assessment of site 31GA4 has revealed that the prehistoric and historic components
of this site have the potential to yield important information about the Middle Woodland Period and
the nineteenth-century economic development of Gates County, respectively. We concur with the
project archaeologists that this site is eligible for listing in the National Register of Historic Places.
While this site is significant, the integrity of 31GA4 is spatially variable. Excavations by JRIA
demonstrated that the northern portion of the site has been significantly damaged by twentieth-
century earth -moving activities (see attached map). Therefore, construction associated with the
proposed NC Wildlife Resources Commission (NCWRC) boat access area in the northern portion
of the site — including the proposed dock, boardwalk, and concrete ADA parking area — will have no
adverse effect on site 31GA4.
Intact subsurface features were encountered in the southwestern portion of site 31 GA4. The
potential effects of the proposed project on 31 GA4 in this area will be dependent on the extent of
planned ground disturbance. We recommend that project designers for the proposed boat access
area consult with the Office of State Archaeology (OSA). In addition to technical assistance in
project development, the OSA can provide on -site monitoring for the NCWRC should such
measures be considered necessary.

NCWRC to preserve North Carolina's archaeological resources.
