1) This Renewal shall be attached to Permit No. 77-17, which was issued to the permittee on 6/21/17,
and copies of both documents shall be readily available on site when a Division representative
inspects the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
NOTE: The N.C. Division of Water Resources has assigned the proposed project DWR Project No.
2017-0485.
NOTE: The U.S. Army Corps of Engineers has assigned the proposed project SAW Action Id. No.
2017-00723.
NOTE: A permit renewal application processing fee of $100 was received by DCM for this project.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2022
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

Re: Permit extension request for major permit 77-17
Dear Sarah,
The NC Coastal Federation, in partnership with the Wanchese Seafood Industrial Park, humbly
requests a one-year extension on their CAMA Major permit 477-17. The permit for this work
was issued on June 21, 2017 and significant progress on this project has been made. The
permitted dock was installed in 2018 and four of the five sections of living shoreline sill are in
place. The last section of living shoreline sill remains to be installed. The one-year extension on
the permit would allow for the purchase, delivery and installation of oyster castle modular units
that will be used to build the final section of the demonstration sill at this location. The
federation has secured grant funds to install this section and once approval from the Division of
Coastal Management is received, will proceed with the project.

application and workplans shall require a shellfish lease from the Division of Marine Fisheries in lieu
of permit authorization from the Division of Coastal Management. Any and all reference to the
originally proposed shellfish lease demonstration in the attached permit application or workplan

ADDITIONAL CONDITIONS � O
Docking Facility
2) This permit authorizes only the docks, piers, and other structures and uses located in or over the water
that are expressly and specifically set forth in the permit application. No other structure, whether
floating or stationary, shall become a permanent part of this docking facility without permit
modification. No non -water dependent uses of structures shall be conducted on, in or over Public Trust
waters without permit modification.
3) Any portion of the permitted access pier and docking facilities built over Coastal Wetlands shall not
exceed six feet in width and shall be elevated a minimum of three feet over the wetland substrate as
measured from the bottom of the decking.
4) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the U.S.
Coast Guard, through regulation or otherwise, on the authorized facilities. At minimum, permanent
reflectors shall be attached to the structure in order to make it more visible during hours of darkness or
inclement weather.
5) This permit authorizes a maximum of 1 formalized boat slip. .
Shoreline Stabilization
6) The breakwater shall be positioned no more than 5 feet waterward of the waterward edge of existing
emergent wetlands at any point along its alignment,
7) The permittee is advised that submerged aquatic vegetation (SAV) habitat exists in close proximity to
the authorized project. All available precautions shall be utilized to ensure that damage to SAV habitat
does not result from the construction and/or operation of the authorized sills.
8) The wooden sill shall be constructed with an equal gap between each sheathing board totaling at least
one inch of open area for every linear foot of wooden, The sills shall have at least one, five foot opening
at every 100 feet. The sill sections may be staggered and overlap as long as the five-foot separation
between sections is maintained. Overlapping sections shall not overlap more than 10 feet.
9) The permitted sills shall be constructed of treated wood, plastic lumber, metal or vinyl sheet piles or
other suitable materials approved by Department personnel.
10) Sills shall be marked at 50 foot intervals with yellow reflectors extending at least three feet above
normal water level.
11) No backfrll of the sill or any other filling of wetlands, estuarine waters, public trust areas or high ground
is authorized by this permit.
12) The permittee shall maintain the sills in good condition and in conformance with (lie terms and

`13) No attempt shall be made by the permittee to prevent the free and frill use by the public of all navigable
waters adjacent to the authorized work.
14) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management,
The permittee shall maintain the authorized work in good condition and in conformancewith the terms
and conditions of this permit. The permittee is not relieved of this requirement if he abandons the
permitted activity without having it transferred to a third party,
The pemrittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
This permit does not convey any rights, either in real estate or material.
The U.S. Army Corps of Engineers authorized the project by way of Programmatic General
Permit 198000291 (Action ID SAW-201700723).
The N.C. Division of Water Resources has assigned the project DWR Project No. 2017-0485.
Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (252) 264-3901 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal water level,
NOTE: An application processing fee of $400 was received by DCM for this project. This fee alse
satisfied the Section 401 application processing fee requirements of the Division of Water
Resources.
