PROJECT SUMMARY: The applicant proposes to bulkhead both sides of a soil path along a narrowing section of high ground separating Dowdy Bay from a historic waterfowl impoundment and install a riprap sill for wetland protection and restoration. Dews Island Group, LLC Field Investigation Report Page 2 Proiect Settin The proposed development is located on an Island addressed as 7019 Caratoke Highway (US- 158), Grandy, per the Currituck County tax records. It is known locally as Dews Island, and is the location of a historic waterfowl hunt and management club. The island is adjacent to the Currituck Sound on the east side, Dowdy Bay on the north side and Deep Creek to the west. The site is accessed by a private dirt road (located to the south of the Cotton Gin Store located at 6957 Caratoke Highway) that heads east for approximately 1 mile where it ends at a landing area. A narrow 180' long timber bridge that is only passable to golf cart type vehicles extends from the landing to the island. There is also a small barge that is used to get larger equipment to the other side of the bridge. This is the only point of access from land onto the island. Dews Island is ±3 miles long and ±400 acres in size (including impoundments), a great majority of which is Coastal and 404-wetlands. Elevations on the island are very low, most of which are .5' to 1.5' above Normal Water Level (NWL). Man-made features on the island within high ground include a hunting lodge, gazebo, sheds, wooden walkways and two timber bridges. Vegetation in the high ground area includes yard grasses, live oaks, ornamental bushes and Ioblolly pines. The island has ±33,516' of shoreline, of which ±4,212' has been bulkheaded. Man-made features along the shoreline include a pier that extends out into the Currituck Sound, a man- made basin, docks and a bulkheaded canal with a water control structure that leads out of the basin into a large ±30-acre non -jurisdictional heart -shaped waterfowl impoundment. The waters of the Currituck Sound are classified as SC and are closed to shellfish taking. Prior permit history on the site includes CAMA General Permits: GP-A1870 issued 2/26/1986 for bulkheading; GP-A2176 issued 8/8/1986 for bulkheading; GP-A3503 issued 8/26/1987 for bulkheading; GP-37305 issued 3/21/2004 for bulkheading; GP-A37460 issued 3/16/2005 for dredging within the basin and 500' of bulkhead replacement within the remnant bulkhead location; GP-45399 issued 7/24/2006 for bulkheading; GP-53469 issued 6/09/2009 for bulkheading; GP-56785 issued on 5/13/2011 for bulkheading; GP-59961 issued on 8/14/2012 for bulkheading; GP-62366 issued on 09/05/2013 for bulkheading and pier; GP-70005 issued 4/04/2017 Emergency permit to replace damaged docks within basin in response to Hurricane Matthew; And lastly, CAMA Major Permit Major Permit #102-17 (Currently active) issued on September 31, 2017 and modified on November 5, 2018 which included: • Mechanically dredging an access channel extending from the mouth of the basin into the open waters of the Currituck Sound, • Mechanically maintenance dredging within an existing man-made basin, • Replacement of ±300' of bulkhead adjacent to the Currituck Sound within the alignment of a remnant storm damaged bulkhead that averages ±27' waterward of Normal Water Level (NWL), • Replacement of ±407' of bulkhead adjacent to the Currituck Sound 2' Dews Island Group, LLC Field Investigation Report Page 3 waterward of the existing bulkhead, • Replacement of ±370' of bulkhead within the existing alignment in a canal located on the northwest side of the man-made basin, • Backfilling of a washed-out area landward of an existing vinyl bulkhead located on the northwest side of the basin & basin entrance, • Replacement of storm damaged (Hurricane Matthew) docks within the man- made basin, • And installation of a 150' riprap revetment/sill along the shoreline adjacent to an existing soil road to protect it from erosion. Development Proposal The applicant proposes to install 870' of bulkhead on 2 sides of a narrowing soil path separating Dowdy Bay from a historic waterfowl impoundment. The first bulkhead will be 532' in length and will be located on Dowdy Bay. This bulkhead will begin at NWL within a high ground area and travel in a southern alignment for 100' entirely landward of NWL before turning to the west for 40'. At this point the proposed bulkhead will meet and follow the alignment of an existing bulkhead, remaining 2' waterward of it. The existing bulkhead is constructed out of wood and has a low profile. This aging bulkhead has an alignment which averages 1' waterward of NWL with a maximum distance of 2' waterward of NWL. This is due to the bulkhead recently being breached from storm over wash. Located landward of the existing bulkhead is an emergent Coastal Wetland fringe approximately 2' wide. The alignment of the proposed bulkhead will continue for 290' until it reaches a point where the ageing wooden bulkhead and a vinyl section of bulkhead, which was installed at a separate time, meet. This vinyl bulkhead is in good condition however, this junction has been breached and a large pocket of Coastal Wetlands has emerged landward of the bulkheads original alignment. To protect the Coastal Wetland pocket, the applicant proposes to continue the remaining 102' of the bulkhead alignment landward of the wetland pocket until it reconnects with the vinyl bulkhead. The second area to be bulkheaded will be located on the impoundment side of the soil path still within the ES AEC. This bulkhead will be 338' in length. The bulkhead will begin on the north side and will travel in in an eastern direction in an alignment which is 2' water ward of an existing bulkhead at NWL for 160'. This exsiting bulkhead is located waterward of an emergent Coastal Wetland fringe which is aprox. 2' in width. This alignment will continue following the existing bulkhead as it angles south for 40'. At this point the applicant proposes to angle the proposed bulkhead landward of NWL and the coastal wetland fringe for the remaining 138'. Lastly, in a separate area located on the property, adjacent to the Currituck Sound, the applicant proposes to construct a 216' long sill located 10' waterward of Coastal and 404' wetlands. This area through many years has been eroding away creating a bowl shape area. The proposed sill will begin at the end of an existing bulkhead and will follow the shoreline remaining 10' waterward for the entire length. No gaps are proposed with this alignment. The proposed sill will be constructed out of riprap, have a base width of 12', and a height of 3' measured from the bottom substrate. The riprap sill is proposed in an area which is unknown to contain SAV/ fisheries habitat at the time of submittal of this report. The water depth in this area averages ±0.3' measured from NWL. Dews Island Group, LLC Field Investigation Report Page 4 Anticipated Impacts • The construction of the bulkhead along the proposed alignment (adjacent to the Dowdy Bay) will result in the filling of ±532 ftz of EW and PTA AEC's along 532' of the ES AEC. The combined construction of the 2 bulkheads will result in the filling and or disturbance of +17,000 of high ground area and the filling of 470 ftz of an emergent coastal wetland fridge within the EW AEC. • The riprap sill will fill 2,592 ftz of shallow bottom within the PTA and EW AEC. The property is ownVP by 1j t C Dews Island Group and is comprised of approximately fifteen (15) members. Dews IslaAd'lb�a�,v three -mile -long island on Currituck Sound (east of Jarvisburg Village), and separated from the Currituck peninsula by Deep Creek. The island was probably named for Colonel John Dew who in the 1650s had been commissioned to survey the area for the Crown. Ownership of the island dates back to 1844 when the state of North Carolina granted the 386-acre island and marshland to James Mercer, William A. Jarvis, Bannister Jarvis and Thomas Griggs. Ownership of Dews Island changed several times between 1844 and 1923, when it was purchased by Norfolk sportsmen J.W. Barom and Raymond Peel for waterfowl hunting, and a modest clubhouse was constructed. In 1929 the property was purchased by George Eyer, a stockbroker from New York City, who renovated and enlarged the clubhouse and installed heating and plumbing. From the effects of the stock market crash and the Great Depression that followed, the property was put up and advertised for sale. In 1943, Thurmond Chatham of Winston-Salem, North Carolina, purchased Dews Island, the surrounding marshland and the eighteen -room clubhouse. John Wright of Jarvisburg served as the manager from 1943 until 1986, at which time his son Jerry Wright took over management of the island. The property remained in the ownership of the Hanes and Chatham families until the early 1990's at which time Dews Island Group was formed from partners in INC, SC and FL to purchase the island and clubhouse. The island is now managed by the Dews Island Group and represents one of the last remaining private waterfowl clubs on the Currituck Sound. The property is an island that is accessible by boat and by a small bridge over a narrow waterway (Deep Creek) of Currituck Sound and Dowdy Bay. The bridge is only accessible by golf cart -type vehicles and truck and large equipment use of the bridge is not allowed by Club covenants, nor is the bridge capable of supporting heavy loads. The Island contains the historic clubhouse, barns, a man-made boat basin with docks and bulkhead, soundfront bulkheading, a sound pier and access trails, including a small bridge. There is a large heart -shaped waterfowl impoundment which is the focus of the island in terms of current and historic waterfowl hunting and management (some of which is bulkheaded), there are coastal wetlands, upland areas and a grain meadow. This historically significant property is suffering from high rates of erosion which is exacerbated by storm events, including nor'easters and tropical storm events. Other properties of this nature in Currituck County and elsewhere in the state that did not enact shoreline stabilization projects have become significantly impacted to the point of being unusable or completely eroded away. The primary objectives of this CAMA Major Permit request are to: New bulkheading in the areas shown on Sheet 3 of 4 of the CAMA plans. This is a total of 870 ft of bulkhead (with tie backs and backfill). 338 linear ft is along the impoundment shoreline and 532 linear ft is along the Dowdy Bay (Currituck Sound) shoreline. There are existing old/failing bulkheads in this location (as shown on the plans) which are in need of replacement in the near future. 2. Stabilize a section of the soundfront shoreline with a rip rap sill in the area shown on Sheet 2 of 4 of the CAMA plans. This would be a 216 ft x 12 ft rock sill constructed of dense granitic rip rap. If new stabilization is not initiated, the only earthen access roads will be lost to erosion and the historic waterfowl impoundment will be connected to open waters of the Sound. The wetland areas in the vicinity of the project areas have been identified by US Army Corps representatives Dews Island Club CAMA Major Permit (Major Modification to Permit # 102-17) Project Narrative 1/11/2022 (Raleigh Bland and Josh Pelletier) on 10/25/2021 and surveyed by Quible. Robert Corbett with NCDCM also visited the site on 10/25/21 for a pre -application consultation visit and was in agreement with the 404/Coastal Wetlands locations in the project areas. During our Fall 2021 site visits and surveying, there was not any rooted SAV identified in the rock sill or proposed bulkhead location, but it is understood that shallow waters in this area do support SAV. In the past, we have seen SAV in shallow waters of the open Sound and in the impoundment. By keeping the proposed bulkhead 2 ft or less from the existing dilapidated bulkhead, this will not cause any impacts to SAV. For the rock sill location, we have specifically kept the alignment of the sill in very shallow water (less than 0.5 ft relative to NWL) and close to the shoreline. If deemed necessary, this rock could shift slightly further landward, but having some separation from the shoreline does provide the opportunity for creation of a living shoreline that can be enhanced with emergent vegetation. This proposed sill area has scoured out significantly over recent years and was land/wetlands not long ago. This is clearly evident from aerial photo review and from discussions with the Club. The proposed development is located on an Island addressed as 7019 Caratoke Highway (US- 158), Grandy, per the Currituck County tax records. It is known locally as Dews Island, and is the location of a historic waterfowl hunt and management club. The island is adjacent to the Currituck Sound on the cast side, Dowdy Bay on the north side and Deep Creek to the west. The development proposal involves the Coastal Wetland (CW), Public Trust Area (PTA), Estuarine Waters (EW), and Estuarine Shoreline (ES) Areas of Environmental Concern (AEC's). I have reviewed the Rules of the Coastal Resources Commission (CRC) as they pertain to this project and my findings are as follows: 15A NCAC 07H.0208 Use Standards Paragraph (a) addresses General Use Standards, and sub -paragraph (1) precludes uses that are not water dependent within the EW and PTA and lists uses that may be considered water dependent. Consistent: The proposed development is consistent with the intent of this rule.
