Dear Mr. Delucia:
This correspondence is in reference to the request you submitted to modify Major CAMA permit
number 145-17, which was originally issued to the North Carolina State 4H Center on 15
December 2017 for the replacement of a pier with covered platforms, two mooring pilings, and
the construction of a breakwater in the Albemarle Sound. The project is located at 100 Clover Way,
Columbia, Tyrrell County. The permit has an expiration date of 31 December 2020. The action
proposed in your submittal consists of relocating the handrails to the outside of the permitted 8ft
wide pier (See attached drawings).
Upon review of the information provided, the Division of Coastal Management has determined
that the proposed action continues to be consistent with existing State rules and regulations and is
in keeping with the original purpose and intent of the permit. I hereby submit this Letter of
Refinement authorizing the modification of Major CAMA permit number 145-17, as described in
your request dated 28 February 2018. By copy of this letter we are notifying the US Army Corps
of Engineers and the Division of Water Resources of our action. Please note this refinement does
not alleviate the need to obtain any other local, state or federal permits.

RE: Eastern 4H Center — Pier Handrail Modifications
Dear Kevin:
Per our recent conversations, attached is a new pier section that we would like to use. It
relocates only the 6x6 rail posts to the outside of the 8' approved walkway. The contractor
suggested that we consider this modification so that he can more securely attach the
handrail posts to the upper pier. This only occurs where there are handrails which is on
the upper pier section and for the ADA compliant ramp. This does not increase the actual
approved width of the pier only where the handrail posts are attached to it.
