This permit, issued on July 15, 2022 , is subject to compliance with the application (where
consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation
if these terms may be subject to tines, imprisonment or civil action; or may cause the permit to be null ana vota.
Dockine Facility Expansion
This permit authorizes only the six PWC lifts and uses located in or over the water that are expressly
and specifically set forth in the permit application. No other structure, whether floating or stationary,
shall become a permanent part of this docking facility without permit modification. No non -water
dependent uses of structures shall be conducted on, in or over Public Trust waters without permit
modification.
2) No sewage, whether treated or untreated, shall be discharged at any time from any boats using the
docking facility. Any sewage discharged at the docking facility shall be considered a violation of this
permit for which the permittee is responsible. This prohibition shall be applied and enforced
throughout the entire existence of the permitted structure.

This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2025

3) The permittee shall install and maintain at his expense any signal lights or signals prescribed by the U.S.
Coast Guard, through regulation or otherwise, on the authorized facilities. At minimum, permanent
reflectors shall be attached to the structure in order to make it more visible during hours of darkness or
inclement weather.
4) This permit authorizes six (6) additional formalized boat slips for a maximum of seven (7) formalized
boat slips at this docking facility.
5) No attempt shall be made by the permittee to prevent the full and free use by the public of all navigable
waters at or adjacent to the authorized work.
6) The authorized structure and associated activity shall not cause an unacceptable interference with
navigation and shall not exceed the dimensions shown on the attached permit drawings.
Sedimentation and Erosion Control
7) In order to protect water quality, runoff from construction shall not visibly increase the amount of
suspended sediments in adjacent waters.
8) Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to
ensure that eroded materials do not enter adjacent wetlands, watercourses or properties.
General
9) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management.
10) All construction debris associated with the removal or construction of the permitted development shall
be contained within the authorized project area and disposed of in an approved upland location.
11) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: The U.S. Army Corps of Engineers authorized the project by way of Programmatic General
Permit 198000291 (Action ID SAW-2022-01223).
NOTE: The N.C. Division of Water Resources authorized the proposed project by way of General Water
Quality Certification 4501 and assigned the project DWR Project No. 2022-0723.

NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (252) 946-6481 prior to the commencement of any
such activity for this determination. The permittee is further advised that many land disturbing
activities are not authorized within 50 feet of the normal water level unless specifically exempted
by Environmental Management Commission's (EMC) Tar Pamlico River buffer regulations
in place at the time of such development.
NOTE: An application processing fee of $250 was received by DCM for this project.

This project will allow the camp to use the six jet ski lifts to minimize damage to the jet skis
when they are not in use.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type

The contractor will have to use a barge and excavator with a vibrating head to install posts for the jet
ski lifts. They will only need one piece of this equipment and it will be stored on Pamlico Sea Base.

We want to install six jet ski lifts on the existing dock we already have.

East Carolina Council is proposing that six Jet aid lifts be Installed on the existing pier we already have. This
will better help protect the Jet skis when they are not in use from the Scouts. This project will benefit not only

camp property off SR 1189 at 419 Boy Scout Rd adjacent to the Pamlico River in Blounts Creek, Beaufort County,
North Carolina.
This office has reviewed the proposed project with regard to rules found in Subchapter 7H concerning
development in AEC's within the Estuarine System, including 15A NCAC 07h.0208 use standards, and have found
the project to be consistent.

Consistency Determination: The request is consistent with/not in conflict the Beaufort County Joint Land
Use Plan 2006 Update certified by the CRC on January 13, 2010.
Overview: The project site is located at 419 Boy Scout Road adjacentto the Pamlico River in Blounts Creek,
Beaufort County, North Carolina. The applicant proposes to install 6 Personal Watercraft Lifts (PWC) along
the existing pier located on the property.
Currently the project site is developed with cabin camp sites, multiple storage buildings, maintained
upland grass yard landward of a riprapped shoreline, pier with platform, and 1 wetslip. The site is
±19,149,847 ft2 in size and faces the Pamlico River on the north side of the property. The project site has
± 7600 linear feet of shoreline along the Pamlico River with an approximate elevation range of 1 '-20'
above NWL. The length of the shoreline along the river is bordered by beach areas as well as areas with
existing riprap revetments in place. There are areas of upland grasses between the riprapped shoreline
and the existing cabins and storage buildings.
AECs include Public Trust Area and Estuarine Waters. The Pamlico River surface water classification is SB
and NSW (Nutrient Sensitive Waters). This portion of the Pamlico River is not a PNA and is closed to the
taking of shellfish. No SAV (Submerged Aquatic Vegetation) was observed. A review of archaeological
resources was not provided.
Anticipated Impacts
The addition of the six PWC lifts will result in short-term localized turbidity from the installation of the 6
poles required for each lift. The PWC lifts will usurp 300 ftZ of non -vegetated wetlands river bottom.
The project is subject to the Beaufort County Joint Land Use Plan 2006 Update. The counties Future Land
Use Map (FLUM) classifies the site as Rural (land), Conservation I (Public Trust and Estuarine Waters AEC,
water protected by Tar -Pam Buffer), and Conservation II (100-year flood plain).

coastal wetlands, estuarine waters, and public trust areas (15A NCAC 07H .0208) are allowed in this
classification. Permitted extractive uses in the Aurora area will continue.

Reference the application of the Boy Scouts of America for a Department of the Army
permit to construct six 5x10 PWC lifts adjacent to an existing pier, on property located at 419
Boy Scout Road, adjacent to the Pamlico River, in the Community of Blounts Creek, Beaufort
County, North Carolina.
The Federal agencies have completed review of the proposal as presented by the
application and your field investigation report.
We recommend that the following conditions be included in the State authorization:
1. All work authorized by this permit must be performed in strict compliance with the
attached plans, which are a part of this permit. Any modification to these plans must be approved
by the US Army Corps of Engineers (USACE) prior to implementation.
2. The permittee understands and agrees that, if future operations by the United States
require the removal, relocation, or other alteration, of the structure or work herein authorized, or
if, in the opinion of the Secretary of the Army or his authorized representative, said structure or
work shall cause unreasonable obstruction to the free navigation of the navigable waters, the
permittee will be required, upon due notice from the U.S. Army Corps of Engineers, to remove,
relocate, or alter the structural work or obstructions caused thereby, without expense to the
United States. No claim shall be made against the United States on account of any such removal,
relocation, or alteration. The permittee shall notify NOAA/NATIONAL OCEAN SERVICE
Chief Source Data Unit N CS261, 1315 E West HWY- RM 7316, Silver Spring, MD 20910-
3282 at least two weeks prior to beginning work and upon completion of work.
3. Except as specified in the plans attached to this permit, no excavation, fill or mechanized
land -clearing activities shall take place at any time in the construction or maintenance of this
project, in such a manner as to impair normal flows and circulation patterns within waters or
wetlands or to reduce the reach of waters or wetlands.
4. The authorized structure and associated activity must not interfere with the public's right
to free navigation on all navigable waters of the United States. No attempt will be made by the
permittee to prevent the full and free use by the public of all navigable waters at or adjacent to
the authorized work for reason other than safety.
5. Violations of these conditions or violations of Section 404 of the Clean Water Act or
Section 10 of the Rivers and Harbors Act must be reported in writing to the Wilmington District
U.S. Army Corps of Engineers within 24 hours of the perm ittee's discovery of the violation.

17600 linear feet of shoreline along the Pamlico River with an approximate elevation ranges of P-20' above
NWL. The length of the shoreline along the river is bordered by beach areas as well as areas with existing
riprap revetments in place. There are areas of upland grasses between the riprapped shoreline and the
existing cabins and storage buildings.
Both the upstream (west) and downstream (east) properties have developed home sites and have
installed shoreline stabilization in the form of riprap and vertical bulkheads. The upstream property has a
pier with platform and the downstream property has a pier, platform, and boatlift.
This area of the Pamlico River is classified as SB NSW by the Environmental Management
Commission at the project site. The Pamlico River is classified as coastal fishing waters at this site and the
site is not located in a primary nursery area. At the time of field visit by DCM staff no SAV's were present.
The property is subject to the Tar -Pamlico Riparian Buffer rules enforced by the N.C. Division of Water
Resources.
Project description
The applicant proposes the installation of six S x 10' P WC lifts along both sides of the existing pier.
The PWC lifts will be located in Estuarine Waters and the Public Trust Area AEC.
Anticipated impacts
The addition of the six PWC lifts will result in short-term localized turbidity from the installation of the 6
poles required for each lift.

THIS LEASE AGREEMENT, made this 1st day of July_____,
1986, by and between the EAST CAROLINA COUNCIL, BOY SCOUTS OF
AMERICA, INC., a North Carolina corporation affiliated with the
Boy Scouts of America ("ECC"), and the Washington Corps of THE
SALVATION ARMY, ("SA"), an affiliate of The Southern Territory
of THE SALVATION ARMY, a Georgia Corporation.
For valuable consideration, the SA leases from the ECC, and
the ECC leases to the SA the following tract of land:
Being that approximately 29 acre tract of land located on
the westerly side of State Road 1331 and bounded on the
North by Deep Run Creek, on the South by Mill Race Canal
and on the West by Broad Creek, and being the tract or
parcel immediately surrounding the Hannah Bonner Salvation
Army Camp property, and part of that land given to the East
Carolina Council, BSA under the terms of the Last Will and
Testament of Herbert Bonner.
For valuable consideration, the parties agree as follows:
1. The ECC leases the SA the described tract of land for a
period of 50 years subject to the following special conditions
concerning the use and term thereof:
a. The land shall only be used for the betterment of
youth and youth activities that are consistent with the aims and
purposes of the Boy Scouts and the Salvation Army and the Last
Will and Testament of Herbert Bonner.
b. The term of the lease shall be for 50 one-year
terms, automatically renewable, but cancellable at the end of
any year's term upon majority vote of the Executive Board of the
East Carolina Council directing notice to the Salvation Army
cancelling such lease. The ECC shall give the SA at least 120
days notice should this year-end cancellation provision be
invoked.
c. The term of the lease shall end immediately if the
SA commits any significant acts which are proven to be in
violation of the Last Will and Testament of Herbert Bonner.
2. Consideration for this lease shall be One Dollar per
year, payable for the entire 50 year term in advance upon the
execution of this Lease Agreement, and the SA agreement to
protect and maintain the tract in a manner consistent with the
surrounding Boy Scout -maintained property and the directives of
the Last Will and Testament of Herbert Bonner.
3. The SA shall have full power to post and protect said
land against all trespassers, and to enforce its control of said
tract through any appropriate legal means. Youth and adult
Scouters of the ECC shall continue to have access to and use of

the tract for non -conflicting Scouting purposes upon direct
notice to and permission of the officer in charge of the SA
Washington Corps. Such Scouting use shall be covered only under
the liability insurance of the Boy Scouts of America, and not
under SA liability insurance, unless Scouters are attending
planned SA functions.
4. The SA may expand its camp facilities onto the
surrounding Scouting land, but any permanent improvements shall
accrue to the benefit of the ECC upon termination of the lease.
The SA may add removable improvements, such as cabins on
temporary foundations, which may be removed from the ECC tract
of land upon termination of the lease.
5. During the term of the lease the ECC shall have the
right, in consultation with the officer in charge of the
Washington Corps of the SA, to cut such timber as it deems
necessary from the tract subject to this lease. Any income
realized therefrom shall belong to the ECC. Any removal of
timber of a major nature, or of a nature that impacts
significantly on the use of the property by the SA shall require
the consent of the officer in charge of the SA Washington Corps.
6. Any changes the SA wishes to make in the property shall
be subject to prior approval by the Properties Committee of the
ECC. Major changes in the land, such as clear cutting a
significant number of trees or digging a major drainage canal,
shall require written approval of the Properties Committee of
the ECC. Minor changes shall also be subject to approval by the
Properties Committee of the ECC, but may be so approved by
direction of the Chairman of the Properties Committee, of the
Council Chief Executive, or by the SA detailing the change
proposal in writing and marling it to the Properties Committee
of the ECC at the ECC main office. If the SA has received no
negative response from the ECC within 30 days of the receipt of
such plans by the SA, then the SA may consider such plans
approved and go forward with its planned minor changes.
7. The SA and the ECC will cooperate wherever possible in
overseeing the tract of land in question and the surrounding
Bonner land to assure the protection of the property and its
appropriate use consistent with the directives of the Will of
Herbert Bonner.

Hannah Bonner and let It go back to the use of the Boys Scouts.
We read the Minutes of your Advisory Board meeting and concur with the, board's

Blounts Creek, Beaufort County, North Carolina. It was received on 25 May 2022, and
appears to be adequate for processing at this time. The projected deadline for making a
decision is 08, August 2022. An additional 75-day review period is provided by law when
such time is necessary to complete the review. If you have not been notified of a final action
by the initial deadline stated above, you should consider the review period extended. Under
those circumstances, this letter will serve as your notice of an extended review. However,
an additional letter will be provided on or about the 75th day. Ashley Grandy Field

If this agency does not render a permit decision within 70 days from 25 May 2022, you
may request a meeting with the Director of the Division of Coastal Management and permit
staff to discuss the status of your project. Such a meeting will be held within five working
days from the receipt of your written request and shall include the property owner,
developer, and project designer/consultant.
NCGS 113A-119(b) requires that Notice of an application be posted at the location of the
proposed development. Enclosed you will find a "Notice of Permit Filing' postcard which
must be posted at the property of your proposed development. You should post this notice
at a conspicuous point along your property where it can be observed from a public road.
Some examples would be: Nailing the notice card to a telephone pole or tree along the road
right-of-way fronting your property, or at a point along the road right-of-way where a private
road would lead one into your property. Failure to post this notice could result in an
incomplete application.

CAMA MAJOR DEVELOPMENT PERMIT
The Department of Environment and Natural Resources hereby gives public notice as
required by N.C.G.S. 113A-119(b) that an application for a development permit in an Area of
Environmental Concern as designated under the Coastal Area Management Act (CAMA) was
received on 25 May 2022. According to the said application submitted by East Carolina Council -
boy Scouts of America proposes to install six 5'xl0' P.W.0 lifts next to their existing pier on the
Pamlico River.
A copy of the entire application may be examined or copied at the office of Kelly Spivey,
District Manager, Washington Regional Office, 943 Washington Square Mall, Washington, NC,
during normal business hours. Public comments received by June 17, 2022 will be considered.
Later comments will be accepted and considered up to the time of permit decision. Project
modifications may occur based on further review and comments. Notice of the permit decision in
this matter will be provided upon written request.
