AEC HAZARD NOTICE

This notice is intended to make you, the applicant, aware
of the special risks and conditions associated with
development in this area, which is subject to natural
hazards such as storms, erosion and currents. The rules of
the Coastal Resources Commission require that you
receive an AEC Hazard Notice and acknowledge that
notice in writing before a permit for development can be
issued.
The Commission'srulesonbuildingstandards,oceanfront
setbacks and dune alteration are designed to minimize,but
not eliminate, property loss from hazards. By granting
permits, the Coastal Resources Commission does not
guarantee the safety of the development and assumes no
liability for future damage to the development.
The best available information, as accepted by the Coastal
Resources Commission, indicates that the annual ocean
erosion rate for the area where your property is located is
feet per year.
The rate was established by careful analysis of aerial
photographs of the coastline taken over the past 50 years.
Studies also indicate that the shoreline could move as
much as feet landward in a major storm.
The flood waters inamajorstorm arepredicted to be about
feet deep in this area.
Preferred oceanfront protection measures are beach
nourishment and relocation of threatened structures.
Hard erosion control structures such as bulkheads,
seawalls, revetments, groins, jetties and breakwaters are
prohibited. Temporary devices, including sand bags, may
be allowed under certain conditions.
This structure shall be relocated or dismantled within two
years of becoming imminently threatened.
The applicant must acknowledge this information and
requirements by signing this notice in the below space.

I acknowledge that the land owner is aware that the proposed development is planned for an area which may be susceptible to
erosion and/or flooding. I acknowledge that the local permit officer has explained to me the particular hazard problems associ-
ated with this lot. This explanation was accompanied by recommendations concerning stabilization and floodproofing tech-
niques.

Description of Project
Filtrexx EdgeSaver System:

Filtrexx FilterSocks will be used in combination with backfill media to create EdgeSaver,
a sustainable, customizable, scalable solution to a challenging area of eroded dunes.
Eroded edges are difficult to re -vegetate because it is hard to establish a solid edge to
assist in the re -vegetation process. Loose products like soil or mulch are commonly
added to edges only to find them eroded or washed away after the first rain. As such, the
EdgeSaver program uses Filtrexx FilterSocks to establish the edge against which
additional backfill can be added, without allowing it to fall, until vegetation can stabilize
the entire area.
Compost used to manufacture FilterSocks for EdgeSaver applications has been known to
provide an excellent growing media for vegetation establishment. By allowing
vegetation to become established prior to the next high water event, the system allows
sediment to become deposited on top of and in vegetation during all subsequent events.
In turn, the vegetation grows through these layers of sediment, establishing sustainability
in a long-term system.
Compost also offers some properties of chemical filtration (binding of metals and
nutrients) and biological filtration (destruction of harmful substances) from the unique
compost media blend contained in the netting materials.
The EdgeSaver system needs to include a good source of vegetation capable of being
established and growing on the banks for a long-term solution. Although turf grasses are
ideal at initial establishment and holding power for the FilterSocks and backfill media
within the system, they should be considered along with other perennial or shrub species
that are available by seed, live cuttings, plugs or stakes. Consideration for future habitat
should include water flow, animals living in area, concerns for spreading of invasive
species, and aesthetic concerns with the surrounding area. Finally, long-term
maintenance should be considered during plant selection stage to ensure that a minimal
maintenance plan over the next several years helps to maintain the sustainable design of
the EdgeSaver system.
Compost: Compost used for the EdgeSaver program shall be weed free and derived from
a well -decomposed source of organic matter. The compost shall be produced using an
aerobic composting process meeting CFR 503 regulations, including time and
temperature data indicating effective weed seed, pathogen and insect larvae kill. The
compost shall be free of any refuse, contaminants or other materials toxic to plant growth.
Non -composted products will not be accepted.

Construction and Installation of Filtrexx FilterSocks: DIVISION OF
COASTAL MANAGEMENT
1. Filtrexx FiIterSocks will be used as a form of containment to create new edges
within existing dune. The FilterSock filler material shall be pneumatically
injected into the FilterSocks and filled on site.
2. Installation of Filtrexx FilterSocks will ensure a continuous sock. When
completing one section of sock filling, the next section shall be `sleeved' over the
first full section by a minimum of at least one -foot overlap. A stake shall be
placed in this overlap section, securing the two sections together.
3. FilterSocks shall be constructed of a knitted mesh material and filled with a
compost product.
4. FilterSocks used for EdgeSaver applications must be seeded during time of
installation to create better anchoring to the soil and surrounding site. The choice
of seed is nearly unlimited by local naturalists should be consulted in seed
selection to assure native plant species prevail and that no invasive species are
introduced. If seed is unavailable, live stakes (live cuttings) or plugs should be
considered as viable alternatives.
5. During installation of FilterSocks, the bottom layer of FilterSocks should be
staked to hold the FilterSocks against existing banks. As vegetation grows in over
time, stakes may be removed or left in for additional support.
Summary:
Total footage of socks is 900 sq. ft. — escarpment graded for placement of socks.
12" biodegradable socks staked against slope and filled with compost.
Socks filled with temporary grass to germinate structure.
Second and fourth socks will be planted with Bitter Panicum, every 12".
Socks staked with 3 — 4 foot wooden stakes.
