I have been hired by William and Laurie Moore of 5 Birch Lane, Southern Shores, NC to extend their existing
bulkhead by an additional 100 linear feet. The new 100 linear & section of bullhead will be located on the
south side of the Moore's property and located approximately 150 linear feet from your property - 7 Birch
Lane. I have enclosed a marked -up Aerial Map showing your property, the Moore's property and the location of
the new bulkhead and a detailed Job Description. The purpose of this letter is to give you notice you of the
proposed Bulkhead construction as you are one of the adjacent riparian property owners. Coastal Area
Management, a division of the NC Department of Environmental Quality, require we give you an opportunity to
view the proposed project and complete their attached Notification and Waiver Form per the instructions
contained therein. Please review this form and fill this form out carefully.
Should there be any objections to this proposal, please send your written comments to Ronald Renaldi, District
Manager, N. C. Division of Coastal Management - Elizabeth City Office, 401 South Griffin Street, Suite 300,
Elizabeth City, NC 27909. You can also contact him by telephone by calling (252) 264-3901. Pleased note that
you must send your objections and/or comments with 30 days of your receipt of this notice. Such comments
will be considered by the Department in reaching a final decision on the application. No comments or response
within 10 days of your receipt of this notice will be considered as no objection. You can also contact me, Jason

I understand that any proposed pier, dock, mooring pilings, boat ramp, breakwater, boathouse, lift, or
groin must be set back a minimum distance of 15from my area of riparian access unless waived by me
(this does not apply to bulkheads or riprap revetments). (If you wish to waive the setback, you must sign
the appropriate blank below.)

JOB DESCRIPTION FOR HEAVY DUTY VINYL BULKHEAD
• Construct a 100 linear foot freestanding heavy duty vinyl bulkhead with a 2-foot tie in.
• Set temporary 4" x 4" posts. Hang a single 6" x 6" 92.5 marine grade salt treated wale onto the
temporary 4" x 4" posts.
• Install a 12' tall Shoreguard SG 425 series vinyl sheet secured to the wale with 3/8" x 3"
galvanized lag bolt and washer. d ..
• Bulkhead to be secured to land using 5/8" x 12' galvanized tiebaci rods set every 5'4"runnng to
a 6" x 6" x 4' deadman.
• Each end of tieback rod will have a galvanized 00 washer. Tie back rods will not be
countersunk into wale.
• A lower 2" x 6" ground contact salt treated band will be set at sane height as the 6" x 6" wale
attached to landside of Shoreguard 425 series sheets with 3/8" carriage bolts.
• At every 5'4", the lower backband, sheet, and wale board v&rill be bolted with 5/8" galvanized
timber bolts.
• 2" x 6" ground contact salt treated band to be installed to installed on landside and waterside of
vinyl sheeting be attached to land side of vinyl sheeting with and attached with 3/8" x 2-1/2"
1galvanized carriage bolts installed every 2 feet.
• 16" wide 2 x 6" ground contact salt treated planks nailed to upper landside and waterside band
with 3/4" MAZI? galvanized spiral gun nails.
• Remove temporary 4" x 4" posts.
• Install (10) 12-cubic yard loads of backfill. Backfill to be graded, and raked out.
• A final cleanup of all areas affected by this project will be performed and remove all
construction related debris.
