COASTAL MANAGEMENT AMA Permit Number
MINOR DEVELOPMENT
PERMIT
as authorized by the State of North Carolina, Department of Environment,
and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statues, "Coastal Area Management
Issued to Wayne and Linda Rowell, authorizing development in Estuarine Shoreline AEC at 10 Asheville
Street (Lot 28, Block 5. Section D) as requested in the permittee's application, dated October 4, 2004. This
permit, issued on October 21, 2004, is subject to compliance with the application and site drawing (where
consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any
violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the permit to
be null and void.
This permit authorizes the enclosure of an existing covered deck on the Northern side of the house and construct open
and covered decking on the Southern side of the residence, as shown on the site plan NO NEW IMPERVIOUS
SURFACE SHALL BE CREATED ON THE NORTHERN SIDE OF THE RESIDENCE INSIDE THE 30,
BUFFER. INSPECTIONS WILL BE MADE ASSURING THIS CONDITION IS MET,
MINOR PERNHT CONDITIONS FOR ESTUARINE SHORELINE AEC'S
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received October 4 2004
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal
regulations, applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-
evaluation and modification of this permit.
(4) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by
effective sedimentation and erosion control measures.
(5) All disturbed areas shall be vegetatively planted and mulched within 30 days of construction completion.
(6) No PORTION of house or covered decks/porches shall encroach into the thirty-foot buffer area from the mean
high water mark.
(7) Before the final inspection, the designing stormwater engineer must certify that the stormwater system was
installed and inspected as per the designing engineers specifications (Ocean Isle Beach Town Ordinance)
(8) Pursuant to 15 NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, or otherwise
disposed of to a third party.
This permit action may be appealed by the permittee or other qualified
persons within twenty (20) days of the issuing date. From the date of an Loral Permit Official (signature)
appeal, any work conducted under this permit must cease until the appe

when the project is inspected for compliance.
Any maintenance work or project modification not covered under this
permit, require further written permit approval.
All work must cease when this permit expires on December 31,

In issuing this permit it is agreed that this project is consistent with the local v

modifications may occur based on
further review and comments. Notice
of the permit decision in this matter
will be provided upon written re-
quest.
