as authorized by the State of North Carolina, Department of Environment,
and Natural Resources and the Coastal Resources Commission for development
in an area of environment concern pursuant to Section 113A-118 of the
General Statues, "Coastal Area Management"
Issued to Mr. Patrick Bradley Southerland, authorizing the removal of an existing residence and construction of a new
single family residence in the ORW shoreline AEC at 410 Loder Avenue, as requested in the permittee's application,
dated November 8, 2004. This permit, issued on December 1, 2004 is subject to compliance with the application and
site drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth
below. Any violation of these terms may subject permittee to a fine, imprisonment or civil action, or may cause the
permit to be null and void.
o A copy of this permit shall be onsite for regulatory inspection.
o No sediment or building materials can be allowed to enter the marsh grasses or waters.
Silt fence is or other protective barrier(s) must be placed and maintained between the
disturbed area and any 404 wetlands or coastal wetlands, to keep sediment from
entering those areas.
❑ An undisturbed buffer zone of at least thirty feet from the mean high water (normal water
line) must be maintained at all times.
❑ All proposed development and associated construction must be done in accordance with the
permitted workplat drawings as submitted.
o All construction must conform to the NC Building Code requirements and all other local,
State and Federal requirements.
❑ Any changes or changes in the plans for development, construction or land use activities will
require a reevaluation and modification of this permit.
❑ The amount of impervious surface areas shall be limited to no more than 25% of the 575'
Area of Environmental Concern area of the land to be developed; in this case 4.930 sq. 8.
❑ No filling or development within the Federally regulated 404 wetlands is authorized.
❑ No impermeable surface shall be allowed over any functional part of the septic tank system.
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date. From
the date of an appeal, any work conducted under this permit must
cease until the appeal is resolved.
This permit must be on the project site and accessible to the permit
officer when the project is inspected for compliance.
Any maintenance work or project modification not covered under
this permit, require further written permit approval.
All work must cease when this permit expires on
December 31, 2007.
In issuing this permit it is agreed that this project is consistent with
the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without the
written approval of the Division of Coastal Management.

Thanks for reviewing my CAMA Permit Application. Enclosed, you will hopefully find'FiyT
everything you need. I thought it might be helpful to write a cover letter explaining my plans.
In early January 2005, we plan to donate our existing home to Cape Fear Habitat For Humanity.
In order to remove our home, we will need to remove about 5 myrtle plants that we have planted
along our driveway, along with removing a portion of our wooden fence to get the home out into
the road. Once the home is removed, we plan to immediately begin construction of a new home.
We plan to maintain our existing landscaping and driveway, but do plan to raise our foundation
by 2 to 3 feet underneath the new home.
Enclosed, you will find a check for $100, the Permit Application, two copies of the drawings of
the new house, copies of the letters to my neighbors, an attachment from my deed illustrating
that we own the ten foot easement attached to our property and a survey illustrating the existing
home and new home. S
We would also like to become eligible for the Increased Cost of Compliance (ICC) that' is
available to homeowners who improve their properties regarding continuous flood claims.

as authorized by the State of North Carolina, Department of Environment,
and Natural Resources and the Coastal Resources Commission for development
In an area of environment concern pursuant to Section 113A-118 of the
General Statues, "Coastal Area Management"
Issued to Mr. Patrick Bradley Southerland, authorizing the construction of a new single family residence, the removal of
a driveway to a width of 10 feet, with a 33' x 30' parking area, construct a retaining wall, and add fill material, in the
ORW shoreline AEC at 410 Loder Avenue, as requested in the permittee's application, dated November 8, 2004. This
permit, issued on May 16, 2005 is subject to compliance with the application and site drawing (where consistent with the
permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may
subject permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
❑ This modification per site plan revised May 3, 2005.
❑ A copy of this permit shall be onsite for regulatory inspection.
❑ No sediment or building materials can be allowed to enter the marsh grasses or waters.
Silt fence is or other protective barrier(s) must be placed and maintained between the
disturbed area and any 404 wetlands or coastal wetlands, to keep sediment from
entering those areas.
❑ An undisturbed buffer zone of at least thirty feet from the mean high water (normal water
line) must be maintained at all times.
❑ All proposed development and associated construction must be done in accordance with the
permitted workplat'drawings as submitted.
o All construction must conform to the NC Building Code requirements and all other local,
State and Federal requirements.
❑ Any changes or changes in the plans for development, construction or land use activities will
require a reevaluation and modification of this permit.
❑ The amount of impervious surface areas shall be limited to no more than 25% of the 575'
Area of Environmental Concern area of the land to be developed; in this case 4.930 sq. ft.
❑ No filling or development within the Federally regulated 404 wetlands is authorized.
❑ No impermeable surface shall be allowed over any functional part of the septic tank system.
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date. From
the date of an appeal, any work conducted under this permit must
cease until the appeal is resolved.
This permit must be on the project site and accessible to the permit
officer when the project is inspected for compliance.
Any maintenance work or project modification not covered under
this permit, require further written permit approval.
All work must cease when this permit expires on
December 31, 2007.
In issuing this permit it is agreed that this project is consistent with
the local Land Use Plan and all applicable ordinances.
This permit may not be transferred to another party without the
written approval of the Division of Coastal Management.
