(8) All disturbed areas shall be vegetatively planted and mulched within fourteen days of construction completion. (10) Pursuant to 15 NCAC, Subchapter 7J.0406(b), this permit may not be assigned, transferred, sold or otherwise disposed of to a third -party unless done so by the Director of the Division of Coastal Management.
