To whom it may concern,
As the property owner and resident of 186 Whites Neck Lane, I have concerns about the proposed work and
drawing provided at Mrs. Settles' property and object to the proposal based on the following grounds.
1) The proposed drawing does not specify specifics of the installation like riprap slope, height, or
appropriate filter fabric. Hopefully these items are covered in her permit application so that the
finished product will be properly installed.
2) 1 am concerned with the use of riprap in this application for several reasons
a) The neighboring parcels have wooden bulkheads. How does Mrs. Settles intend to tie her riprap
into these without creating an area more prone to erosion?
b) Riprap will cause an increase in snake habitat, more specifically water moccasins, which we have
plenty of. All of us use the areas immediately adjacent including small children. Riprap will
collect debris and rotten aquatic vegetation, creating a smelly odor. This can make even properly
installed riprap an eyesore.
c) I realize that riprap can be a very suitable method for shoreline protection, but I believe that in a
residential setting, wood or another vertical retaining wall bulkhead would be better. This is
especially true when everyone else has or had the latter, including Mrs Settles.
I hope that whatever Mrs. Settles has in place currently is not the finished product. The riprap was recently
incorrectly installed, is constantly failing and is an eyesore. For all of the reasons listed above, I do not believe
riprap is best suited in this application. Please let me know if we can discuss further.

Dear Mr. Corbett,
I am confused as to why Mrs. Settles is seeking a permit for this work since the riprap was recently installed. If
the intent is to acquire the permit now after the work, I have several concerns about the slope, installation
and aesthetics of the newly installed riprap. The riprap was not installed properly and simply piled on, around
and in between 2 failing wooden bulkhead systems. There was no filter fabric behind it and it was stacked at a
steep slope that has, and will continue to fail. I would like to hope that what Mrs. Settles currently has
installed is not the finished product that she intends to keep.
If the intent of this letter is to reinstall the riprap or improve her shoreline, I have several concerns listed
below.
1) Does The NC Division of Coastal Management require an engineered design for a riprap shoreline
protection permit? If so, some of the concerns below regarding the method of installation will not be
relevant.
2) The drawing attached does not specify how Mrs. Settles intends to tie her riprap into the neighboring
wooden bulkheads to prevent weak areas in the shoreline that will be prone to future erosion.
3) The drawing does not specify the slope of the proposed riprap. Will the slope stay steep to continue to
allow failure? Or will it be 1:1 to allow for a more permanent remedy?
4) Will the proposed riprap installation be held subject to any sort of standard or code such as proper
backing or geotextile fabric to prevent the migration of sand and sediment through the riprap? This is
especially concerning to me since I know there is a septic field at the residence within 30' of the
proposed riprap.
5) The proposed riprap is a material not consistent with neighboring properties. I believe that it is better
to match the material adjacent to a site for uniformity and a better and more resistant tie in. Mrs.
Settle's property, as well as her neighbors' properties have utilized wooden bulkheads for shoreline
protection for the past 50 years.
6) I'm also concerned about the more inviting habitat for snakes that the riprap creates as I have 2 dogs
and 3 young children that do and will continue to swim in the sound at my house as they grow up and
reside here over the next 15 years.
7) The drawing does not specify a height for the shoreline protection. Whatever the method of shoreline
hardening that Mrs. Settles is permitted to use, I would hope that it is consistent with the grade of the
existing yard and not be an obstruction to anyone's view.
I appreciate you taking the time to read this letter and I welcome any further discussion. I do not wish to
hinder Mrs. Settles ability to protect her home and property, but I believe that the method and material to do
so should be reconsidered for many of the reasons listed above. If The NC Division of Coastal Management
wishes to allow riprap to be used in this application, I at least request that the slope, installation method
(proper backing), grade and tie ins be clarified and considered further to get the best finished product for Mrs.
Settles and her neighbors.

Under the Coastal Area Management Act (CAMA), the Coastal Resources Commission (CRC) has established Rules
for General Permits for this type of development that are found in 15A NCAC 07H.1100.
The Division of Coastal Management has reviewed your objection, along with all aspects of this development
proposal for consistency with the aforementioned Rules, which describe the CRC's standards and guidelines for this
type of development. Our review of the proposed development has found it to be consistent with the Rules of the
CRC and the State's Coastal Management Program, and that all pre -requisites have been satisfied. Therefore, the
Division of Coastal Management issued General Permit #86556A on June 17, 2022 (copy attached) for the proposed
development.
If you wish to appeal this permit decision, you must file a Third Party Hearing Request Form with the Director of the
Division of Coastal Management within 20 days of the permit issuance date. If you choose to pursue an appeal,
please contact this office so that we can provide you with the appropriate forms and addresses.
