Issued to VCC Inc., authorizing development in the Estuarine Shoreline (AEC) at 136 Seagull Drive , in Holden Beach,
and NC, as requested in the permittee's application, dated received December 17, 2019. The permit was issued on
December 31, 2019, is subject to compliance with the application and site drawing (where consistent with the permit), all
applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permiltee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: CONSTRUCT A SINGLE FAMILY STRUCTURE, IN GROUND POOL WITH 600 SQUARE FEET
OF CONCRETE DECKING, GRAVEL DRIVEWAY AND STORMWATER RETENTION DITCHES.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat drawings(s)
dated 12-11.2019 and signed by Everett G. Graham.
(2) All construction must conform to the N.C. Building Code requirements and all other local, Stale and Federal regulations,
applicable local ordinances and FEMA Flood Regulations,
(3) Any change or changes in the plans for development, construction, or land use activities krill require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at 910-842.6080 for a final Inspection at
This permit action may be appealed by the penniltee or other quakfied persons
lhthin twenty (20) days of the Issuing date. This permit must be on the prged
site and accessible to the permit officer Aen the protect Is Inspected for
compliance. Any maintenance work or protect modification not covered under
this permit, require further written permit approval. All work must cease when this
permit expires on:
DECEMBER31,2022

(5) The amount of Impervious surface shall not exceed 30% of the lot area within 75 feet of mean high water. In this
case there will be 1,593 square feet within the 75 foot (Estuarine Shoreline Area of Environmental Concern).
(6) Unless specifically allowed In 15A NCAC 07H. 0209(d)(10) and shown on the permitted plan drawing, all
development/construction including the overhangs shall be located a distance of 30 feet landward of normal high
water.
(7) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by
effective sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier line of
filter cloth must be Installed between the land disturbing activity and the adjacent marsh, coastal
wetlands or 404 wetlands, or water areas until such time as the area has been properly stabilized with a
vegetative cover.
(8) No grading Is permitted within the 30' buffer from the normal high water, must be contoured to prevent additional
stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized and must remain
In a vegetated state.
(9) All other disturbed areas shall be vegetatively stabilized' (planted and mulched) within 14 days of
construction completion.
(10) Town ordinance states I part that the primary Intent of these regulations is to satisfactorily control stormwater on
an Individual parcels of land and to control runoff onto adjacent property, or water Induces soil erosion in any
form. To control surface water runoff within property boundaries and not drained onto adjacent areas, both
private and public.
(11) Areas below the structure which are below the lowest floor shall not be designed or used for human habitation,
but shall only be used for parking of vehicles, building access or limited storage of maintenance equipment. used
In connection with the premises and shall be constructed with break a way walls and flood vents in accordance
with FEMA rules and regulations.
(12) The swimming pool may bo placed In the ground, maximum concrete proposed and approved is 600 square feet.
(13) The concrete slab is proposed at an elevation of 5.0.
(14) Town ordinance requires ail new structures to meet both A and V Zone standards for construction.
Breakaway walls and flood vents meeting both standards are required.
(15) The (4) accessible 9'x20' parking spaces shall remain for the life of the structure. Required by town ordinance.
(16) The pool concrete decking shall flow into the stormwater retention ditches as designed by the engineer, no. runoff
allowed Into the marsh, coastal wetlands, 404 wetland area or public road (street):
