Statement of Compliance and Consistency
This permit is subject to compliance with this application and permit conditions. Any violation of these terms may'
subject the permittee to a fine or criminal or civil action; and may cause the permit to become null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for
compliance. The applicant certifies by signing this permit that: 1) prior to undertaking any activities authorized by this
permit, the applicant will confer with appropriate local authorities to confirm that this project is consistent with the
local land use plan and all local ordinances, and 2) a written statement from the adjacent riparian property owner(s)
has been obtained, or proof of delivery of certified mail notification of the adjacent riparian property owner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

This letter is in response to your correspondence, which was received by the N.C. Division
of Coastal Management on April 4, 2022, regarding your concerns about the proposed
development by Devinn Geeson, at property located at 359 Dogwood Lane, adjacent to the
AIWW and Topsail Sound, in Hampstead, NC. The project consists of the installation of a
pier, fixed platform; floating dock and boatlift. Based on consistency with the Rule
requirements outlined in 15A NCAC 07H .1200 GENERAL PERMIT FOR CONSTRUCTION OF
PIER AND DOCKING FACILITIES. IN ESTUARINE AND PUBLIC TRUST WATERS AND OCEAN
HAZARD AREAS, a permit has been issued to authorize the development. I have enclosed a
copy of the permit, as well as the relevant statutes.
If you wish to contest our decision to issue this permit, you may file a request for a Third
Party Appeal. The Chairman of the Coastal Resources Commission will consider each case
and determine whether to grant your request to file fora Contested Case Hearing. The
hearing request must be filed with the Director, Division of Coastal Management, in writing
and must be received within twenty (20) days of the permit decision. I have enclosed the
applicable forms and instructions that must be filed prior to that deadline. Please contact
