FACTS
1. The Town of Morehead City (hereinafter the "Town") is located in Carteret County
and is bounded by e thNewport River to the north and east, Bogue Sound to the south, and the
Town of Newport and unincorporated areas of Carteret County to the west.
2. The Core Land Use Plan was certified by the Coastal Resources Commission
(CRC) onSeptember 28, 2007. The plan has had three previous amendments certified, May 21,
p
2018, July 18, 2019, and August 3, 2021.
3. The Town is re qnesting. the certification of the fourth amendment to their Core Land
Use Plan. The Town is seeking certification of map amendments to make two rezonings consistent
with the Future Land Use Map (hereinafter the "FLUM"). The Town rezoned the northern portion
of 103 and 105 Gloria Dawn (Tax PIN 636610278070000) and one unaddressed parcel (Tax PIN
636610276160000) from Industrial (I) to Highway Commercial (CH), changing the FLUM
Classification from Low Density Residential and General Commercial to solely General
Commercial. The Town rezoned 500 Friendly Rd (Tax PIN # 637613146870000) from Medical
Arts -Conditional Zoning (MA -CZ) and Residential Multifamily -Conditional Zoning to
Residential Multifamily (RMF), changing the FLUM Classification from Low Density Residential
to High Density Residential.
4. The Town Council of the Town of Morehead City held two duly advertised public
hearings to consider the proposed amendments to their Core Land Use Plan and by resolution

approved the amendments on March 8, 2022, and April 12, 2022, respectively. The public had the
opportunity to provide written comments on the plan up to thirty (30) calendar days after local
adoption. No public comments were received.
CONCLUSIONS OF LAW
1. The amendment to the Town's Core Land Use Plan has met the substantive
requirements outlined within the 15A NCAC 7B Land Use Plan Guidelines.
2. There are no conflicts evident in the amendment to the Town's Core Land Use Plan
with either state or federal law or the State's Coastal Management Program.
3. The elected body of the Town of Morehead City made a final decision on the
contents of the Amended Core Land Use Plan and provided opportunity for the public to provide
written comment following local adoption of the plan, as required by N.C.G.S. § 113A-110 and
15A NCAC 7B .0801 and .0802, and the Town of Morehead City's Amended Core Land Use Plan
was submitted to the NC Division of Coastal Management without written objection or comment
from the public.
DECISION
For the reasons stated herein, the Town of Morehead City's request for certification of
the fourth amendment to itheir Core Land Use Plan is GRANTED.

WHEREAS, the Town of Morehead City desires to amend its Core Land Use Plan,
specifically, its Future Land Use Map as shown on page 104; and
WHEREAS, the Core Land Use Plan currently shows 15.868 acres located at 500 Friendly
Road and an adjacent unaddressed parcel (more specifically identified as Tax PIN 637613242798000
& 637613146870000) as Low Density Residential on the Future Land Use Map; and
WHEREAS, the Town of Morehead City desires to amend the Core Land Use Plan to identify

from Low Density Residential to High Density Residential; and
WHEREAS, on March 15, 2022, the Planning Board recommended approval of the request for
rezoning and amendment of the Future Land Use Map of the Morehead City Core Land Use Plan from
Low Density Residential to High Density Residential for the property located at 500 Friendly Road
and an adjacent parcel from Medical Arts — Conditional Zoning (MA -CZ) and Residential Multifamily
— Conditional Zoning (RMF-CZ) to Residential Multifamily (RMF); and.
WHEREAS, the Town of Morehead City conducted a public hearing which was advertised on
January 30, 2022 which is at least 30 days prior to the public hearing; and
WHEREAS, at the Meeting on April 12, 2022 the Town Council of the Town of Morehead
City, North Carolina found the draft amendment to be consistent / inconsistent with the Town of
Morehead City's desired version for the future and approved / denied to adopt the draft amendment;
and
WHEREAS, the adopted draft amendment will be submitted as required by State law to the
District Planner for the Division of Coastal Management under the North Carolina Department of
Environmental Quality and forwarded to the Coastal Resources Commission; and
WHEREAS, a review of the adopted draft amendment by the Director of the NC Division of
Coastal Management will be undertaken, and the Director will then certify the draft amendment.
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Morehead
City, North Carolina, that the Future Land Use Map contained on page 104 of the Morehead City Core
Land Use Plan be amended / disallowed as follows:
Amend 15.868 acres located at 500 Friendly Road and an adjacent unaddressed parcel (more
specifically identified as Tax PIN 637613242798000 & 637613146870000) shown on the Future Land

The Honorable Council of the Town of Morehead City held the Regular monthly meeting
on Tuesday, March 8, 2022, in the Council Chambers at City Hall located at 1100 Bridges Street,
Morehead City, North Carolina.
COUNCIL PRESENT: Mayor Gerald A. Jones, Jr.; Councilmembers George Ballou,
David Horton, William Taylor, Harvey Walker, and Diane
Warrender.

Mayor Jones called the Regular meeting of the Morehead City Town Council to order at
5:30 p.m. with a quorum present. Councilmember Ballou gave the invocation and Mayor Jones
led the Pledge of Allegiance.
PRESENTATIONS/RECOGNITIONS
Presentation by the US Motto Action Committee
Mr. Rick Lanier of the US Motto Action Committee presented a proposal for placing
the words "In God We Trust' on city owned buildings. The US Motto Action Committee was
formed to promote patriotism and to encourage government entities to display the national
motto, "In God We Trust," on their public buildings. Mr. Lanier shared some history about
the motto and failed efforts to block such displays. He explained that the cost of such displays
is paid by private donations. Mayor Jones thanked Mr. Lanier for his presentation and stated
that the Council would take some time to consider the idea and would be in contact with him
later.
CONSENT AGENDA ITEMS
Mayor Jones asked if there were any questions concerning the Consent Agenda items.
Hearing none, Councilmember Taylor made a motion to approve the Consent Agenda as
presented. Councilmember Walker seconded and the motion carried unanimously. (5-0)

N. Adopt Resolution 2022-R-2018 in support of the Eastern Carolina Council of
Governments as presented.
O. Adopt Budget Ordinance Amendment 2022-09 and Governmental Capital Project
Budget Ordinance Amendment 2022-10 authorizing the purchase of a Cub Cadet mower
as recommended by the Parks and Recreation Committee.
All above noted ordinances are fled in Ordinance Book #9. Resolutions are attached to and
made apart of the minutes herein.
PUBLIC HEARINGS
Consider Rezoning Request for 201 Arendell Street
Planning Director Sandi Watkins appeared before the Town Council to introduce
Ordinance 2022-0-01 approving the request submitted by Linda Staab of Local Gov Navigators,
LLC., on behalf of Bogue Holdings, LLC to rezone 201 Arendell Street (Tax Pin
#638620906883000) from PM (Port Maritime) District to DB (Downtown Business) District and
Resolution 2022-R-02 of Plan Consistency.
Surrounding zoning classifications include DB (Downtown Business) to the west and
PM (Port Maritime) to the east. Adjacent land use consists of Portside Marina to the west and
the North Carolina Port to the east. Currently there is an office on the site that was previously
used as fuel services by JM Davis Industries, Inc.
The Planning Board recommended approval of the rezoning request by majority vote (6-
1, Smith opposed) at their February 16, 2022 meeting. Nathan Chambers made the motion and
Glenn Curtis seconded. The Planning Board found the request to be generally consistent with
the Land Use Plan, reasonable, and in the public's interest A copy of the Planning Board
Resolution of Land Use Plan Consistency & Reasonableness Statement was included in this
meeting's packet for review.

Notice of this public hearing was mailed to owners of the adjacent properties, and it was
advertised twice in the Carteret County News Times on February 20, 2022 and February 27,
2022.
At this time, Mayor Jones opened the public hearing inviting anyone who would like to
speak in favor of or in opposition to the proposed zoning request to do so.
PUBLIC COMMENTS
Linda Staab, 904 East Drive; Ms. Staab stated that the Planning Board raised questions
about the port. Since that time, she contacted the Port who reported that they had no concerns
with the request.
There being no other requests to speak, Mayor Jones closed the public hearing.
Councilmember Taylor made a motion to adopt Ordinance 2022-0-01, approving
request to rezone 201 Arendell Street (Tax Pin #638620906883000) from PM (Port
Maritime) District to DB (Downtown Business) District, and Resolution 2022-R-02 of Plan
Consistency in accordance with NCGS 160D-605 for Map Amendment. Councilmember
Horton seconded and the motion carried unanimously. (5-0)

made apart of the minutes herein.
Consider Request to Revise the Sketch Development for 901 & 909 Shepard Street
Planning Director Sandi Watkins introduced the request submitted by A -Team
Enterprises, LLC, on behalf of Dockyard, LLC and Faith Anne Eure Matthews GST Exemption
Trust to revise the Sketch Development Plan for 901 and 909 Shepard Street by reducing the
units for a proposed residential maximum of twenty-five (25) unit townhome development with
accessory uses, recreation use outdoor (marina), and signage to be located at 901 Shepard Street
(Tax PIN #638619605660000) and 909 Shepard Street (Tax PIN #638619603566000) and zoned
PD (Planned Development District).
Ms. Watkins reported that the primary differences between the approved and proposed
sketch plans was a reduction in density and parking places, and a proposed change in
ingress/egress points. The request was being presented to the Council due to the change in
density. The previous Sketch Plan was approved with 12.32 units per acre and the revised plan
show 10.29 units per acre. The number of parking spaces has been reduced from 73 to 55 spaces.
The primary ingress/egress is now shown to be from Shepard Street with only Lots I and 9
having access from 90' and 101 streets, and these are shown to have direct access into the garage
areas as required. The amount of usable and unusable open space, and the structure height will
remain the same. A side -by -side comparison of the site plans was displayed.
On February 16, 2022, the Planning Board recommended approval of the Sketch
Development Plan revision by majority vote (4-2 with 1 abstention, Smith and Gaskill were
opposed) with Nathan Chambers making the motion and Matt Johnson seconding. The request
was found to be generally consistent with the Land Use Plan, reasonable, and in the public's
interest. A copy of the Planning Board Resolution of Land Use Plan Consistency &
Reasonableness Statement was included in this meeting's packet for review.
Notice of this public hearing was mailed to property owners of adjacent properties, and
it was advertised twice in the Carteret County News Times on February 20, 2022 and February
27, 2022.
City Attorney Derrick Taylor confirmed that the previously approved sketch plan will
stand if the revised plan is not approved.

Ron Cullipher, The Cullipher Group, 151A Highway 24: Mr. Cullipher stated that
the planwas revised based on concerns expressed about exits onto 10' and 9t i streets and parking
at the November 9, 2021 meeting.
Councilmember Taylor asked about what impact the development might have in regard
to king tides. Mr. Cullipher stated that the development will not reduce the impact of king tides
in the area, but they will take steps to mitigate runoff by using sheet flow to move runoff to the
sound and by decreasing the amount of impervious surface.
James Boyd, 906 Shepard Street: Mr. Boyd stated that his main concern was with the
amount of house being placed on a small amount of land and the shortage of parking. He asked
the Town Council to consider changing the adjacent portion of Shepard Street to one-way traffic
headed east and moving the on -street parking to the north side of Shepard Street to accommodate
the existing residents in this area. He also asked that the Council to consider adding a bandstand
at Katherine Davis Park (KDP) so that the evening concerts can be relocated to KDP to relieve
traffic and parking congestion in this area. In response to a question, Mr. Boyd agreed that
moving the parking to the north side of the street while keeping two-way traffic would still be
beneficial.
Caroline Buchanan,1008 Shepard Street: Ms. Buchanan stated that she submitted her
formal complaint in advance of this meeting. She continued saying that she has spoken against
this development three (3) times and each time, the developers and investors changed, and the
plans do not improve. She said pressure is on our community to preserve our livelihood from
major traffic jams and private property signs, and to ensure continual access to views of the
Crystal Coast's natural beauty, and the ability to continue hosting annual community events. Ms.
Buchanan stated that citizens want to see the downtown thrive; they want to see the old
Harborview Towers renovated and made functional; and they want to see other businesses and
amenities added that will enhance the community environment.
Mike Thomas, 908 Shepard Street: Mr. Thomas gave a presentation focused on the
Town of Morehead City's Unified Development Ordinance Section 4.2.1, Public Access to
Public Trust Waters, Policy 1, which reads "It is the policy of the Town of Morehead City to
ensure a variety of opportunities for access to public trust waters to all segments of the
community, including persons with disabilities." It was his opinion that this development
conflicts with this ordinance in that it is diminishing the views of the already established homes
and reduces public parking, which will subsequently have an impact on the annual community
events. Mr. Thomas anticipates that the overflow parking for the development will consume
additional parking in the parking areas at the end of South 9' and 100' Streets.
In response to a question, he did not think changing the flow of traffic or changing the
parking from one side of the street to another would make a significant difference.
Paula Hoffman, 907 Shepard Street: Ms. Hoffinan read the letter she submitted in
opposition to the development and included as part of the meeting packet. In her letter, she cites
concerns with area flooding, the inadequacy of the current stormwater system, and insufficient
parking. It is her belief that this development will exacerbate worsen the already existing
problems and asked that the Town Council require the project to have a stormwater plan for the
property.
There being no other requests to speak, Mayor Jones closed the public hearing.
Councilmember Horton stated that under the current zoning, the owner could build a
huge boat storage facility on the property or other commercial businesses. It was his opinion
that this development will have less of an impact on the area than a commercial development.
Councilmember Warrender advised that the developers will be required to obtain a
stormwater permit from the State.
Councilmember Horton made a motion to adopt Ordinance 2022-0-05, revising the
Sketch Development Plan by reducing the units for a proposed residential maximum of
twenty-five (25) unit townhome development with accessory uses, recreation use outdoor
(marina), and signne to be located at 901 Shepard Street (Tax PIN #638619605660000)

Development District), and Resolution 2022-R-08 of Plan Consistency in accordance with

Consider Request to Rezone 101,103,105 Gloria Dawn and Three Unaddressed Parcels
Mayor Jones stated that the Town Council would now consider adoption of Ordinance
2022-0-03 and Resolution 2022-R-06 of Plan Consistency and opened the public hearing
inviting anyone who would like to speak in favor of or in opposition to the proposed zoning
request to do so.
Planning Director Sandi Watkins reported that Matthew Johnson of Bridges Park 1, LLC,
has submitted a request to rezone 5.7 acres identified as 101, 103, 105 Gloria Dawn and three
(3) unaddressed parcels (TAX PIN #636610268869000, 636610268778000, 636610266874000,
636610276160000, and 636610278070000) from I (Industrial) District to CH (Highway
Commercial) District. Four (4) of the parcels are undeveloped and 103 and 105 Gloria Dawn
contain office buildings. Since the Planning Board meeting, staff received information from a
local non-profit that the property contains a cemetery.
Surrounding zoning classifications include I (Industrial) to the west, north, and east and
CH (Highway Commercial) to the south. The parcels are in Neighborhood 8 of the Core Land Use
Plan and are classified as General Commercial on the Future Land Use Map with the exception
that portions of the two northernmost parcels are classified as both General Commercial and Low
Density Residential. The CH (Highway Commercial) District is generally inconsistent with the
Future Land Use Map classification of Low Density Residential. Therefore, if the property is
rezoned, an amendment to the Core Land Use Plan appears to be required to change this property
from Low Density Residential to High Density Residential on the Future Land Use Map.
On February 16, 2022, the Planning Board unanimously recommended approval of the
rezoning request and land use plan amendment with Andrea Smith making the motion and
Nathan Chambers seconding. The Planning Board found the request to be reasonably consistent
with the Land Use Plan, reasonable, and in the public's interest. A copy of the Planning Board
Resolution of Land Use Plan Consistency & Reasonableness Statement was included in this
meeting's packet for review.
Notice of this public hearing was mailed to owners of adjacent properties, and it was
advertised twice in the Carteret County News Times on February 20, 2022 and February 27,
2022.
After some conversation regarding the cemetery, Mayor Jones stated that this was not
applicable to the rezoning request but would be addressed if the land was disturbed.
PUBLIC COMMENTS
Matt Johnson, 2917 Dogwood Lane: Speaking on behalf of the applicant, Mr. Johnson
stated that they felt the land location is consistent with Commercial Highway and other
surrounding property uses. Combining the parcels makes them more usable for commercial
businesses. None of these properties have been used for residential purposes. They were also
made aware that there may be two (2) cemeteries on the property and have solicited the assistance
of a surveyor and engineer to help locate them. It is believed that they are located north of
Business Drive and outside of the boundaries of these parcels.
Councilmember Ballou asked if they would work to preserve the cemetery if found. He
confirmed that they would.
Councilmember Horton asked if they were considering annexing into the city limits. He

Mayor Jones introduced consideration of amending the Core Land Use Plan changing the
northern portion of 103 and 105 Gloria Dawn Road and one unaddressed parcel currently shown
on the future Land Use Plan as low density residential to General Commercial and opened the
public hearing inviting anyone who would like to speak in favor of or in opposition to amending
the Plan to come forward.
Planning Director Sandi Watkins stated that the northern portion of 103 and 105 Gloria
Dawn Road and one unaddressed parcel is shown as Low Density Residential on Land Use Map
and Resolution 2022-R-07 would change the parcels to General Commercial. Following
adoption, the map will be submitted to the Coast Resources Commission for certification.
As required, copies of the public hearing notice were delivered to the Special Proceedings
Clerk and the Clerk in the Civil Proceedings' office, as well as being posted on the "Other Legal
Notices" bulletin board in the Clerk of Court Hallway, and on the Town of Morehead City
bulletin boards in City Hall. In addition, the notice was published in the Carteret County News
Times on Wednesday, February 2, 2022.

OLD BUSINESS
Consider Purchase of Three Ram 1500 Trucks
City Manager Ryan Eggleston stated that the Town Council referred this item back to the
Public Safety Committee at their February meeting. The Public Safety Committee discussed the
request and recommended approval of the purchase.
Police Chief David Kelly explained that two (2) of the (3) requested RAM 1500 trucks
were approved and included in the FY 2021-2022 budget, but price increases for the approved
ten (10) Dodge Durangos consumed most of the funds allocated toward the purchase of these
trucks. The Department desires to purchase a third truck, that is now available, in advance of
the FY 2022-2023 budget due to the delayed delivery issues that are being experienced. This
truck will replace the 2011 Chevrolet Caprice that is slated for replacement in the next budget
cycle. The additional amount needed to purchase and upfit the vehicles is $62,320. In addition,
the Department is asking for an additional $3,100 for the boat motor purchase. The overage on
the boat motor is due to having to purchase a higher priced Mercury motor because the budgeted
Yamaha motor is no longer available. Salaries surpluses will cover all but the $3,100, which is
proposed to come from the Contingency Fund.
Councilmember Taylor asked why these trucks were not ordered immediately after the
budget adoption when the Durangos were ordered. Mr. Eggleston explained that the
manufacturer was not accepting orders for these trucks at that time due to part limitations affected
by COVID 19.
Councilmember Warrender made a motion to adopt Budget Ordinance Amendment
2022-11 and Governmental Capital Proiect Budget Ordinance Amendment 2022-12 to
allocate the funds for the purchase. Councilmember Taylor seconded and the motion carried
unanimously. (5-0)

NEW BUSINESS
Consider Purchase of Pierce Custom Aerial Tower Truck
Fire Chief Courtney Wade appeared before the Town Council to request approval to
order a Pierce Custom Aerial Tower truck with an Enforcer Cab in advance of the FY2022-2023
budget, when it is scheduled for purchase, due to rapidly rising prices. The request was reviewed
by the Public Safety Committee who recommended approval of the purchase. The cost of the
truck is $1,832,000. Currently, there is $300,000 in the Capital Project Fund for this purchase.
Funding would have to be identified for the remaining $1.5 million.
Chief Wade explained the selection process that began with the implementation of a
Truck Selection Committee that explored the necessary criteria and available products. They
visited three (3) different manufacturers and identified the Pierce truck as the ideal truck for
Morehead City. The specification for this truck was used to develop a bid package. In August
2021, the original quote was for $1.4 million with a 15-month lead time. Since that time, there
have been multiple prices increases:

October 1, 2021 $1.6 million 15-month lead time
November 1, 2021 + $65,290 (4% surcharge) 18-month lead time

Following the February increase, the Committee contacted all vendors to determine price
increases. All showed increases of 22-26%, with Pierce having the lowest amount of increase.
Recently, staff was notified that another 7% ($129,500) manufacturing and materials increase
will be applied on May 1, 2022. The lead time will remain at 22-months; however, this will
extend to 24-months in July 2022.
Pierce Custom is offering a discount if the total cost is paid when purchased, which would
reduce the price to $1,797,641. However, there is no requirement to prepay or provide a deposit.
Councilmember Taylor shared that the Public Safety Committee recommended that the
purchase be made before another price increase is applied. Following the committee meeting,
he received several calls from council members asking that consideration be delayed until after
PBMares completes the cost -sharing analysis, allowing them to determine what portion of the
cost should be paid by Carteret County.
Chief Wade stated that the current quote expires on March 16, 2022, but he would contact
the vendor to see if it could be extended until April 29, 2022. Noting that the County's Fire
reserve was $388,673 as of March 1, 2022, Council was hopeful that they would allocate a
significant portion of these funds towards the purchase of the truck.
Councilmember Horton stated that he is 100% ready to purchase the truck and believed
that the full Council agrees that the truck is needed. However, he felt strongly that they should
wait on the study to determine what percentage of cost should be requested from the County.
Finance Director Jewel Lasater confirmed that under the City's contract with Carteret County,
they are only obligated to share funds available in the reserve.
Councilmember Walker made a motion to table until April 29, 2022 and then
Purchase. Councilmember Ballou seconded and the motion carried unanimously. (5-0) Mr.
Eggleston was asked to see if this purchase could be made from ARP Funds.
Consider Purchase of New Christmas Lights for Arendell and Evans Streets
Public Services Director Daniel Williams appeared before the Town Council to present,
a proposal for replacing the city's Christmas lights on Arendell Street and Evans Street. He
proposed Christmas themed lights to be mounted along Arendell Street and nautical themed
lights to be mounted along Evans Street. The estimated total for the lights is $32,300. Staff is
presenting the request ahead of the FY 2022-2023 due to the delayed delivery issues and the
desire to receive them before Christmas 2022.
The Public Services Committee reviewed the proposal and recommended approval of the
lights as proposed. The city should receive the lights by the end of November if ordered by
March 22, 2022.
After a discussion about the choice of light styles, Councilmember Ballou made a motion
to purchase candy canes and Christmas Tree lights for Arendell Street and anchor lights
only for Evans Street as Provided for under Budget Ordinance Amendment 2022-13 and
Governmental Capital Proiect Budget Ordinance Amendment 2022-14. Councilmember
Taylor seconded and the motion carried unanimously. (5-0)

Parks and Recreation Director Jerry Riggs appeared before the Town Council to present
Resolution 2022-R-19, authorizing Riverfront Sports and Entertainment Group, Inc. (Morehead
Marlins) to conduct two (2) firework shows at Big Rock Stadium between the dates of May 27
and August 1, 2022.
The Parks and Recreation Committee discussed the proposal and opted to refer the
request to the full Council for consideration. To be more considerate of the neighborhood, the
applicant will move the game start times for these two events to 6:00 p.m. to ensure that the
fireworks display is completed ahead of the City's noise ordinance deadline of 11:00 p.m.
Councilmember Ballou made a motion to adopt Resolution 2022-R-19 authorizing
Riverfront Sports and Entertainment Group, Inc. (Morehead Marlins) to conduct two (2)
firework shows at Big Rock Stadium between the dates of May 27 and August 1 2022 at
Big Rock Stadium to be completed by 11:00 p.m. Councilmember Walker seconded, and the
motion carried unanimously. (5-0)

Consider FY2022-2023 Insurance Renewal Proposal
City Manager Ryan Eggleston and Human Resources Director Susan Nixon presented a
proposal from the North Carolina Health Insurance Pool (NCHIP) for the FY2022-2023
Employee Health Plan. The Finance and Administration Committee reviewed the proposal and
recommended that the proposal be presented to the Town Council along with an updated quote
from Blue Cross Blue Shield. NCHIP will offer the insurance under the same HSA plan. The
city is changing agents with the provisions of the BCBS policy remaining the same.
NCHIP is a municipal government pool who is selective in who is invited to participate
in order to keep the risk low. Their 20 members have averaged a 1.6% increase over the last
four (4) years while the City has averaged a 10.2% annual increase under Blue Cross Blue Shield.
In addition, NCHIP builds each member's surplus funds that are not used to pay insurance claim
costs and returns a portion of these to the member partner.
Councilmember Ballou felt strongly that BCBS be given an opportunity to respond to the
competitive offer. Mr. Eggleston stated that both vendors were made aware that the city was
seeking competitive bids from the other, and BCBS was given another opportunity following the
committee meeting to provide a counter proposal; however, their revised quote was still
significantly higher than NCHIP. Mr. Eggleston explained that NCHIP is offering the same
BCBS insurance at a lesser price, and since it is a BCBS policy, BCBS will still gain revenue
under this proposal.
Councilmember Warrender made a motion to approve acceptance of the North
Carolina Health Insurance Pool (NCHIP) proposal for the FY2022-2023 Employee Health
Plan as presented. Councilmember Walker seconded and the motion carried by majority vote.

Selection of a Branding Logo for the Comprehensive Plan
Planning Director Sandi Watkins presented three (3) Comprehensive Plan branding logos
for consideration as directed by the Planning Committee on February 24, 2022. She explained
that the year 2032 signifies the year in which the plan is set to be fully implemented and
consequently corresponds with the city's 175a' anniversary.
The Town Council agreed by consensus with Option #3, which highlights the name,
Morehead City, in bold, black letters.
Governing Body Appointments: Comprehensive Plan Committee
Planning Director Sandi Watkins reported that Lexia Weaver of the North Carolina
Coastal Federation confirmed her availability to serve on the Comprehensive Plan Committee
and therefore, staff asked the Town Council to make a formal appointment. The Town Council

had also considered appointment of Interim Executive Director of the Eastern Carolina Council
of Governments (ECCOG) as a steering committee member. When contacted to confirm
availability and willingness to serve, Mr. Ware advised that his tenure as interim executive
director is ending and asked that ECCOG Rural Planning Organization Coordinator B.J. Eversole
be considered as a replacement for him on the committee.
The Town Council agreed by consensus to both appointments with no objections being
voiced.

Following the public hearing, the
Morehead City Town Council will
consider whether or not to adopt
the amended Land Use Plan. If
adopted, the Plan will be submitted
to the Coastal Resources Commis-
sion (CRC) for certification.
Written objections, comments, or
statements of support shall be
submitted to the Division of Coastal
Management District Planner, Ra-
chel Love-Adrick, 400 Commerce
Avenue, Morehead City, NC 28557
no more than 30 calendar days
after local adoption of the amend-
ment following the public hear-
ing. Further information may be

The public is invifed to be pres-
ent at the hearing and comment
on the proposal, Copies of the
draft Land Use Plan amendment
are available for inspection dur-
ing normal courthouse hours per
NCGS 113A-110(e) at the Carteret
County Courthouse -posted out-
side the Board of Commissioners
Meeting Room and with the Clerk
of Court, 300 Courthouse Square,
Beaufort. Copies are also available
at the Morehead City Planning and
Inspections Office, 1100 Bridges
