Issued to Daniel & Cynthia Alman authorizing development in the Estuarine Shoreline at 132 Raleigh Street in
Holden Beach NC 28462, as requested in the permittee's application, dated May 17, 2019 This permit issued on
June 18, 2019, is subject to compliance with the application and site drawing (where consistent with the permit), all
applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: SINGLE FAMILY RESIDENT, GRAVEL PERVIOUS DRIVEWAYS AND STORMWATER RETENTION
DITCHES.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings (survey) dated RECEIVED June 10, 2019.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State and Federal regulations,
applicable local ordinances and FEMA Flood Regulations. A building permit is required prior to construction. A elevation
certificate is required prior to final inspection.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit
(4) A copy of this permit shall be posted or available on site. Contact this office at 910.842-6080 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenly (20) days of the issuing date. From the date of an appeal, any
work conducted under this pemit must cease until the appeal is resolved. This
permit must be on the project site and accessible to the permit officer when the
project is inspected for compliance. Any maintenance work or project
modification not covered under this permit, require fuller written permit
approval. All work must cease when this permit expires on:
DECEMBER 31, 2022
In issuing this permit it is agreed that this project is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management

I The amount of impervious surface shall not exceed 30% of the lot area within 75 feet of
(Estuarine Shoreline Area of Environmental Concern), in this case the total impervious is 1,198.03 square
feet with a stormwater engineered plan.
(6) Unless specifically allowed in 15 NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction shall be located a distance of 30 feet landward of normal high water level.
(7) This permit is being issued based on section 15 NCAC 07H. 0209(d)(10)(1), the footprint if less than 1,200
square feet
(8) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by
effective sedimentation and erosion control measures. Prior to any land -disturbing activities, a barrier
line of filter cloth must be installed between the land disturbing activity and the adjacent marsh or
water areas until such time as the area has been properly stabilized with a vegetative cover.
(9) The (6) 9'x20' parking spaces shall remain accessible for the life of the structure.
(10)No grading is permitted within the 30' buffer from the normal high water must be contoured to prevent
additional stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively stabilized
and must remain in a vegetated state.
(11)AII other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of
construction completion.
(12)Areas below the structure which are below the lowest floor shall not be designed or used for human
habitation, but shall only be used for parking of vehicles, building access or limited storage of maintaince
equipment Flood Vents shall be installed in accordance with FEMA regulations and Holden Beach Town
Ordinance. Access to the enclosed area shall be limited to a (standard exterior door), or entry to the living
area (stairway or elevator). The interior portion of such enclosed area shall not be finished or partitioned
into separate rooms, except to enclose storage areas.
Flood vents and break a way walls are required all areas below the Flood zone.
(13)Concrete slab shall be an elevation of 5.7'
(14)No fill material is being pemitted on this lot, area in right of way shall remain the same elevation as
existing.

Be advised that the Minor CAMA Application has been place on hold. There is additional
information required by Towns Zoning Ordinance and CAMA regulations for a complete
application. The contractor is aware of what information is needed and working on getting it
submitted. The information needed is the required parking and proposed concrete slab shown on
the site plan / stormwater plan.
Pursuant to NCGS 113A-121(b), the undersigned hereby gives notice to the applicant once the
required information is submitted that for good cause, and in order to properly consider all
