This permit, issued on February 14, 2014 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
1) This transfer shall be attached to copies of the following attached permit documents, which includes
all application forms and workplan drawings:
a. Permit 146-01 issued to Weyerhauser Real Estate Company on 11/20/01, transferred to
Granite Investment Properties on 3/17/03, transferred to River Dunes Corporation 7/13/04,
b. the minor modifications issued 9/13/02, 2/8/05, 1/13/06, 7/13/06, 5/5/08 3/19/09,
c. the minor modification/renewal issued 8/29/07 •.
d. the letter of refinement issued 12/8/06
e. the renewals issued 12/13/04 MAR 19 2014
2) Copies of all referenced documents shall be readily available on site whesepresentative
inspects the project for compliance. In accepting this transfer, the new perms ee agrees that all
conditions and stipulations of the active permit remain in force.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.
This permit must he accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2015
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

Please find enclosed a letter from Mr. Ed Mitchell, manager for River Dunes Investment Property, LLC,
requesting a permit transfer. State Permit #146-01 was re -issued to River Dunes Corporation on August 29,
2007 for the construction of an upland basin marina and residential community on the Neuse River off of
Orchard Creek Road, in Pamlico County. The permit is set to expire on December 31, 2013.
The ownership of the property has changed over to River Dunes Investment Property, LLC. The new owner is
requesting to transfer the above referenced permit from River Dunes Corporation over to the new owner, River
Dunes Investment Property, LLC.
I would recommend that State Permit #146-01 be transferred to the new owner, River Dunes Investment
Property, LLC. A check in the amount of $100 (#2408) has been received in order to process the request.

River Dunes Corporation has conveyed the property generally known as River Dunes,
containing approximately 1350 acres to:

Also, River Dunes Corporation and River Dimes Investment Property. LLC do hereby
re uest that the CAMA Major Permit # 146-01 and any modifications be transferred to
River Dunes Investment Property, LLC. River Dunes Investment Property, LLC will
continue to abide by the requirements of the existing permit.
Attached is a check for $100.00 made payable to NCDENR to cover the cost of transfer.
Also attached is a copy of the General Warranty Deed of Conveyance.
A copy of this letter is being sent to the US Army Corps of Engineers and the NC
Division of Water Quality advising them of this request. it is our understanding that the
Division of Coastal Management well also give notice to USACOE and DWQ as well.
Please advise in writing should any additional notice be required.

The enclosed permit constitutes authorization under the Coastal Area Ntanagement Act, and where applicable, the
State Dredge and Fill Law, for you to proceed with your project proposal. The original (buff -colored form) is retained by
you and it must be available on site when the project is inspected for compliance. Please sign both the original and the
copy and return the copy to this office in the enclosed envelope. Signing the permit and proceeding means you have
waived your right of appeal described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant to NCGS 113A-121.1 or
113-229. Your petition for a hearing must be filed in accordance with NCGS Chapter 150B with the Office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27611-6714p(919) 733-2698 within twenty (20) days
of this decision on your permit. You should also be aware that if another qualified party submits a valid objection to the.
issuance of this permit within twenty (20) days, the matter must be resolved prior to work initiation. The Coastal
Resources Commission makes the final decision on any appeal.
The project plan is subject to those conditions appearing on the permit form. Otherwise, all work must be carried
out in accordance with your application. Modifications, time extensions, and future maintenance requires additional
approval. Please read your permit carefully prior to starting work and review all project plans, as approved. If you are
having the work done by a contractor, it would be to your benefit to be sure that he fully understands all permit
requirements.
From time to time, Department personnel will visit the project site. To facilitate this review, we request that you
complete and mail the enclosed Notice Card just prior to work initiation. However, if questions arise concerning permit
conditions, environmental safeguards, or problem areas, you may contact Department personnel at any time for assistance.
By working in accordance with the permit, you will be helping to protect our vitally important coastal resources.
