Dear Mr. Daisey, The North Carolina Department of Transportation requests reissuance of a General Permit .2300 for a culvert pipe replacement on SR 1310, Flambeau Road, in Hatteras Village, Dare County, North Carolina. This pipe serves as an equalizer pipe between jurisdictional areas of marsh divided by SR 1310 and has completely failed. CAMA/Dredge and Fill General permit no. 73855 authorized this pipe replacement and expired on December 18, 2021 The Division of Coastal Management considers the project area to be within an AEC that requires authorization for the pipe replacement. Included with this request are a location map, updated adjacent landowner notice, permit drawings depicting the proposed work and applicable application forms. The culvert is to be replaced in the existing footprint with the same demensions (36" X 60' CAP). Existing pipe elevation will not change. c.
