RE: CAMA Major Development (State Permit # 19-22) Letter of Refinement
Dear Ms. Wilson,
This is with reference to the request received by DCM to refine State Permit No. 19-22, which was issued
to David Scott Wilkerson Trust on 3/7/2022 and includes expanding an existing docking facility within
the man-made canals in Ocean Isle Beach, Brunswick County. State Permit No. 19-22 is due to expire on
December 31, 2025.
The action proposed in your submittal is to reduce the previously permitted 8' x 24' floating dock (Slip
#4) to an 8' x 20' floating dock, located on the northern side of the property. Reducing the dimensions of
Slip #4 would also shift the attached 10' x 14' PWC float approximately 4' eastward. The proposal also
indicates that the previously permitted 8' x 16' floating dock (Slip # 1) on the finger canal would be
expanded to an 8' x 20' floating dock. The expanded floating dock and its associated 10' x 12' PWC float
would remain outside of the riparian setback adjacent to 46 Goldsboro St. All proposed work would be
performed within the existing footprint of the permitted docking facility and the square foot calculations
for shaded area would remain the salve as previously permitted. The docking facility would continue to
accommodate 4 vessels.
Upon reviewing the information provided, the Division of Coastal Management has determined that the
proposed action is consistent with existing State rules and regulations and is in keeping with the original
purpose and intent of the permit. This Letter of Refinement authorizes the modification of State Permit
No. 19-22 as described in your email and work plan drawing dated received at DCM Wilmington March
28, 2022. Please note this refinement does not alleviate the need to obtain any other local, state or federal
permits.

Dear Mr. Brock;
1 am the acting agent for Scott Wilkerson who owns property located at 48 Goldsboro Street,
Ocean Isle Beach, adjacent to a man-made canal off the AIWW, in Brunswick County, North
Carolina. Mr. Wilkerson received CAMA Major Permit #19-22 on March 7, 2022, for a new
docking facility located at the aforementioned property. Mr. Wilkerson is requesting a slight
modification of the permitted facility by reducing the 8' x 24' floating dock (Slip #4) located on
the northern side of the property on the large canal to an 8' x 20' floating dock. This change
would also move the attached 10' x 14' jet dock eastward by 4'. He would also like to enlarge
the permitted 8' x 16' floating dock (Slip # 1) located on the eastern side of the property on the
small canal to an 8' x 20' floating dock. These changes are shown on the attached revised
drawings.
The docking facility would continue to accommodate 4 vessels and all conditions of CAMA
Major Permit #19-22 will continue to be implemented and adhered to.

Docking Facility
1) This permit authorizes only the docks, piers, and other structures and uses located in or over the
water that are expressly and specifically set forth in the permit application. No other structure,
whether floating or stationary, shall become a permanent part of this docking facility without permit
modification. No non -water dependent uses of structures shall be conducted on, in or over Public
Trust waters without permit modification.
2) This permit authorizes a maximum of 4 formalized boat slips.
(See attached sheets for Additional Conditions)
This peril action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2025
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.
