This permit, issued on April 20, 2022 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to tines, imprisonment or civil action; or may cause the permit to be nun ana voia.
1) This Renewal shall be attached to Permit No. 69-18, which was issued to the permittee on 7/11/18, as
well as all subsequent modifications, refinements, and renewals, and copies of all documents shall be
readily available on site when a Division representative inspects the project for compliance.
2) All conditions and stipulations of the active permit remain in force under this renewal.
NOTE: The N.C. Division of Water Resources has assigned the proposed project DWR Project No.
13-1279 v4.
NOTE: The U.S. Army Corps of Engineers has assigned the proposed project SAW Action Id. No.
2018-00588.
NOTE: A permit renewal application processing fee of $100 was received by DCM for this project.
This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2023
In issuing this permit, the State of North Carolina agrees
that your project is consistent with the North Carolina Coastal
Management Program.

Please accept this letter as my request for a 2-year extension of Permit 69-18 that expires
December 31, 2021. Permit 69-18 was issued to the NC Wildlife Resources Commission in
2018 for the restoration of a 20-acre waterbird nesting island. The permitted island, named DOT
Island, is located in Hatteras Inlet in Dare County.
Restoration of the island is dependent on dredged material obtained from Hatteras Inlet and
Hatteras Ferry and Rollinson Channels by the Wilmington District US Army Corps of Engineers
(ACOE). Since the permit was issued no material has been placed on DOT Island and it has
continued to erode. We are requesting a permit extension to restore its suitability for nesting
waterbirds. Material deposited on the island will be beach quality sand and shell. There is no
change in the project plan since the issuance of the original permit and we will continue to
adhere to the conditions of the original permit.
DOT Island is extremely valuable to nesting waterbirds. Specifically, state -listed species (e.g.,
Common Terns and Black Skimmers) that have increasingly fewer undisturbed places to nest use
this island. Overall, dredged -material islands are becoming more and more important in
maintaining our state's waterbird populations as increasing development and related human
disturbance reduce the quality of habitat on barrier islands. Further, DOT Island provides a

beneficial use of dredged material from Hatteras Inlet and Hatteras Ferry and Rollinson Channels
because such material can be deposited on the island easily. In the fall and winter, after all
nesting has ended each season, the island offers recreational opportunities such as bird watching
and fishing.
Enclosed is a statement for an electronic transfer of $100.00 for processing. Please contact me if
