After making a site inspection on 4/10/2018, 1 have determined that the activity you propose is exempt from needing a minor development permit as long as it remains consistent with the photos, drawings, and materials list submitted on 4/9/2018, and meets the conditions specified below. If your plans should change and your project will no longer meet these conditions, please contact me before proceeding. MAINTENANCE AND REPAIR - (G.S. 113-103(5)(B)(5) and 7K.0209) - Structures may be repaired in a similar manner, size and location as the original structure. No expansions or additions are permissible. The repairs are limited to 50% of the physical value of the existing structure and the following specific conditions. 1. Repair exterior decks based on scope of work provided in the scope of work attachment and associated engineering documents. 2. The proposed repairs shall be consistent with all other applicable local ordinances and North Carolina Building Code standards. 3. No changes shall be made to the building footprint. This exemption to CAMA permit requirements does not alleviate the necessity of your obtaining any other State, Federal or Local authorization and N.C. Building Permits. This exemption expires 90 days from the date of the letter. There should be no deviations from Mr. Godwin's letter/recommended repairs. 2. Make repairs recommended in sealed letter/structural drawings 61HI14/149HIO2 from Robert Dudek, P.E., Dudek Consulting, P.C. dated May 13, 2014. There should be no deviations from Mr. Dudeles recommendations/structural drawings. 3. Adjust deck elevations of all three (3) floor levels on the Northeast side decks to match all three (3) existing floor level elevations of the Southeast side decks. The structure is a six -unit condominium known as Winds III located in Carolina Beach, NC. We were presented with an engineering document created by Dudek Consulting, P.C. on May 13, 2014, DC project #61HI14/149HIO2. The document addresses recommended repairs to the north side vertical support framing of the rear decks on all three levels. During our site visit we noted the following: We noted the outer deck trusses on the V level decks have been severely damaged from moisture exposure. The trusses further in did not appear to be water damaged. We recommend replacing the damaged outer trusses with a new pressure treated double 2x 12 beam that will span bearing point to bearing point. Fasten the (2) plys together with (3) 16d nails every 6 inches. Add blocking to maintain the same depth as the existing trusses. This repair will be required on both north and south lower level decks. flu 11111WV It appears the deck bands above the I" level are made of solid sawn material or possibly a combination of solid wood and truss members. We were not able to access the upper decks to verify if there is water damage. It is our opinion the outer band members should all be exposed and probed to verify if additional repairs are required on those levels. Based on the flashing around the decks at all levels, there will likely be issues with the outer band members. The existing deck edges are lacking adequate water RE: 17487 / 510 Atlantic Beach Ave. N. proofing and flashing. This includes the north and south decks. If it is determined existing outer deck joists are water damaged, they will need to be replaced prior to any leveling of the decks to avoid jacking up on damaged members. We also recommend verifying the ends of the deck joists or trusses are in acceptable condition and free of water damage. This will require opening siding on all faces of the rear decks. Some truss ends may inly require reinforcing with plywood, but others may require more. This cannot be determined without verification. Please contact our office if additional water damage is found for further instruction. Once the repairs have been made to the deck framing members, we feel the repairs presented in the Dudek report mentioned above will be acceptable. The only exception to the drawings is the truss member at the deck edge on the I" floor decks will be new pressure treated double 2x 12 members. After the leveling and repairs have been performed we strongly recommend adequate flashing is installed around all decking edges for all rear decks to prevent water intrusion or this will likely be happening again in the future. It should be noted that we based our opinion on structures of similar size, age, and construction. We did not check any other portion of the structure. DC visited this building in December, 2002 to evaluate similar porch settlement damage on the ocean side at the southeast comer. The building is a three-story wood framed structure on piling above parking at grade. The building is divided into six residential units, two each level. It was reported that the building was constructed in 1984. The building does not appear to have any major repairs or renovations. There are additional foundation support brackets on the sidewalls on the ocean side to support the porch corner columns. See the attachments. For reference, it is assumed that the front of the residence faces Carolina Beach Avenue and west. This building is one of several similar buildings to the north and south of this building. The current damage is similar to the damage repaired with the DC December, 2002 letter. As seen, the current damage is at the northeast corner of the rear porches. The structural damage is at the porches on the ocean side only and does not extend to the main residence. The findings and conclusions are based' only on visual evaluation of the building. Evaluation is with respect to the requirements of the North Carolina State Building Code_ Building Code, 2009 IBC with North Carolina Amendments, 2012 Edition (NCBC). Minor demolition was performed. No design calculations were performed_ No testing of materials was performed. Information provided and reported by others is accepted as truthful. As seen, repairs are considered maintenance to the building when then support, resupport, or replace existing members without providing changes to the overall function of the structural support system. Because the repairs do affect the building's structural system, a building permit will be required. Of concern is the settling of the rear porch column on the northeast, comer of the building by crushing into the framing at the lower level deck. This area of concem may have been previously repaired with the southeast corner repairs and the DC December, 2002 letter. As seen during the visit, attachments for uplift resistance have been installed. As seen, the May 13, 2014 PAGE 1 Of 2 61 HI14/ 149H102 DUDEK CONSULTING, P.C. The post settlement has stopped against compacted wood and by the bolts attached to framing parallel to the length of the building. Currently and temporarily, the bolted connections into the adjacent framing is acceptable for stability. Currently, the decks can be used but should be limited to no more than four (4) people on all decks at the same time. It is the DC recommendation that the post support should be repaired before the next hurricane season. As evaluated the original knee bracing with the additional bracket knee brace are functioning with no signs of damage, distress or movement. The existing spliced 46 corner column has been improve with the installation of a two -bolt strap connection, Simpson Strong -tie PS218, for continuity. It is recommended that the repairs to this building include the following: 1. Using screw columns from grade, jack up the comer from below the middle level to remove the loading on the lowest level. Care shall be taken to lift the middle and upper levels to just slightly above what would be their final elevation. The connection of the comer column at the lowest level is to then be loosened, dismantled and cleaned of all deteriorated wood. 2. Remove and expose the area of concern for repair. The contractor shall clear the area of damage and install a new post, 6x6, directly under the existing post to provide direct bearing to the knee brace. DC has provided a recommended repair detail similar to that installed at the southeast comer. Repair will require tying the comer column to the foundation support bracket with a steel plate and through bolts for uplift restraint and for compliance with current NCBC requirements for continuity of load path. The repair details are to include support of the floor trusses. In general, it is recommended that the repair contractor verify all conditions and prepare sketches with field dimensions for the proposed repair. All wood material used is to be pressure treated for ocean front use. All metals are to be galvanized or stainless steel for ocean front use_ All material removed is to be replaced with material that will match the existing materials.
