I. NARRATIVE:
THIS PROJECT WILL CONSIST OF THE REMOVAL OF APPROXIMATELY 120,000 CUBIC YARDS OF
MIGRATING SAND FROM THE SE CORNER OF JOCKEYS RIDGE STATE PARK WHICH IS LOCATED IN
NAGS HEAD, NC. THIS SAND WILL BE RELOCATED (BY TRUCK) TO THE NORTHERN REACHES OF
THE PARK AS ILLUSTRATED ON THE PLANS. WE WILL BE STAGING THE EXCAVATION AREA NEAR
US 158 WITH ACCESS ONTO WEST SOUNDSIDE ROAD AND MOVE NORTH AND WESTWARD WITH
THE EXCAVATION. WE WILL HAVE A WOOD MATTING CONSTRUCTION ENTRANCE AND SILT FENCING
TO PROTECT THE ADJACENT NEIGHBORS, DRAINAGE FEATURES, SOUND, AND ROADWAYS DURING
SAND RELOCATION. THE PARK WILL ALSO BE RENOURISHING THE UPLAND AREAS OF THEIR
SOUND SIDE BEACH WITH SOME OF THIS MATERIAL DURING THIS PROCESS. ALL SAND
EXCAVATED WILL REMAIN WITHIN THE JOCKEYS RIDGE PARK BOUNDARIES. NO STABILIZATION OF
THE RELOCATED MATERIALS IS PLANNED OR DESIRED AS THIS RELOCATED SAND PROVIDES
RENOURISHMENT TO JOCKEYS RIDGE. THE EXCAVATED AREAS WILL BE LEFT IN THEIR NATURAL
STATE TO BE RESHAPED BY NATURE.
THIS PROJECT WILL COMPLY WITH THE NC ENVIRONMENTAL POLICY ACT (NCGS113A 1-10)
II. SOILS DESCRIPTION:
SOIL TYPES AS MAPPED IN THE SOIL SURVEY OF DARE COUNTY:
DUNE LAND (DuE) DUNE LAND-NEWHAN COMPLEX (DwE)
NEWHAN FINE SAND (NeC) NEWHAN-COROLLA COMPLEX (NhC)
DUCKSTON FINE SAND (DtA) NEWHAN-URBAN LAND COMPLEX (NuC)
COROLLA- DUCKSTON (CrB)
III. CONSTRUCTION SEQUENCE:
• OBTAIN PLAN APPROVAL
• OBTAIN ALL NECESSARY ENVIRONMENTAL PERMITS
• FLAG OR STAKE WORK LIMITS
• HOLD PRE -CONSTRUCTION MEETING
• INSTALL CONSTRUCTION ENTRANCE AS SHOWN ON THE PLANS
• INSTALL SILT FENCE
IV. SEDIMENTATION AND EROSION CONTROL NOTED
1. PRECONSTRUCTION CONFERENCE:
PRIOR TO ANY LAND DISTURBING ACTIVITIES, THE CONTRACTOR SHALL WALK THE
SITE WITH THE OWNER'S REPRESENTATIVE AND A REPRESENTATIVE OF THE
MUNICIPALITY (IF REQUIRED) IN ORDER TO IDENTIFY AND MARK SPECIFIC
ELEMENTS WHICH ARE TO BE PROTECTED. TREES SHALL BE PROTECTED IN
ACCORDANCE WITH THE NORTH CAROLINA EROSION AND SEDIMENTATION CONTROL
HANDBOOK.
2. INSTALLATION OF EROSION CONTROL MEASURES:
PRIOR TO COMMENCEMENT OF ANY LAND DISTURBING ACTIVITIES, ALL EROSION
AND SEDIMENTATION CONTROL MEASURES IDENTIFIED ON THIS PLAN SHALL BE
INSTALLED IN ACCORDANCE WITH THE PROJECT PLANS AND SPECIFICATIONS AND
ALL PERMIT CONDITIONS.
3. UTILITIES:
PRIOR TO THE COMMENCEMENT OF ANY EXCAVATION, THE CONTRACTOR SHALL
HAVE THE APPROPRIATE UNDERGROUND UTILITIES LOCATED. CONTACT NC811 AT
811 OR 800-632-4949. UTILITIES SHOWN ARE TAKEN FROM EXISTING RECORDS,
FIELD OBSERVATIONS AND/OR UTILITY LOCATING SERVICE AND ARE NOT
GUARANTEED TO BE ACCURATE OR COMPLETE.
4. ACCESS TO SITE:
ALL CONSTRUCTION TRAFFIC SHALL UTILIZE W. SOUNDSIDE ROAD EXCAVATION
STAGING AREA AS DESIGNATED ON THESE PLANS.
5. LIMITS OF DISTURBANCE:
THE CONTRACTOR SHALL ENSURE THAT AREAS OUTSIDE OF THE LIMITS OF LAND
DISTURBING AS WELL AS EXISTING IMPROVEMENTS SPECIFICALLY NOTED TO REMAIN
ARE NOT ADVERSELY IMPACTED BY ANY SAND RELOCATION ACTIVITIES. THE
CONTRACTOR SHALL BE RESPONSIBLE FOR THE REPAIR AND/OR REPLACEMENT OF
ITEMS DAMAGED OUTSIDE THE LIMITS OF DISTURBANCE OR OTHERWISE NOTED TO
REMAIN.
6. INSPECTIONS REQUIRED:
SOIL EROSION AND SEDIMENTATION CONTROLS SHALL BE INSPECTED, MAINTAINED
AND REPAIRED AS NECESSARY BY THE CONTRACTOR. THE CONTRACTOR SHALL
MAINTAIN COMPLETED SELF -INSPECTION / MONITORING FORMS (COMPLETED
WEEKLY WITH DAILY RAINFALL TOTALS) THROUGHOUT THE PROJECT. THE SITE
SHALL ALSO BE INSPECTED AFTER ANY RAINFALL EVENT EQUAL OR GREATER THAN
0.5 INCHES OVER A 24 HOUR PERIOD.
7. CORRECTIVE MEASURES:
ALL EROSION CONTROL MEASURES SHALL BE MAINTAINED THROUGHOUT
CONSTRUCTION UNTIL WORK IS COMPLETE AND ALL DISTURBED AREAS ARE
PERMANENTLY STABILIZED. IF EXCESSIVE WIND EROSION OR STORM WATER
RUNOFF DEVELOPS DURING TIME OF CONSTRUCTION IN ANY LOCATION ON THE
PROJECT SITE:, ADDITIONAL SAND OR SILT FENCE SHALL BE INSTALLED AS
DIRECTED BY ENGINEER, SEE SAND OR SILT FENCE DETAIL.
8. DEBRIS REMOVAL:
ALL CLEARING DEBRIS SHALL BE REMOVED FROM THE SITE BY THE CONTRACTOR
AND DISPOSED OF IN A LAWFUL MANNER. NO BURNING OF DEBRIS ON SITE IS
PERMITTED.
9. EXISTING INFORMATION:
THE ORTHOS AND SITE TOPOGRAPHIC INFORMATION SHOWN WAS TAKEN FROM
NCONEMAPS AND LIDAR DATA DOWNLOADED FROM NOAA.
STRUCTURAL NOTES:
1. THIS IS THE STRUCTURAL PLAN FOR THE NEW WALKWAY TO BE
CONSTRUCTED AT THE SOUNDSIDE BEACH ACCESS IN JOCKEY'S
RIDGE STATE PARK, NAGS HEAD, NORTH CAROLINA.
2. WHERE A DETAIL IS SHOWN ON STRUCTURAL DRAWINGS FOR ONE
CONDITION, IT SHALL APPLY TO ALL SIMILAR OR LIKE CONDITIONS,
UNLESS NOTED OR SHOWN OTHERWISE ON PLANS.
3. ALL ITEMS SHALL BE TIGHTLY ANCHORED OR ATTACHED SQUARE,
PLUMB AND TRUE, OR IN OTHER PLANES AND SHAPES AS SHOWN
ON THE DRAWINGS. JOINTS SHALL BE TIGHT, EVEN, AND FREE OF
OFFSETS. NO FIELD ALTERING OF ANY MEMBERS WILL BE
ALLOWED THAT WILL CAUSE THEM NOT TO BE IN ACCORDANCE
WITH THE DRAWINGS AND SPECIFICATIONS, WITHOUT WRITTEN
APPROVAL OF THE PROJECT ENGINEER.
4. THE DIMENSIONS SHOWN WERE MEASURED AS THE DWELLING
CURRENTLY EXISTS. CONTRACTOR SHALL VERIFY ALL PILING
LOCATIONS AND MAKE NECESSARY DIMENSIONAL ADJUSTMENTS
ONCE THE STRUCTURE IS RAISED, MOVED AND LEVELED.
5. IF THE CONTRACTOR FINDS A DIFFERENCE BETWEEN THESE
DRAWINGS AND EXISTING ELEVATIONS, OR OTHER CONDITIONS
WHICH PROHIBIT EXECUTION OF THE WORK AS DIRECTED IN
THESE DRAWINGS, CONTRACTOR SHALL NOTIFY ENGINEER
IMMEDIATELY.
6. ALL INSTALLATIONS AND CONSTRUCTION MUST BE IN STRICTEST
CONFORMANCE WITH THE NORTH CAROLINA STATE BUILDING CODE
AND COASTAL STANDARDS. CHANGES FROM THESE PLANS MUST
HAVE PRIOR WRITTEN APPROVAL BY THE ENGINEER AND OR
BUILDING INSPECTOR.
