Charles M. Cullipher, PE — Vice President 151-A Hwy 24 Morehead City, NC 28557 (252)773-0090 The Cullipher Group, P.A. (TCG) is requesting a CAMA Major Permit for drainage improvements at the Stanton Landing Subdivision Clubhouse. Originally, TCG proposed to permit this drainage improvement activity through the CAMA Minor process due to its limited size and scope. However, the proposed plan requests grading within the buffer as well as the permitting of additional impervious area with NCDEQ State Stormwater program. This additional impervious area has already been constructed but was not included in a permit modification to the State. There are no additional impervious areas being proposed with this plan and the intent is to properly identify and document the modification of permit SW8 020717 through this CAMA Major process. Stanton Landing Subdivision is located along Core Creek, just north of the NC HWY 101 High Rise Bridge crossing Core Creek. The Stanton Landing Property Owners Association (SLPOA) owns a clubhouse, with a pool, shared grounds, parking and a boat ramp (recently washed away) for the joint use of its members. This clubhouse and aforementioned amenities are located at the southernmost portion of the subdivision and borders along Dolphin Way/Waterway Drive. SLPOA is responsible for maintaining the clubhouse area as well as the right-of-ways that front these properties for the use of their members. Adjacent to this clubhouse there are two separate areas that continually pond water during and after rain events. The first is internal to the clubhouse south side parking lot and the second is west of Waterway Drive. Both areas of ponding water are considered a nuisance, a safety hazard and are negatively impacting the integrity of the stone and asphalt within their vicinity. This CAMA Major Application is a request to provide positive drainage in an affordable manner to alleviate the ponding water in these areas. SLPOA and TCG have met on site several times to discuss different options regarding the solution to this problem with one of the primary goals being to avoid pursuing a CAMA Major Application due to its lengthy and costly nature. However, after analyzing the below options the decision to pursue the current proposed plan became apparent. Alternate Drainage Improvement Options: Drainage Swale Alternate #1— Connect swales and piping beneath Waterway Drive/Softcsc Parking Lot and drain east, away from Core Creek. Cc��V� 0 dC OR 0 y 20/8 M, Myo c/ry Why this option was unacceptable: Draining to east resulted in conveying runoff to property not owned by SLPOA and posed creating a conflict between SLPOA and neighboring property owners. Drainage Alternate #2—Connect swales and single pipe beneath parking and convey runoff through an additional swale, north across the back lawn of the clubhouse to the existing stormwater ditch that drains the property to Core Creek. Why this option was unacceptable: Per discussion with NCDEQ— this option was viable because it prevented grading activities from occurring within the 50' buffer along Core Creek. However, upon pursuing the design of a swale that is acceptable for a low density stormwater permit, the gentle side slopes and general flat longitudinal slope of the Swale caused the land area to grow large enough that it encompassed a significant portion of the clubhouse back yard. At the widest point, the swale was approximately 80' wide in order to tie back into existing grade. SLPOA commonly uses this area for cookouts, weddings and other social events. A swale of this magnitude would be detrimental to the use of the property. Construction Alternative #3 — Remove the parking lot and reconstruct the asphalt and drainage in a manner that prevents ponding water. Why this option was unacceptable: SLPOA does not have the current funding to accommodate a construction project of this budget size. TCG performed a cost analysis of this alternative and the financial hardship is too great for SLPOA to consider it as viable. Project Description There is a single drop inlet proposed at the low point in the south side parking lot. This outlets via an 8" DIP that discharges into a swale 152 LF from Core Creek. There are a total of five swales, a 12" RCP at the boat ramp access road and 50' of flat, feathered out grading within the 50' buffer per the requirements of NCDEQ. Swale #5 drains to the east, away from Core Creek and is not considered to be of any concern with this permit. It is not conveying any increase in runoff to the east but, is being requested by SLPOA to be improved as part of this project. Proposed Swale #5 creates 3,930 SF of land disturbance. The remaining swales, drop inlet, 30 LF 8" DIP and 20 LF 12" RCP propose a land disturbance area of 6,998 sf. The amount of area draining to this system is 0.49 acres, with an impervious area of 0.15 acres. Using the Rational Method, the total 10 Year flow created by this drainage area is: 2.25 CFS. The flow created from this drainage area is conveyed through the pipes and swales 1-4 and discharges into a 30' wide, 50' long, flat, feathered out area at the beginning of the 50' Core Creek buffer. Prior to this point, all drainage created from the parking lot flows through 96LF of flat Swale and enters the buffer in a treated, clean, non -erosive manner. The treatment and energy dissipation is increased as it flows through the buffer and outlets to Core Creek. Considering the small amount of land disturbance, the low flow created by the proposed conveyance and the limited alternative solutions, TCG feels that this is most practical solution for the SLPOA Clubhouse Drainage Improvements.
