This permit, issued on October 3, 2018 , is subject to compliance with the application (where
consistent with the permit), all applicable regulations, special conditions and notes set forth below. Any violation
of these terms may be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
Shoreline Stabilization - Bulkhead
1) The bulkhead shall be constructed in accordance with the alignment depicted on the attached
workplan drawings.
2) The alignment of the authorized bulkhead shall be staked by the permittee and verified by a
representative of the Division of Coastal Management within a maximum of 30 days prior to the start
of construction. Failure to initiate construction within 30 days; or erosion of the shoreline by adverse
weather conditions, shall require the alignment to be re -staked by permittee and verified by DCM
within a maximum of 30 days prior to the new expected start of construction.
3) The bulkhead shall be constructed prior to any backfilling activities.
(See attached sheets for Additional Conditions)
This permit action may be appealed by the permittee or other
qualified persons within twenty (20) days of the issuing date.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work must cease when the permit expires on
December 31, 2021
In issuing this permit, the State of North Carolina agrees that
your project is consistent with the North Carolina Coastal
Management Program.

ADDITIONAL CONDITIONS
4) The bulkhead shall be structurally tight so as to prevent seepage of backfill materials through the
structure.
5) The fill material shall be clean and free of any pollutants except in trace quantities.
6) All backfill material shall be obtained from a high ground source and confined behind the permitted
bulkhead.
7) No backfill material is to be placed within 30 feet of the normal water line, except that which will be
used to backfill the area behind the permitted bulkhead.
8) All fill material to be placed below normal water level shall be confined behind the permitted bulkhead.
9) Should the lot to the east be sold prior to the initiation of construction of the bulkhead, the permittee
shall obtain a written agreement from the new owner(s) allowing the authorized bulkhead alignment
within their property boundary and submit it to the Division of Coastal Management prior to initiating
construction of the docking facility.
Sediment and Erosion Control
10) A ground cover sufficient to restrain erosion shall be provided within 30 calendar days of any phase of
grading on cut or filled slopes. At a minimum, a silt fence shall be properly installed immediately
landward of the bulkhead cap immediately following completion of backfilling activities.
Upland Development
11) Unless specifically altered herein, this permit authorizes the grading and other land disturbing activities
associated with the development of the above referenced property, including the homesite, driveway,
and other associated infrastructure, all as expressly and specifically set forth in the attached permit
application and workplan drawings.
12) No fill material associated with the upland development authorized in Condition No. 10 shall be placed
within 30 feet of the normal water level.
USACE Conditions
13) In order to compensate for impacts associated with this permit, mitigation shall be provided in
accordance with the provisions outlined in the U.S. Army Corps of Engineers, Wilmington District,
Compensatory Mitigation Responsibility Transfer Form. The requirements of this form, including any
special conditions listed on this form, are hereby incorporated as special conditions of this permit
authorization.

14) The N.C. Division of Water Resources (DWR) authorized the proposed project by way of General
Water Quality Certification 4144 and assigned the project DWR Project No. XX-XXXX. Any violation
of the permit approved by DWR shall be considered a violation of this CAMA permit.
15) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management.
16) The permttee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations .that may be required.
NOTE: The U.S. Army Corps of Engineers authorized the project by way of Programmatic General
Permit 198000291 (Action I,D SAW-2018-01347) issued 10/3/18.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (252) 264-3901 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non -water
dependent activities are not authorized within 30 feet of the normal water level.
NOTE: An application processing fee of $400.was received by DCM for this project. This fee also
satisfied the Section 401 application processing fee requirements of the Division of Water
Resources.

The enclosed permit constitutes authorization under the Coastal Area Management Act,
and where applicable, the State Dredge and Fill Law, for you to proceed with your project
proposal. The original (buff -colored form) is retained by you and it must be available on site
when the project is inspected for compliance. Please sign both the original and the copy and
return the copy to this office in the enclosed envelope. Signing the permit and proceeding
means you have waived your right of appeal described below.
If you object to the permit or any of the conditions, you may request a hearing pursuant
to NCGS 113A-121.1 or 113-229. Your petition for a hearing must be filed in accordance with
NCGS Chapter 150E with the Office of Administrative Hearings, 6714 Mail Service Center,
Raleigh, NC 27611-6714, (919) 733-2698 within twenty (20) days of this decision on your
permit. You should also be aware that another qualified party may submit an objection to the
issuance of this permit within twenty (20) days.
The project plan is subject to those conditions appearing on the permit form. Otherwise,
all work must be carried out in accordance with your application. Modifications, time extensions,
and future maintenance requires additional approval. Please read your permit carefully prior to
starting work and review all project plans, as approved. If you are having the work done by a
contractor, it would be to your benefit to be sure that he fully understands all permit
requirements.
From time to time, Department personnel will visit the project site. To facilitate this
review, we request that you complete and mail the enclosed Notice Card just prior to work
initiation. However, if questions arise concerning permit conditions, environmental safeguards,
or problem areas, you may contact Department personnel at any time for assistance. By
working in accordance with the permit, you will be helping to protect our vitally important coastal
resources.

A North Carolina Division of Coastal Management (DCM) Fisheries Resource Specialist has reviewed
the subject permit application for proposed actions that impact fish and fish habitats. The applicant is
proposing the development of a lot adjacent to the Pasquotank River for a single-family residence. Along
the shoreline anew bulkhead is proposed 2' waterward of an existing bulkhead that has failed sections
allowing for the area to be washed out. This will result in the filling of approximately 3,000 square feet of
shallow bottom. To allow for construction of the driveway and construction of the residence 4,860 square
feet of 404 wetland is proposed to be filled. The filling of 404-wetland along the driveway will also
isolate an area of wetlands to the west of the driveway and the applicant has proposed to an equalizer pip
under the driveway.
DCM fisheries does not object to the project as proposed but does recommend that mitigation for all 404-
wetland impacts be made including not only the filled portion but also the area to the west of the
driveway. Although an equalizer pipe is proposed to maintain hydraulic connection under the driveway
this area is likely to have reduced ecological function.

The applicant, Casey Cameron has proposed the following development:

Bulkhead/Bulkhead Replacement: The applicant, proposes to replace -483' of existing bulkhead 2'
waterward of the existing remnant alignment and extend the bulkhead an additional 35' to the applicant's
property line to the north. The proposed alignment will be an average of T, and a maximum of 14' waterward
of normal water level, and will result in the filling of - 2,796 square feet (sf) of shallow bottom.
Wetland Fill: In facilitate the construction of a dwelling on the property the applicant is requesting
authorization to fill 4,307sf of 404 wetlands as delineated by Atlantic Environmental Consultants, Inc. The
applicant's consultant has submitted a letter requesting a price quote for non -riparian mitigation credits from
The Great Dismal Swamp Restoration Bank, LLC (see enclosed letter). The fill will allow the construction of
not only the dwelling, but a 16' wide base for an 8' wide concrete drive (landward of the Division of Coastal
Management's 30' Buffer), as well as a septic system. The location of the proposed drive will bisect the
wetlands leaving a small area on the southeast side of the proposed fill road. The applicant proposes to
install a 20' long x 12e diameter pipe to maintain hydrology between the two wetlands.
High Ground Disturbance: The construction of a new bulkhead, dwelling, septic system, and access drive
on the Cameron property will result in a total of 21, 404sf of land disturbance, of that 17,097 will be high
ground
disturbance. The total area of impervious surface being proposed is-4,860sf, with 2,750sf (7.24%) within
the 75' Area of Environmental Concern (AEC). There is an additional 11,337sf of land disturbance
anticipated in conjunction with the driveway, septic installation and bulkhead tiebacks.
15A NCAC 07H .0208 USE STANDARDS
(a) General Use Standards
(1) Uses which are not water dependent shall not be permitted in coastal wetlands, estuarine
waters, and public trust areas. Restaurants, residences, apartments, motels, hotels, trailer
parks, private roads, factories, and parking lots are examples of uses that are not water
dependent. Uses that are water dependent include: utility crossings, wind energy facilities,
docks, wharves, boat ramps, dredging, bridges and bridge approaches, revetments,

bulkheads, culverts, groins, navigational aids, mooring pilings, navigational channels, access
channels and drainage ditches;
Consistent: Bulkhead replacement and landward non -coastal wetland impacts.
(2) Before being granted a permit, the CRC or local permitting authority shall find that the
applicant has complied with the following standards:
(A) The location, design, and need for development, as well as the construction activities
involved shall be consistent with the management objective of the Estuarine and Ocean
System AEC (Rule .0203 of this subchapter) and shall be sited and designed to avoid
significant adverse impacts upon the productivity and biologic integrity of coastal
wetlands, shellfish beds, submerged aquatic vegetation as defined by the Marine
Fisheries Commission, and spawning and nursery areas;
Consistent: No SAVs, Coastal Wetlands, or shellfish beds.
(B) Development shall comply with state and federal water and air quality;

the long range adverse effects of the project, that there is no reasonable alternate site
available for the project, and that all reasonable means and measures to mitigate adverse
impacts of the project have been incorporated into the project design and shall be
implemented at the applicant's expense. Measures taken to mitigate or minimize adverse
impacts shall include actions that:

Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the permit application
with regard to impacts on fish and wildlife resources. The project site is located at 154 Chantilly Road near
Camden, North Carolina adjacent a canal that leads to the Pasquotank River. Our comments are provided in
accordance with provisions of the Coastal Area Management Act (G.S. 113A-100 through 113A-128), as
amended, Sections 401 and 404 of the Clean Water Act, as amended, and the Fish and Wildlife Coordination Act
(48 Stat 401, as amended; 16 U.S.C. 661 dt seq.).
The applicant proposes to install a bulkhead an average 7' waterward the NWL and remnant bulkhead, fill
Section 404 wetlands to construct a residence with septic system and concrete drive. Approximately 4,703 ft2 of
wetlands outside the CAMA AEC are proposed to be filled to create uplands for the residence and drive
construction. A section of wetlands within the CAMA AEC will not be filled, but will be separated from the
other wetlands by the drive, connected by a 12" culvert. The canal and Pasquotank River at this location is
classified SB by the Environmental Management Commission and is designated an anadromous fish spawning
area (AFSA) by the NC Division of Marine Fisheries and NCWRC.
The NCWRC has reviewed the permit application and does not object to the construction of the bulkhead and
preparation of the site. However, we believe the area of wetlands within the CAMA AEC will essentially be
severed by the driveway and lose its function either by loss of connectivity or incidental fill. Therefore, we
believe the area of wetlands within the CAMA AEC should also be considered as impacted and the
cumulative area of wetlands should be mitigated at an appropriate ratio due to their quality and
importance in providing water quality benefits to AFSA waters.

a manmade canal and the Pasquotank River and construct a single-family house
with associated driveway and septic system at 154 Chantilly Road, in Camden
County.
DATE: June 26, 2018
Consistency Determination: The request is consistent with/not in conflict with the Camden
County 1993 Land Use Plan (LUP) certified by the CRC on June
17, 2005, as amended through August 30, 2012.
Overview: The 2.52 acre subject property has approximately 518 linear feet of combined
shoreline along a manmade canal and the Pasquotank River. There are approximately 1.89 acres
of Section 404 Wetlands on the property. Elevations on the property are 1 to 2 feet above Normal
Water Level (NWL). The property is within the AE Floodzone.
A small remnant brick foundation and remnant wiring and tree mounted light fixture are located
on the property. Approximately 483 linear feet of remnant bulkhead is located along the shoreline.
Installation of 518 linear feet of bulkhead and construction of a single-family house with associated
driveway and septic system are proposed. The bulkhead will be installed 2 feet waterward of the
remnant bulkhead and extend an additional 35 feet to the northern property line. The bulkhead
alignment will be an average of 7 feet and a maximum of 14 feet waterward of NWL. Construction
of the house, driveway and septic system will result in the filling of Section 404 Wetlands. The 16
foot wide base of the 8 foot wide concrete driveway will bisect the wetlands. A 12 inch diameter
by 20 foot long pipe will be installed under the driveway to maintain hydrology between the
bisected wetlands. The driveway will be located between the wetlands and septic system. The
septic tank and associated drain lines will be located on High Ground just outside of the wetlands.
The waters of the Pasquotank River are classified SB in this area and are closed to shellfish
harvesting. No Submerged Aquatic Vegetation (SAV) was found in the project area. There are
no known geologic formations, historical sites, or archaeological sites associated with the
applicant's property.

Anticipated Impacts resulting from this project are expected to include: the grading of .26 acre
of High Ground within the Estuarine Shoreline Area of Environmental Concern (AEC); the filling
of 2,976 sq. ft. of Public Trust Area/Estuarine Waters AEC, .11 acre of High Ground within the
Estuarine Shoreline AEC, and .11 acre of Section 404 Wetlands, and; the shading of 504 sq. ft.

On June 18, 2018, the Division of Water Resources (Division) received your application dated June 4, 2018,
requesting a 401 Water Quality Certification from the Division for the subject project. The Division has
determined that your application is incomplete and cannot be processed. The application is on -hold until
all of the following information is received:
1. Impact Justification (Avoidance and Minimization)
Please provide more details regarding avoidance and minimization of impacts to 0.10 acres of
waters/wetlands associated with the construction of the bulkhead and driveway. (15A NCAC 02H
.506 (f) and (g)).
(f) A lack of practical alternatives may be shown by demonstrating that, considering the potential
for a reduction in size, configuration or density of the proposed activity and all alternative designs
the basic project purpose cannot be practically accomplished in a manner which would avoid or
result in less adverse impact to surface waters or wetlands.

are able to continue to support the existing uses after project completion, or that the impacts are

dated June 04, 2018 and received by the Division of Water Resources (Division) on June 18, 2018,
with additional information requested on July 10, 2018 and received on September 5, 2018.
These impacts are covered by the attached Water Quality General Certification Number 4144
and the conditions listed below. This certification is associated with the use of Regional General
Permit Number 291 once it is issued to you by the U.S. Army Corps of Engineers. Please note that

2. Water Quality Certification
The proposed project must comply with all the conditions of the General Water Quality
Certification(s) 4144. [15A NCAC 02B .0507(c)]

3. During construction of the proposed project, fueling, lubrication and general equipment
maintenance should not take place within 50 feet of a waterbody or wetlands to

Dear Mr. Huggett:
Reference the application of Mr. Mr. Casey Cameron for Department of the Army
authorization to replace approximately 483 linear feet of bulkhead and fill 4,747 square feet of
jurisdictional wetlands to construct a single famly house and driveway at 154 Chantilly Road,
adjacent to the Pasquotank River, south of Camden, Camden County, North Carolina.
The Federal agencies have completed review of the proposal as presented by the
application and your field investigation report.
We recommend that the following conditions be included in the State authorization:
1. All work authorized by this permit must be performed in strict compliance with the
attached plans, which are a part of this permit. Any modification to these plans must be approved
by the US Army Corps of Engineers (USACE) prior to implementation.
2. The permittee understands and agrees that, if future operations by the United States
require the removal, relocation, or other alteration, of the structure or work herein authorized, or
if, in the opinion of the Secretary of the Army or his authorized representative, said structure or
work shall cause unreasonable obstruction to the free navigation of the navigable waters, the
permittee will be required, upon due notice from the U.S. Army Corps of Engineers, to remove,
relocate, or alter the structural work or obstructions caused thereby, without expense to the
United States. No claim shall be made against the United States on account of any such removal,
relocation, or alteration. The permittee shall notify NOAA/NATIONAL OCEAN SERVICE
Chief Source Data Unit N CS261, 1315 E West HWY- RM 7316, Silver Spring, MD 20910-
3282 at least two weeks prior to beginning work and upon completion of work.
3. Except as specified in the plans attached to this permit, no excavation, fill or mechanized
land -clearing activities shall take place at any time in the construction or maintenance of this
project, in such a manner as to impair normal flows and circulation patterns within waters or
wetlands or to reduce the reach of waters or wetlands.
4. Except as authorized by this permit or any USACE approved modification to this
permit, no excavation, fill or mechanized land -clearing activities shall take place at any time in
the construction or maintenance of this project, within waters or wetlands. This permit does not
authorize temporary placement or double handling of excavated or fill material within waters or
wetlands outside the permitted area. This prohibition applies to all borrow and fill activities
connected with this project.
5. Unless otherwise authorized by this permit, all fill material placed in waters or wetlands
shall be generated from an upland source and will be clean and free of any pollutants except in
trace quantities. Metal products, organic materials (including debris from land clearing
activities), or unsightly debris will not be used.
6. The authorized structure and associated activity must not interfere with the public's right
to free navigation on all navigable waters of the United States. No attempt will be made by the
permittee to prevent the full and free use by the public of all navigable waters at or adjacent to
the authorized work for reason other than safety.
7. The permittee shall advise the Corps in writing at least two weeks prior to beginning the
work authorized by this permit and again upon completion of the work authorized by this permit.
8. The permittee shall require its contractors and/or agents to comply with the terms and
conditions of this permit in the construction and maintenance of this project, and shall provide
each of its contractors and/or agents associated with the construction or maintenance of this
project with a copy of this permit. A copy of this permit, including all conditions, shall be
available at the project site during construction and maintenance of this project.
9. The permittee shall employ all sedimentation and erosion control measures necessary to
prevent an increase in sedimentation or turbidity within waters and wetlands outside the permit
area. This shall include, but is not limited to, the immediate installation of silt fencing or similar
appropriate devices around all areas subject to soil disturbance or the movement of earthen fill,
and the immediate stabilization of all disturbed areas. Additionally, the project must remain in
full compliance with all aspects of the Sedimentation Pollution Control Act of 1973 (North
Carolina General Statutes Chapter I I3A Article 4).
10. The activity will be conducted in such a manner as to prevent a significant increase in
turbidity outside the area of construction or construction -related discharge. Increases such that
the turbidity in the waterbody is 50 NTU's or less in all rivers not designated as trout waters by
the North Carolina Division of Environmental Management (NCDEM), 25 NTU's or less in all
saltwater classes and in all lakes and reservoirs, and 10 NTU's or less in trout waters, are not
considered significant.
11. Violations of these conditions or violations of Section 404 of the Clean Water Act or
Section 10 of the Rivers and Harbors Act must be reported in writing to the Wilmington District
U.S. Army Corps of Engineers within 24 hours of the permittee's discovery of the violation.
12. In order to compensate for impacts associated with this permit, mitigation shall be
provided in accordance with the provisions outlined in the U.S. Army Corps of Engineers,
Wilmington District, Compensatory Mitigation Responsibility Transfer Form. The requirements of
this form, including any special conditions listed on this form, are hereby incorporated as special
conditions of this permit authorization.

Conditions for Transfer of Compensatory Mitigation Credit:
• Once this document has been signed by the Mitigation Sponsor and the USACE is in receipt of the signed form, the
Permittee is no longer responsible for providing the mitigation identified in this form, though the Permittee remains
responsible for any other mitigation requirements stated in the permit conditions.
• Construction within jurisdictional areas authorized by the permit identified on page one of this form can begin only after
the USACE is in receipt of a copy of this document signed by the Sponsor, confirming that the Sponsor has accepted
responsibility for providing the mitigation requirements listed herein. For authorized impacts conducted by the North
Carolina Department of Transportation (NCDOT), construction within jurisdictional areas may proceed upon permit

This letter is in response to the above referenced CAMA permit application, which was accepted
as complete by the Division's Washington office on June 6, 2018. Processing of the application
is ongoing. However, it has been determined that additional information will be required prior to
the Division taking final action on the application. These required items are summarized below:
1) In accordance with 15A NCAC 07H.0208(a)(2)(B), it is the policy of this Division that,
prior to taking final action on a project of this nature, a Water Quality Certification for
the proposed development must fast be approved by the Division of Water Resources
(DWR). Based upon the attached hold for additional information from the DWR dated
July 10, 2018, it appears as though additional information from the applicant will be
required before a final decision on issuance of a Water Quality Certification can be made.
2) NC Wildlife Resources Commission and Division of Coastal Management Fisheries
Resource Specialist have submitted concerns related to impacts of the proposed wetland
fill. These comments were provided to you via email on July 9, 2018. If you require
these comments to be provided to you again, please contact me and I will be happy to
provide you those and any additional comments you require.

Dear Mr. Cameron:
On June 18, 2018, the Division of Water Resources (Division) received your application dated June 4, 2018,
requesting a 401 Water Quality -Certification from the Division for the subject project. The Division has
determined that your application is incomplete and cannot be processed. The application is on -hold until
all of the following information is received:
1. Impact Justification (Avoidance and Minimization)
Please provide more details regarding avoidance and minimization of impacts to 0.10 acres of
waters/wetlands associated with the construction of the bulkhead and driveway. f15A NCAC 02H
.506 (f) and (g)j.
(f) A lack of practical alternatives may be shown by demonstrating that, considering the potential
fora reduction in size, configuration or density of the proposed activity and all alternative designs
the basic project purpose cannot be practically accomplished in a manner which would'avoid or
result in less adverse impact to surface waters or wetlands.
(g) Minimization of impacts may be demonstrated by showing thatthe surface waters or wetlands
are able to continue to support the existing uses after project completion, or that the impacts are
required due to: (1) The spatial and dimensional requirements of the project; or (2) The location
of any existing structural or natural features that may dictate the placement or confiiguarion of
the proposed project; or (3) The purpose of the project and howthe purpose relatesto placement,
configuration or density.

This letter is in response to the above referenced CAMA permit application, which was accepted
as complete by the Division's Washington office on June 6, 2018. Processing of the application
is ongoing. However, it has been determined that additional information will be required prior to
the Division taking final action on the application. These required items are summarized below:
1) In accordance with 15A NCAC 07H.0208(a)(2)(B), it is the policy of this Division that,
prior to taking final action on a project of this nature, a Water Quality Certification for
the proposed development must first be approved by the Division of Water Resources

Project Setting
The property in question is a 2.52-acre waterfront lot located at 154 Chantilly Road (SR 1138), in Camden
County, on the Pasquotank River. Mr. Cameron purchased the property from the Estate of Ruth Burgess,
whose remaining property abuts his lot on the west side of a man -man canal. The entirety of the man-made
canal falls within the Burgess property as shown on the enclosed survey by Elmo Williams. Bulkheads on both
side of the canal are in poor condition with a number of breaches adjacent to the Cameron property. Ruth
Burgess' Estate has granted authorization to Mr. Cameron to apply for a permit to replace the bulkhead on the
side abutting his property. The property consists of approximately 518' of shoreline abutting both the
Pasquotank River and the man-made canal. Except for a -483' remnant bulkhead and a small remnant brick
foundation (on the western corner of the property near the water), the property is vacant. There is remnant
wiring and tree mounted light fixture that indicates that there may have been a structure on the property many
years ago.
According to the Camden County Land Use Plan the property is zoned Residential 2. Adjacent land uses
include a residence to the west, a residence to the north across the road (SR 1138), a nearby water treatment
plant and a Shriners Club at the end of the road, approximately 700' southeast.
The applicant's property is low with an elevation between V and 2' above NWL, and is in a designated AE flood
zone. There are approximately 1.89 acres of delineated 404 on the applicant's property, and no Coastal
Wetlands. Vegetation on the property includes, but is not limited to, arrowhead (Sagittaria latifolia), soft rush
(Juncus effuses), pennywort (Hydrocotyle umbellate), beargrass (Yucca flaccida), wild dock (Rumex
hastatulus), poison ivy (Toxicodendron radicans), quaking grass (briza minor), knotroot bristlegrass (Setaria
geniculata), Virginia creeper (Partheacissus quionquefloia), catbrier (Smilax bona-nox), white clover (Trifolium
repens), loblolly pine (Pinus taeda), cypress (Taxodium distichum), wax myrtle (Myrica cerifera), red maple
(Acer rubrum), and mimosa (Albizia julibrissin). There are no known geologic formations, historical sites or
archaeological sites associated with the applicant's property.
Classification of the adjacent waterbody is SB from Cobb Point below the causeway to Pool Point. The waters
within the project area are "Joint" and as such are Estuarine Waters. Water depths along the remnant bulkhead
are between 4 and -2'. No submerged aquatic vegetation was found within the project area.
Development Proposal
Bulkhead/Bulkhead Replacement: The applicant, proposes to replace -483' of existing bulkhead 2'
waterward of the existing remnant alignment and extend the bulkhead an additional 35' to the applicant's
property line to the north. The proposed alignment will be an average of 7', and a maximum of 14' waterward
of normal water level, and will result in the filling of _ 2,796 square feet (sf) of shallow bottom.
Wetland Fill: In facilitate the construction of a dwelling on the property the applicant is requesting authorization
to fill 4,307sf of 404 wetlands as delineated by Atlantic Environmental Consultants, Inc. The applicant's
consultant has submitted a letter requesting a price quote for non -riparian mitigation credits from The Great
Dismal Swamp Restoration Bank, LLC (see enclosed letter). The fill will allow the construction of not only the
dwelling, but a 16' wide base for an 8' wide concrete drive (landward of the Division of Coastal Management's
30' Buffer), as well as a septic system. The location of the proposed drive will bisect the wetlands leaving a
small area on the southeast side of the proposed fill road. The applicant proposes to install a 20' long x 12"
diameter pipe to maintain hydrology between the two wetlands.

High Ground Disturbance: The construction of a new bulkhead, dwelling, septic system, and access drive on

The subject property is located at 154 Chantilly Road in Camden, Camden County,
North Carolina. The property is an undeveloped 2.52 acre lot adjacent to the
Pasquotank River.
The proposed improvements include the replacement of an existing bulkhead and the
construction of a single family residence with a portion located in the 75' Area of
Environmental Concern. In order to construct the house and driveway 4,307 square feet
of Section 404 will need to filled. The fill will provide an access driveway out of the 30'
DCM Buffer for the proposed house.
Silt fence will be installed around the perimeter of the wetland fill and stabilized with
vegetation to prevent further impacts to the existing wetlands.

The NC Division of Coastal Management hereby acknowledges receipt of a preliminary application for Casey Cameron
on April 2, 2018. My review has revealed certain deficiencies, which must be corrected before an application package
can be accepted as complete. To assist you in expediting the permitting process as much as possible, I am notifying
you of these deficiencies immediately so that they can be quickly corrected to facilitate my detailed review.
I am retaining the original application package so that I may continue reviewing the project. Please understand that the
subsequent detailed review may reveal additional areas where further information or documentation is required to
demonstrate compliance with the rules directly applicable to the proposed development. If this occurs, you will be
notified of such issues separately.
My initial screening has identified the following deficiencies:
1. Narrative:
As previously discussed, a section of the bulkhead along the canal does not belong to the applicant. Based on
survey pins onsite, and the survey submitted for review, part of the remnant bulkhead that the applicant proposes
to replace is the property of Ruth Ann Burgess. While any replacement would involve your client's property, our
office must have written authorization from Ruth Ann Burgess allowing him to go forward with the request to replace
the remnant bulkhead along the canal side of the property.
Please cross check numbers from the Narrative, Application and Site Plan for consistency. I am not finding the
same results on fill totals.

f. Based on the proposed development, including the bulkhead replacement it appears that the area to
be disturbed is greater than I1,364sf. Calculating the typical disturbance associated with the removal
of remnant bulkheads and their subsequent replacement with new tiebacks, I come up with at least
10,000sf of disturbance for the bulkhead alone.
j. This indicates that mitigation is being proposed. I did not see this elsewhere in the application. Please

3. Dom:
a.) The distance from the proposed dwelling and drives appears to undisturbed wetlands is show as 5' to 6'. How
is the fill material to be retained, and what is the depth of the fill to be placed in wetlands? Fill depths are
necessary to determine if vegetative cover will be sufficient.
b.) If the depth is inconsequential, at the very minimum a temporary erosion control structure must be shown to
retain fill, until a vegetative cover can be attained.
c.) If retaining walls are included a specific length must be noted on the plan and noted in the application as part
of the proposed development.
d.) Clearly show the small area of wetlands on the south side of the drive that will not be filled.
e.) Based on the remaining area of wetlands on the south side of the proposed concrete driveway you need to
check with the US Army Corps of Engineers about connectivity between the two wetland areas.
f.) As discussed, I have concerns regarding the 8' wide by 280' driveway, but will process the request as
submitted.
4. Additional information required:
a.) The size of plan submitted is greater than 11"x 17", and cannot be reproduced to shall all required information.
b.) A minimum of 27 copies of the plans are required for the final submission.
