Dave Rizzo- 8516 Bald Eagle Lane, New Hanover County
Mr. Mark Batson, acting agent for Mr. David Rizzo is requesting a minor modification to State Permit # 15-18. State
Permit # 15-18 was originally issued for construction of a single-family residence, pool and docking facility on February
12, 2018 and is due to expire on December 31, 2021.
Mr. Batson states that the owners are requesting a minor modification to State Permit # 15-18 to increase the
impervious surface coverage within the 575 ft. AEC from 24.2% to 24.7%, which still meets the 25% impervious
threshold for property adjacent to Outstanding Resource Waters (ORW). The pool and conservatory footpdnt have
been modified per the attached drawings dated June 20, 2018. The State Stormwater Management Program odginally,
authorized the project under the Fast Track Program under Permit No. SWA 000019.
The application states that the new layout adds impervious surface coverage to the pool footprint and modifies the
conservatory footprint as is highlighted on drawings SW1, SW2 and C1. Informal discussions with Christine Hall with
State Storrmwater (NC DEMLR) indicated that under the Fast Track Program the project will not be reviewed until it is
complete.
The agent has submitted a check (10854) in the amount of $100 for the modification. As proposed, this office has no
objection to the proposed project modification as long as there are no objections from other the agencies to this
proposal.
By copy of this memo, DCM is requesting that the USACE and DWR provide any comment that your agency
may have on the proposed project to Courtney Spears of DCM's Wilmington office within 14 days of receipt of
this memo.

I'm waiting to hear back from Navigation on the Stewart dock, and will let you know what they say asap.
Other projects:
Received comments on Williams, Rider, & Southport Marina and need to send my comments/recommendations to you.
Christy is working on the Porter's Neck HOA project, and will copy you on our authorization. It is being reviewed under
RGP 125 and NWP 35
If Rizzo is just upland development the Corps has no comment.
Also have no comment/no objection to the Sam Cross mod. That one was in my inbox-came in on September 10.
Not sure, but I think the 2 Chairz mod was issued on our end and DCM should have been copied on that. I'll have to
check and get back with you.

I hate to bug you about this, but did you hear from Nav on the Stewart dock in CB? The contractor called me twice
yesterday since they are out there working currently so they're very eager to know if they can proceed.

Hope you fared the storm well and are on the way back to normal. Just got a quick question for you. We issued a CAMA
Major Permit to Jeff and Jennifer Stewart at 201 Peninsula Drive in CB (you processed it as a 291- Action ID SAW-2018-
1401/201). Charles Duncan, the contractor is asking if they can move the floats out further into the water body (see
attached). Would this require additional authorization from the Corps? I know you're probably swamped, but Debbie
wanted me to run it by you before we can determine with we can do a refinement or a modification.
