HomeMy WebLinkAboutWB_17-06_ StricklandTow_ n of Wriuhtsville Beach Local Government � o , CAMA MINOR DEVELOPMENT as authorized by the State of North Carolina, Department of Environmental Quality and the Coastal Resources Commission for development in an area of environment concern pursuant to Section 113A-118 of the WB17-06 Permit No. issued to Chris Strickland, authorizing development in the Estuarine Shoreline (AEC) at 405 North_ Lumina Ave, in Wrightsville Beach, North Carolina as requested in the permittee's application, dated July 28, 2017 and accepted as complete on September 14, 2017. This permit, issued on October 9 2017, is subject to compliance with the application and site drawing (where consistent with the permit), all applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject the permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void. THIS PERMIT AUTHORIZES: The removal of the current structure and the construction of a new single family dwelling. (1) All proposed development and associated construction must be done in accordance with the permitted work plat drawings(s) dated received on Sqptember 14, (2) All construction must conform to the N.C. Building Code requirements and all other Local, State and Federal regulations, in addition to all applicable local ordinances and FEMA Flood Regulations. (3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and modification of this permit. (4) A copy of this permit shall be posted or available on site. This office must be contacted upon the completion of work to conduct a final inspection. (Additional Permit Conditions on Page 2) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. Any maintenance work or project modification not covered under this permit, require further wditen permit approval. All work must cease when this permit expires on: DECEMBER 31 20t9 In issuing this permit it is agreed that this project is consistent with the local Land Use Plan and all applicable ordinances. (6) All unconsolidated material resulting from associated grading and landscaping shall be retained on site by effective sedimentation and erosion control measures. Disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of construction completion. A protective barrier constructed of fitter cloth must be placed between the development activities and the adjacent waterway, this barrier must be maintained for the entire duration of the project. If the protective barrier is found to not be in place a Notice of Violation may be issued. (7) This permit does not authorize development within any wetlands or open water areas. (8) The applicant has effectively demonstrated, through innovative construction design, that the amount of impervious surface areas may be exceeded in a way that runoff water will be managed and the AEC protected. All proposed development and associated construction must be done in accordance with the design specifications of the permitted innovative design, sealed by Intracoastal Engineering, on September 1, 2017. APPLICATION FOR CAMA MINOR DEVELOPMENT PERMIT In 1974, the North Carolina General Assembly passed the Coastal Area Management Act (CAMA) and set the stage for guiding development in fragile and productive areas that border the state's sounds and oceanfront. Along with requiring special care by those who build and develop, the General Assembly directed the Coastal Resources Commission (CRC) to implement clear regulations that minimize the burden on the applicant. This application for a minor development permit under CAMA is part of the Commission's effort to meet the spirit and intent of the General Assembly. It has been designed to be straightforward and require no more time or effort than necessary from the applicant. Please go over this folder with the Local Permit Officer (LPO) for the locality in which you plan to build to be certain that you understand what information they he or she needs before you apply. Under CAMA regulations, the minor permit is to be issued within 25 days once a complete application is in hand. Often less time is needed if the project is simple. The process generally takes about 18 days. You can speed the approval process by making certain that your application is complete and signed, that your drawing meets the specifications given inside and that your application fee is attached. Other permits are sometimes required for development in the coastal area. While these are not CAMA-related, we urge you to check with the Local Permit Officer to determine which of these you may need. Specific site grading plans had not been provided to us at the time this report was prepared. I -W& TO Ili t a I As requested, our staff visited the site on August 25, 2017, to perform infiltration testing and estimate the seasonal high watertable at one location on the property. The purpose of this testing was to provide soil parameters for stormwater infiltration design. Seasonal High Watertable Estimate A hand auger boring was advanced at one location to a depth of approximately 7 feet below the existing ground surface in the area proposed by the civil designer for an infiltration structure. The encountered soils were logged and visually classified by depth and a Munsell Soil Color Chart was used to determine the hue, value, and chroma of the visually distinct soil layers. Our soil togs are presented in Table 1. Soils encountered in our boring consisted of interbedded clean fine sands (USCS Soil Group "SP") through the boring termination depth of 86 inches below the existing ground surface. No distinct zones of soil cementation were encountered in the profile. Based on our experience with similar soils and comparisons of the soil coloration to the Munsell Chart, it is our opinion that seasonal high water table level occurs approximately 65 inches below the existing the ground surface. A measurement made 30 minutes after augering indicate a depth to standing water in the borehole of 83 inches below the existing ground surface. R E C. F. Msdavidagmail com Kure Bewn- North Carolina 28449 Mr. Chris Strickland RFTS Project No. 1597-17 Infiltration Testing August 31, 2017 Page Two Infiltration testing was performed using a model 2800 Guelph Permeameter which is a constant -head device which operates on the Marione siphon principle and is referenced in ASTM D-5126. The permeameter is used to determine field saturated hydraulic conductivity in centimeters per second for soil at a specified depth. This testing involves advancing a borehole to the desired infiltration depth and introducing water at a constant head to determine the steady state flow rate from which the hydraulic conductivity can be calculated. Our testing was performed approximately 41 inches below the existing ground surface. The results of our permeameter testing are presented in Table 2. RECOMMENDATIONS Based on the results of our field testing and soil classifications at the test location, we offer the following recommendations for stormwater infiltration design: At the test location INF-1 it is our opinion that in order to achieve the steady state flow rate obtained during our testing; the areas of infiltration galleries or other infiltration structures should introduce stormwater at approximately 41 inches below the existing ground surface elevation. For purposes of sizing the structures we recommend an ultimate application rate of 4.3 inches per hour. These recommendations should be reviewed by appropriate regulatory authorities before finalizing the details of any civil design.
