Pannkuk Andrew Consulting Engineers, P.C. 3811 Peachtree Avenue, Suite 300 Wilmington, NC 28403 Dear Mr. Pannkuk: This correspondence is with reference to the request you submitted to modify State Permit No.1-18, which was originally issued to the Town of Oak Island on January 22, 2018 for the reconstruction of a public fishing pier. This permit was modified on May 25, 2018 and August 4, 2018 to expand the ramp on the western side of the pier house. State Permit No. 1-18 is due to expire on December 31, 2021. The action proposed in your submittal consists of the addition of a 6 ft. landing to the beach access stairs (see drawing SS101). The expansion would extend the stairs 6 ft. waterward, but according to the applicant will still be landward of the First Line of Stable and Natural Vegetation (FLSNV) (see drawing SS401). The landing will connect to the previously permitted stairs waterward of the pier house. Upon review of the information provided, the Division of Coastal Management has determined that the proposed action continues to be consistent with existing State rules and regulations and is in keeping with the original purpose and intent of the permit. I hereby submit this Letter of Refinement authorizing the modification of State Permit #1-18, as described in your request dated March 12, 2019 and associated drawings dated received on March 21, 2019. By copy of this letter we are notifying the US Army Corps of Engineers and the Division of Water Resources of our action. Please note this refinement does not alleviate the need to obtain any other local, state or federal permits. Sincerely, Debra D. There is a bit of uncertainty with the weather. Can we request an extension to pile driving operation in case weather does not cooperate? 2) The Oak Island Building Inspector has requested that TD Eure add a 6' landing to the pier stairs. As far as the addition of the 6' landing, I think we can do a refinement, but construction would need to be done within the moratorium or any extensions if granted. Can you refence where the the First Line of Stable Vegetation is on the stair extension drawings?
