, in Holden Beach, and NC, as requested in the permittee's application, dated October 25, 2017. This permit, issued on
December 11, 2017, is subject to compliance with the application and site drawing (where consistent with the permit), all
applicable regulations and special conditions and notes set forth below. Any violation of these terms may subject
permittee to a fine, imprisonment or civil action, or may cause the permit to be null and void.
This permit authorizes: CONSTRUCT A SINGLE FMAILY RESIDENCE, GRAVEL DRIVEWAYS & S"TORMWATER RETENTION
DITCHES.
(1) All proposed development and associated construction must be done in accordance with the permitted work plat
drawings(s) dated received dated December 7, 2017 and signed by Eric Tomczak.
(2) All construction must conform to the N.C. Building Code requirements and all other local, State - nd Federal regulations,
applicable local ordinances and FEMA Flood Regulations.
(3) Any change or changes in the plans for development, construction, or land use activities will require a re-evaluation and
modification of this permit.
(4) A copy of this permit shall be posted or available on site. Contact this office at 910-842-6(,80 for a final inspection at
completion of work.

This permit action may be appealed by the permittee or other qualified persons
within twenty (20) days of the issuing date. This permit must be on the project
site and accessible to the permit officer when the project is inspected for
compliance. Any maintenance work or project modification not covered under
this permit, require further written permit approval. All work must cease when this
permit expires on:
DECEMBER 31, 2020
In issuing this permit it is agreed that this project is consistent with the local Land
Use Plan and all applicable ordinances. This permit may not be transferred to
another party without the written approval of the Division of Coastal
Management.

(5) The amount of impervious surface shall not exceed 30% of the lot area within 75 feet cif Estuarine Shoreline Area
of Environmental Concern.
(6) Unless specifically allowed in 15A NCAC 07H. 0209(d)(10), and shown on the permitted plan drawing, all
development/construction including the overhangs shall be located a distance of 30 feet landward of normal high
water.
(7) All unconsolidated material resulting from associated grading and landscaping sh ,II be retained on site by
effective sedimentation and erosion control measures. Prior to any land -disturbing :activities, a barrier line of
filter cloth must be installed between the land disturbing activity and the adjacent marsh or water areas
until such time as the area has been properly stabilized with a vegetative cover.
(8) Any proposed for grading within the 30' buffer from the normal high water must be contoured to prevent additional
stormwater runoff to the adjacent marsh. This area shall be immediately vegetatively :stabilized and must remain
in a vegetated state.
(9) All other disturbed areas shall be vegetatively stabilized (planted and mulched) within 14 days of
construction completion.
(10) Town ordinance states in part that the primary intent of these regulations is to satisfaclorily control stormwater on
an individual parcels of land and to control runoff onto adjacent property, or water induces soil erosion in any
form. To control surface water runoff within property boundaries and not drained unto adjacent areas, both
private and public. The strormwater retention ditches for this new roofed area shall be inspected by town
inspector and a letter shall be provided prior to final inspection stating that it was installed in accordance with the
approved plan.
(11) AREAS BELOW THE STRUCUTRE WHICH ARE BELOW THE LOWEST FLOOR SHALL NOT BE DESIGNED
OR USED FOR HUMAN HABITATION, BUT SHALL ONLY BE USED FOR PARKING OF VEHICLES,
BUILDING ACCESS, OR LIMITED STORAGE OF MAINTENANCE EQUIPMENT USED IN CONNECTION
WITH THE PREMISES AND SHALL BE CONSTRUCTED WITH BREAK A WAY V'jALLS IN ACCORDANCE
WITH FEMA RULES AND REGULATIONS.
(12) No fill material was stated on the zoning application, no fill was approved for this lot.
(13) Town ordinance 157.075 requires (1)9' x 20' parking space per bedroom for this single family residence and
shall be provided on the platted lot.
(14) All construction shall meet FEMA guidelines for V-zone construction.

rea, which is subject to natural hazards such as storms, erosion
nd currents. The rules of the Coastal Resources Commission
equire that you receive an AEC Hazard Notice and acknowledge

'he Commission's rules on building standards, oceanfront
etbacks and dune alterations are designed to minimize, but not
liminate, property loss from hazards. By granting permits, the
,oastal Resources Commission does not guarantee the safety of
he development and assumes no liability for future damage to
he development. Permits issued in the Ocean Hazard Area of
'environmental Concern include the condition that structures be
elocated or dismantled if they become imminently threatened by
:hanges in shoreline configuration. The structure(s) must be
elocated or dismantled within two (2) years of becoming
mminently threatened, and in any case upon its collapse or
ubsidence.

)y signing this notice in the space below. Without the proper
ignature, the application will not be complete.
SPECIAL NOTE: This hazard notice is required for development
in areas subject to sudden and massive storms and erosion. Permits
issued for development in this area expire on December 31 of the
third year following the year in which the permit was issued.
Shortly before work begins on the project site, the Local Permit
Officer must be contacted to determine the vegetation line and
setback distance at your site. If the property has seen little change
since the time ofpermit issuance, and the proposed development
can still meet the setback requirement, the LPO will inform you
that you may begin work. Substantial progress on the project
must be made within 60 days of this setback determination, or
the setback must be remeasured. Also, the occurrence of a major
shoreline change as the result of a storm within the 60-day period
will necessitate remeasurement of the setback. It is important
that you check with the LPO before the permit expires for official
approval to continue the work after the permit has expired.
Generally, if foundation pilings have been placed and substantial
progress is continuing, permit renewal can be authorized. It is
unlawful to continue work after permit expiration.
